Patrick King joined Stifel in March 2009 after working with several other national public finance firms since entering the public finance business in 2001. Mr. King has worked on hundreds of short and long-term bond issues with a par amount in excess of $4 billion. His experience includes bond issues for cities, school districts, libraries, counties, special districts, authorities and park districts. Mr. King has made Ohio school finance a focus area of his career and has been engaged by dozens of Districts across Ohio to work on financings. Prior to his investment banking career, Patrick worked in local government in central Ohio. Patrick holds his Masters of Public Administration from The Ohio State University and a Bachelor of Arts from the University of Dayton. Patrick is a general securities representative (Series 7). Patrick is active in the central Ohio community and currently serves on the Board of Trustees for the Solid Waste Authority of Central Ohio, The Franklin County Hospital Commission and the Friends of the Columbus Metropolitan Library.

Alex was most recently an analytics consultant for a BlueCross BlueShield health plan. In his role, he collaborated with leaders in the care management division to quantify the value of the services they provide to the members of the health plan. Prior to starting his full-time professional career, Alex spent 7 months as an analyst intern for three+one. He went on to graduate summa cum laude from St. John Fisher College with a degree in Economics. Upon graduating, he received the St. John Fisher College Award in Economics for demonstrating outstanding academic success in the area of Economics, and the Honors Award for Academic Achievement for having great academic success in the Honors Program. During his senior year at St. John Fisher, Alex was a member of a five student team that placed first in a Deloitte national tax case competition which featured over 50 participating colleges and universities from across the United States. Garrett attended St. John Fisher College in Rochester, N.Y., where he graduated magna cum laude with a B.S. in Corporate Finance; he later earned his MBA there with high distinction. While at Fisher, Garrett was awarded the Upstate New York Turnaround Management Association’s (TMA) Top Student Award. He was a transfer scholarship recipient and appeared on the Empire 8 President’s List. Garrett was selected to contribute to research related to the publication of a textbook authored by Dr. Jana Sacks entitled Elementary Financial Derivatives. While a graduate student at Fisher, Garrett received the Dr. Katherine E. Keogh Memorial Award in recognition of his academic success and community service. He was also invited to join Beta Gamma Sigma, the highest recognition a business scholar can receive from an AACSB-accredited institution. In addition, Garrett was awarded the Fisher MBA Scholarly Achievement Award as the graduate student with the highest cumulative grade-point average.

Elizabeth is a Senior Audit Manager for the Ohio Auditor of State’s Public Integrity Assurance Team. The Team conducts limited scope examinations of financial records designed to investigate allegations of fraud, theft or misappropriation of public funds. Prior to joining the Team, She was a financial auditor with the office for eight years.
Elizabeth has a dual Bachelor’s Degree in Accounting and Business Administration from Franklin University and is a Certified Fraud Examiner.
The session will provide an update on the current economic environment and how it is influencing interest rates. Current hot topics in the investment market will be discussed giving attendees up-to-date guidance on how to prudently invest funds.

Zach Prouty serves as the Assistant Manager of Treasury Services in the Office of Ohio Treasurer Robert Sprague. Treasury Services assists in managing the state’s banking relationships, providing operational oversight to various divisions within the office, and management of certain special projects. Zach has been in this role since January 2019.
He previously spent five years working in various legislative roles in the administration of former Governor John Kasich, including positions at the Ohio Department of Commerce, Ohio Department of Administrative Services, and the Governor’s Office.
Zach is a graduate of The Ohio State University where he earned a bachelor’s degree in Political Science, as well an MBA and MPA.
The Ohio Ethics Law course assists public employees and public officials in expanding their knowledge of the relationship between their public agencies and the Ethics Commission. It helps them understand the conflict of interest restrictions imposed upon public officials and employees and how to respond appropriately and legally when faced with such a conflict. Furthermore, the class outlines statutory limitations regarding gifts offered to those in public service from vendors, potential vendors, regulated communities, and interested parties.
The session also focuses on helping attendees understand the definition of public contracts under the Ohio Ethics Law and outlines the ethics prohibitions related to public contracts. This includes information regarding illegal authorization of public contracts, selling goods and services to public agencies, and nepotism prohibitions. A better grasp of this information will increase government effectiveness in public servants' ability to understand and comply with the Ethics Law while accommodation the needs of their public entities.

Susan Willeke is an accomplished government - relations professional with more than 20 years’ experience in public affairs, communication and public speaking. Susan joined the Ohio Ethics Commission in 2005 as the Education and Communications Manager where she oversees and conducts educational and communication outreach. In that position, Susan presents approximately 200 speeches annually, develops information strategies regarding agency programs and represents the Ethics Commission to Ohio citizens, the media and the Ohio legislature. Prior to joining the Commission, Susan served in the communications office at the Ohio Environmental Protection Agency and as a legislative aide in the Ohio House of Representatives.
Susan is a Summa Cum Laude graduate of Ursuline College in Pepper Pike, Ohio. In 2011, she was selected to present at TEDx Columbus, a conference for “Ideas Worth Sharing” and identified as one of Central Ohio’s “Leading Thinkers and Doers.”
During this session learn about fund balance classifications that comprise a hierarchy based primarily on the extent to which the public library is bound to honor constraints imposed on the use of its resources. There will also be a discussion of the definition of each type of governmental funds.This presentation will review GASB Statement No. 54 as it applies to public libraries. Focus of the course will be on fund balance classification and the revised governmental fund definitions as it relates to year end annual financial statement reporting.

Tiffany Ridenbaugh is a Certified Public Accountant and is currently the Assistant Chief Auditor of the Central Region with the Auditor of State’s Office, which includes fifteen counties in Central Ohio. Ruth Morrison is an Employer Compliance Specialist with the Ohio Public Employees Retirement System (OPERS). Ruth joined OPERS in 2012.
