At our Spring Conference, treasurers were exposed to a high level overview of Bankruptcy proceedings. Many treasurers requested the opportunity to learn more about the process and the opportunity to ask questions to help them better understand these proceedings. We are inviting back our same panelists to take a deeper dive into the bankruptcy issue, and engage in a free-flowing dialogue to answer treasurers’ questions.
Amy Bostic is currently of counsel with LUPER NEIDENTHAL & LOGAN. She focuses her practice on debtor, creditor and creditors’ committee, secured creditors, debtors and fiduciaries in Chapter 11 corporate reorganizations, out of court work-outs, general commercial law transactions, loan restructures and fiduciary representation. Ms. Bostic is the Chapter 7 panel trustee in the Columbus Division of the Bankruptcy Court in the Southern District of Ohio.

Ken is a principal in Rea’s governmental services group. He has responsibility for the management of a variety of services provided to the firm’s clients that includes consulting and attestation engagements. His experience includes working for the Auditor of State as a financial audit manager and as a Senior Deputy Auditor in charge of the fraud division.
Ken has instructed many technical courses for the Central Ohio Chapter of the Association of Governmental Accountants, various CPA firms, and several professional societies and governments in Ohio, and he is a faculty member of the American Institute of Certified Public Accountants. He is a technical review committee member for the Government Finance Officers Association (GFOA) where he volunteers his time to review Comprehensive Annual Financial Reports (CAFRs) for governments that participate in the award-winning program. Ken has served as Treasurer for the Granville Schools Levy Committee and the Friends of the Granville Public Library. He also served as a trustee of the Granville Public Library and chaired the Finance Committee.
Ken earned his BSBA degree in Accounting from Walsh University. He is licensed to practice as a Certified Public Accountant in the State of Ohio. He is also a licensed Ohio School District Treasurer. Ken is a member of the following professional organizations: American Institute of Certified Public Accountants, Ohio Society of Certified Public Accountants, Ohio Government Finance Officers Association, Association of Government Accountants, and Ohio Association of School Business Officials. Ken also holds an Advanced Single Audit Certificate form the AICPA.
Attorney Christal Caudill has over 20 years of experience in representing clients through the bankruptcy process. She focuses her practice on representing individuals and small business debtors in chapter 7 and chapter 13. Ms. Caudill also sits as a Chapter 7 Panel Trustee in the Southern District of Ohio. She currently serves on the Columbus Bar Association Ethics and Pro Bono committees. Ms. Caudill received her law degree from Capital University and her undergraduate degree from The Ohio State University.

Don Boian, an accomplished technology leader and award-winning information security expert, is the CyberSecurity Outreach Director for Huntington Bank. In this capacity, he works with customers and commercial clients to raise awareness of Information Security threats and vulnerabilities. He is also responsible for fostering closer partnership with government organizations that work in the cybersecurity space. Prior to this role, Boian served as Huntington’s Chief Information Security Officer for over 2 years. Prior to joining Huntington, Boian spent 30 years at the National Security Agency and retired as a Defense Intelligence Senior Executive working both offensive and defensive cyber operations. Active in the cyber security community, Boian serves on the board of the National Technology Security Coalition. He has received numerous service awards including the Chairman Joint Civilian Service Commendation Award, Dr. Louis Tordella Award, Meritorious Civilian Service Award, National Intelligence Meritorious Unit Citation, and the Joint Meritorious Unit Award. Mr. Boian is also a cyber security consultant for the U.S. Department of Energy. Boian received his MS in electronic engineering from Johns Hopkins University and holds a bachelor’s degree in electrical engineering from The Ohio State University.

Course Details: Blockchain Technology: What Is It And How Do We Regulate It?

We all hear or read about Blockchain but what is it actuallyand how may it impact county treasurers? A blockchain is, in the simplest of terms, a time-stamped series of immutable record of data that is managed by cluster of computers not owned by any single entity. Each of these blocks of data (i.e. block) are secured and bound to each other using cryptographic principles (i.e. chain). County treasurers will hear from SafeChain, a local software firm that is specializing in blockchain technologies, which willprovide them with an overview of what to expect. Additionally, State Representative Rick Carfagna has introduced legislation in the Ohio House to try and begin to put some guardrails around blockchain technologies and would like to discuss his approach with county treasurers. For county treasurers, this could mean using advanced software technologies, including blockchain, to increase the speed and security of financial & property transactions.

Although county treasurers deal with county finances and state regulations regarding their operations, it is helpful for them to also have other perspectives on public finance from other areas of government. Helping them gain an understanding of the federal perspective will help to broaden every treasurer’s horizons on public finance. This course will provide an overview on how the federal government does internal auditing, a presentation on the new Yellow Book (Government Auditing Standards), a presentation of what the Association of Government Accountants is, and a presentation on the Certified Government Financial Manager (CGFM) credential.

Jackie Hall-Carrillo is an Internal Audit Manager at the Defense Finance and Accounting Service (DFAS), Cleveland, Ohio.DFAS is an agency of the United States Department of Defense (DoD) and is responsible for pay and accounting services for military members, retirees, annuitants, DoD civilian employees, vendors and contractors.Jackie has 30 years of practice in federal sector accounting and finance operations.Most of her audit experience involves performance audits.Prior to joining DFAS in 1995, she audited at the Defense Contract Audit Agency.Jackie completed a President’s Management Council Interagency Rotation at the National Aeronautics and Space Administration Glenn Research Center in the Chief Financial Officer’s Office.Jackie has an MBA from Case Western Reserve University and a Bachelor’s degree in Business Administration from The University of Akron.Jackie is currently serving Past President of the Cleveland Chapter of the Association of Government Accountants (AGA) and is the AGA Cleveland Chapter representative to the AGA National Council of Chapters.
