Bid-rigging and other collusive vendor schemes can be extremely costly to public entities and the taxpayers they serve. While it is possible to pursue the wrongdoers and recover overcharges once you have been the victim of an illegal vendor agreement, it is neither easy nor quick to do so. A public purchaser’s best course of action is to insulate the purchasing process as much as possible from the outset from these types of schemes. This presentation will educate attendees on the basics of antitrust law and will offer a proactive approach to deterring collusion at every stage of a competitive solicitation. The presenters will suggest best practices on topics such as:

Bid specifications – drafting tips;
Vendor contracts – suggested terms and conditions;
Bid packet preparation – what you should include and why; and
Documenting bid files – the importance of keeping good notes.

Jennifer has been with the Ohio Attorney General's
Office since 1995 and has been the Chief of the Antitrust Section since 2003.
She has participated in a wide array of major investigations and litigated
matters from the Chlorine bid-rigging litigation to investigations of alleged
anticompetitive activities in the professional sports, food additives and
insurance industries. She led the litigation teams for the Ohio Attorney
General's Office in the Columbia HCA/Blue Cross merger litigation, the Marion
Hospital merger litigation and the Sorbates price-fixing litigation. She is a
frequent speaker and author of publications on antitrust law, and since 2003
has served as Amicus Vice Chair for the National Association of Attorneys
General’s Antitrust Task Force. Jennifer received her Bachelor of Arts in
Economics from Hanover College in 1983, her JD from Indiana University School
of Law in 1987, and her MBA from Indiana University Graduate School of Business
in 1987.

Anthony has been with the Ohio Attorney General’s Office since 2013 as an Investigator in the Antitrust Section. He has had the opportunities to assist and lead investigations of anticompetitive conduct across a large variety of industries. Some of these industries include; agriculture, healthcare, entertainment, food distribution and government contracts. Anthony received a Bachelor of Arts in both Criminology and Anthropology from The Ohio State University in 2007.

Ms. Wessendorf-Wortman is an attorney with Ennis Britton. Before practicing school law, Ms. Wessendorf-Wortman worked in liquor law helping business entities obtain and keep their liquor licenses. She is a frequent presenter around the state discussing a variety of topics including anti-discrimination laws, employment practices, ethics for public employees, human resource essentials, student discipline matters and other legal updates impacting education that occur annually.

Ms. Wessendorf-Wortman practices in several areas of law concerning school districts, including labor and employment issues, special education, student discipline, transgender student matters, BWC and unemployment matters and general school law practice.

For over 10 years her experience has centered on developing fixed income investment strategies for public entities and other agencies. At RedTree, she is responsible for the implementation of each client's specific investment strategy and portfolio risk management.

Jennifer earned her undergraduate and MBA degrees in finance from Xavier University. She has received the Chartered Financial Analyst designation.
