Ms. Moon is currently a financial systems analyst at the National Science Foundation with a CPA,CISA and PMP.  She has over 26 years of experience ranging from architecting and implementing financial/HR and IT systems, financial/system/program auditing and implementing internal controls.  She is currently the RPA project manager for the NSF's Division of Financial Management.

Mr. Vineyard is the Director of the 11th Hour Service's Public Sector Civilian Practice with over twelve years of risk management, financial management, and management advisory experience.  Mr. Vineyard is a Senior Leader, an educator and a published author in the Enterprise Risk Management and Financial Management fields of practice and is active in the risk and financial management communities having held multiple positions with the Risk Management Society (RIMS), Association for Federal Enterprise Risk Management (AFERM), Association of Government Accountants (AGA), and Financial Accounting Standards Advisory Board (FASB).  He not only serves as the Director of the Civilian Practice, but also serves as the firm-wide lead on all enterprise risk management, financial management, and analytics & amp; automation market offerings.

The focus of Mr. Vineyard's experience has been in establishing, maturing, and improving Federal risk management programs.  This includes extensive experience concentrated in Federal Enterprise Risk Management (ERM) program development; financial statement and performance audits;  audit readiness; Office of Management and Budget(OMB) Circular A-123 assessments for Appendices A, B, C, and D; corrective action planning; policy development; workforce development; business process improvement; and financial management advisory experience with everything from small, single office to large, complex, and decentralized agencies in the Federal Government Agencies.
