Steve Wright was first appointed as Township Administrator in November of 2018. He has over 15 years of government project and program leadership experience and a Master of Public Administration degree from the University of Akron. In addition to being a township administrator, Steve Wright is a Lean Six Sigma Green Belt with over a decade of experience leading performance measurement, strategic planning, and continuous improvement initiatives. Linda has been the Director of the Ohio Public Works Commission since February 2019 serving previously as Program Administrator since December 2007. Immediately prior to joining OPWC Linda spent more than 10 years with the Ohio Department of Transportation. She first served as ODOT’s Policy Analyst and then as Administrator of the Office of Local Projects with responsibility for the state’s Local-let program and various funding programs for local governments. Larry Long is the CEO of the Ohio Projects Group LLC, a small management consulting firm specializing in services to state and local governments and non-profit organizations. He also was recently appointed by Governor John Kasich as Chair of the State Audit Committee for a term ending in June, 2020. He retired as Executive Director of the County Commissioners Association of Ohio (CCAO) in 2013 after serving the organization in a number of capacities for nearly 40 years. Prior to joining CCAO Long served as an Intelligence Specialist with the Defense Intelligence Agency (DIA) in Washington D.C; Director of the Ottawa County Regional Planning Commission; Executive Secretary of the Ohio Water & Sewer Rotary Commission; and as a Bureau Chief for the Ohio Department of Economic and Community Development. Long, a native of Wadsworth in Medina County is a 1968 graduate of The Ohio State University with a BA in Geography. Long has also served as a member of the Ohio Farmland Preservation Task Force, the Legislative Task Force to Study Eminent Domain, the 21st Century Transportation Priorities Task Force, and the Legislative Local Government and Library Revenue Distribution Task Force. He is also a past President of the National Association of County Association Executives (NCCAE). A former board member of the Greater Ohio Policy Center and the Ohio Planning Conference, Long received the Outstanding Public Service Award in 2006 from the OSU School of Public Policy and Management.

The Board of Orange Township Trustees unanimously appointed Mr. Lee R. Bodnar to the position of Orange Township Administrator on March 31, 2016. Mr. Bodnar came to central Ohio from northeast Ohio, where he had been a life-long Lake County resident. He attended Lakeland Community College and graduated from Lake Erie College in 1994. Kip Wahlers has more than two decades' experience in the field of public finance, economic development and public law. Kip has represented state and local governments at all levels as bond counsel and has also served as underwriters' counsel, bank counsel and counsel to private sector entities doing business with government.
Kip's experience includes financings and projects with port authorities, counties, municipalities, townships and school districts. Kip also advises clients on public records issues and ethics issues.
Kip has authored legislation relating to financing programs in Ohio and elsewhere, including tax credits, loan programs and amendments to legislation establishing new community authorities and authority for impact facilities. He has assisted private companies in obtaining incentives from state and local governments, including tax incentives, tax abatements and tax increment financing.
Kip is former general counsel for JobsOhio and for Browning & Associates, a municipal financial advisor. He is a native of Toledo, Ohio, and has lived in the Columbus area since 2000.

Connie Fink is currently the President of the Ohio Township Association. She was born and raised in Springfield Township/Muskingum County (Zanesville), where she resides today, just a mile down the road from her childhood home. Her first recollection of township government occurred shortly after she was married when, after a particularly large snowfall in April, she saw a township trustee plowing their road. It was the first time she took time to think about the hours township trustees put in. A first-grade teacher at the time, she unsuccessfully ran for township clerk in 1983, then ran again and won in 1987 — and has held the position since.

With more than 30 years of township experience, both as a trustee and fiscal officer and being an integral part of the Ohio Township Association, you would expect that Larry Johns knows everything there is to know about townships. He would tell you otherwise. A retired pharmacist, Johns has worked in a leadership role with the OTA and its partners since 1987. He became a trustee with the OTARMA insurance group in 1987 and later became a board member. Then, a few years later, he was elected to the OTA board of directors, served as its secretary-treasurer and then as president from 2006 to 2010. After four years off of the board, he began his second go-around as an OTA director.

Every year there are instances of damage to important government records as a result of various disasters. This training will introduce steps to developing a disaster plan and proper methods and procedures to safeguard records. Key concepts will include: developing a disaster plan, identifying potential disasters, identifying vital records, methods and procedures to safeguard records, and storage/environmental considerations.

Amanda Rindler is the Local Government Records Archivist with the State Archives at the Ohio History Connection. As the Local Government Records Archivist, she provides records related advice and assistance to local governments in order to facilitate the identification and preservation of records with enduring historical value.
Amanda holds a BA in History from Ball State University and a Master’s of Library Science with specialization in Archives and Records Management from Indiana University. She is a member of the Academy of Certified Archivists, Society of Ohio Archivists, and National Association of Government Archives and Records Administrators.
This session will cover information on the State Capital Improvement program, Local Transportation Improvement program, Small Government program, and Emergency Fund. The session will discuss the types of projects that are eligible, grants vs. loans, match, tips and more. A township representative will also be on hand to give firsthand experience with these programs.

Linda has been the Director of the Ohio Public Works Commission since February 2019 serving previously as Program Administrator since December 2007. Immediately prior to joining OPWC Linda spent more than 10 years with the Ohio Department of Transportation. She first served as ODOT’s Policy Analyst and then as Administrator of the Office of Local Projects with responsibility for the state’s Local-let program and various funding programs for local governments. She also served nearly10 years with the Ohio Legislative Budget Office as Transportation Budget Analyst serving various state agencies including ODOT and OPWC. Linda has a Masters in Public Administration and a Bachelors in Business Administration in Finance both from Ohio University.

Larry Long is the CEO of the Ohio Projects Group LLC, a small management consulting firm specializing in services to state and local governments and non-profit organizations. He also was recently appointed by Governor John Kasich as Chair of the State Audit Committee for a term ending in June, 2020. He retired as Executive Director of the County Commissioners Association of Ohio (CCAO) in 2013 after serving the organization in a number of capacities for nearly 40 years. Prior to joining CCAO Long served as an Intelligence Specialist with the Defense Intelligence Agency (DIA) in Washington D.C; Director of the Ottawa County Regional Planning Commission; Executive Secretary of the Ohio Water & Sewer Rotary Commission; and as a Bureau Chief for the Ohio Department of Economic and Community Development. Long, a native of Wadsworth in Medina County is a 1968 graduate of The Ohio State University with a BA in Geography. Long has also served as a member of the Ohio Farmland Preservation Task Force, the Legislative Task Force to Study Eminent Domain, the 21st Century Transportation Priorities Task Force, and the Legislative Local Government and Library Revenue Distribution Task Force. He is also a past President of the National Association of County Association Executives (NCCAE). A former board member of the Greater Ohio Policy Center and the Ohio Planning Conference, Long received the Outstanding Public Service Award in 2006 from the OSU School of Public Policy and Management.

Kaye Borchers is a Funding Specialist for Choice One Engineering, a consulting civil engineering firm in Sidney and Loveland, Ohio. Since joining the firm in 2005, Kaye and the engineers at Choice One have helped jurisdictions across Ohio apply for and receive millions in funding from ODOT, OPWC, CDBG, Ohio EPA, FEMA, ODNR, and USDA-RD.
