The session will provide an overview of the components of an investment accounting system, including required reporting information as specified under certain sections of the Ohio Revised Code. The course will define and illustrate how the official records of a public entity should account for investments, the treatment of income, and other records reflecting investment activity.
OBJECTIVES:
- Understanding the duties and responsibilities of the public official as the Investing Authority.
- Understanding the components of a comprehensive investment report and generally accepted accounting principles.
- Understanding the calculations of various investments/securities.
- Understanding how your investment program is audited.

Julia Donnan is an associate attorney with the law firm of Brosius, Johnson & Griggs, LLC. She received her Bachelor of Arts from Baldwin Wallace College and Juris Doctor degree from The Ohio State University Moritz College of Law. Ms. Donnan’s practice of law includes the representation of townships, predominantly in central Ohio, and their respective boards of trustees on a broad variety of matters ranging from the abatement of nuisance properties, to addressing labor complaints. Ms. Donnan is a member of the Ohio Township Association, as well as the Ohio Township Association Law Directors’ Group.
In 2017, 41 of the 88 counties went through either a sexennial or triennial update. The results are different than anything the state has seen before, as for the first time in at least 10 years, residential valuations have increased in most areas of the state in excess of ten percent. At the same time, through a combination of market conditions and law changes, agricultural use valuations are sharply declining by 30 percent. The combination of these two phonomena have had wide-ranging impacts.
This session will review:
- Ohio property tax collection law;
- recent law changes and market changes;
- factors that impact increase or decrease in property taxes; and
- impact of property tax rollbacks on levy collections.

Mike Sobul has been the Treasurer of the Granville schools since November 2011. Prior to joining the district, he was the Section Chief for Forecasting and Special Projects at the Tax Analysis Division of the Ohio Department of Taxation. He had served at the Department of Taxation from December 1986 until his retirement in July 2011. Prior to joining the Department of Taxation, Mike served for two and one-half years as research associate at the Urban Center at Cleveland State University and two years as a budget analyst for the city of Cleveland.
Mike received his B.A. from Wittenberg University in 1980 and his Masters of Public Policy from the University of Michigan in 1982.

Author of the book, Understanding the Budget, Appropriations and Amended Official Certificate of Estimated Resources and founder of a website providing and training resources to members (website no longer exists). Over twenty-two years’ experience as a Village Clerk-Treasurer, and Village and Township Fiscal Officer. Trina became a UAN user as a Pilot for Villages in 1997. A UAN Visiting Clerk/Fiscal Officer for many years working in the field assisting Clerk-Treasurers and Fiscal Officers with the software, and in the UAN office on the support line, program testing and training classes. In July 2012 Trina became a full-time employee of the State Auditor, Uniform Accounting Network.

Angela Muller is an IT Analyst for the Uniform Accounting Network (UAN) – Ohio Auditor of State. From 1998 until 2010 Angela held several roles within UAN ranging from support to test. She spent from 2010 until 2012 as an Assistant Fiscal Officer at a village utilizing UAN as a user on a daily basis. Angela returned to UAN in 2012 as an IT Analyst where she is primarily responsible for testing the UAN application.
This session is designed to explain to newer fiscal officers some of the more common funds they utilize in their job, the type of revenues received by those funds, and what expenditures are deemed appropriate. The course will also briefly cover transfers and advances between funds along with a very brief discussion of how to allocate some administrative and audit costs based on AOS Bulletins.

What resources they have available to them to help answer questions that may arise when receipting or expending monies from certain funds.
Learn the difference between transfers and advances among funds.

James Christopher McCoy is the Assistant Chief Project Manager for Local Government Services – Southwest Region. He has been with the Auditor of State’s Office over 20 years, all of which has been spent with the Local Government Services section. He participates in many different types of projects with a wide variety of clients (Villages, Cities, Townships, a County, and several School Districts). His experience includes financial statement preparation, record reconstructions and reconciliations, and is either financial supervisor or helps manage staff that is overseeing several entities that have qualified for fiscal caution, watch, or emergency. He also has worked with entities regarding financial forecasts, including a County in fiscal emergency. Chris is a 1996 and 1997 graduate of Ohio University with both Bachelor and Master degrees in Accounting.

Melissa A. Betz, is the Pickaway County Auditor. She was elected to this position in November 1998. Prior to taking office, she had been a Deputy Auditor in the office for 13 years. Melissa attended OU-Chillicothe and Welch College where she studied Business. She is very active in her church and community. Melissa serves on the Board of “Leadership Pickaway” which is looking to prepare the next generation of ascribed, appointed, and elected leaders for PickawayCounty. Melissa has also served as the Co-chairman of the Advancement Board at the New Hope Christian Academy, where youngest son is a Junior in high school. She is the pianist and choir director at the Heidelberg UCC Church.
