Eileen Stanic is a Senior Public Funds Advisor with Meeder Investment Management. She has over 30 years of treasury management and investment management experience including more than a decade of Ohio public funds investment advisory experience. Over the years, she has presented at various Ohio public funds educational seminars and has served as a CPIM instructor. Eileen is a graduate of Cleveland State University where she was the recipient of the Wall Street Journal Award. She is a Certified Treasury Professional (CTP) and a member of AFP, the Association for Financial Professionals. Based in the greater Cleveland area, Eileen is also member of the CFA Institute and the CFA Society of Cleveland.

Jennifer Starr is the chief financial officer for the Ohio Public Employees Retirement System (OPERS) . She is responsible for the oversight of OPERS' financial information, including financial statements, budgets, and investment accounting. In addition, she is responsible for managing OPERS' relationships with employers and the administrative support areas of the organization.
Prior to joining OPERS, Jenny was a senior manager with PricewaterhouseCoopers, an international public accounting firm, where she provided audit audit and assurance services for the past several years.
A certifies public accountant, Jenny started her career at Gibbons & Kawash, a public accounting firm in Charleston, W.Va., providing audit and assurance services to various clients, including colleges and universities, governmental entities, employee benefit plans, financial institutions, and other non-profit organizations.
Jenny earned her Bachelor of Arts in Accountancy from Washington and Jefferson College. She maintains the CPA certification in Ohio and is a member of the Ohio Society of Certified Public Accountants and the American institute of CPAs.

Nicole Beckwith is an investigator and digital forensic analyst for the Auditor of State. She is a state recognized expert in cybersecurity, policy and cyberterrorism, and has spoken throughout the state on many topics including cybercrime, money laundering, fraud, and best practices for local governments. Nicole wrote the first policy on social media and internet usage for a leading defense industry corporation that has been adopted by many corporations. In law enforcement, Nicole has brought dozens of criminals to justice, assisting in numerous undercover narcotics and prostitution stings and worked with the FBI on their public correction unit. Nicole is a member of the United States Secret Service Southern Districts Electronic and Financial Crime Task Force where she works alongside agents on investigations involving counterfeiting, terrorism, and electronic crimes. Nicole was accepted into the National Computer Forensics Institute and is trained in computer forensics, network investigations and network intrusion response.

Leanna Abele is the Assistant Chief Deputy Auditor of Operations in the Chief Deputy Auditor Section of Auditor of State David Yost's Office. The Chief Deputy Auditor Section oversees the operations of the Financial Audit, Local Government Services, the Center for Audit excellence, and the Medicaid Contract Audit sections at AOS. Prior to assuming her role in the Chief Deputy Auditor Section, she served various roles for the Auditor's Office in her 30+ year career, and has led the implementation of the Auditor of State's Hinke System and Financail Health Indicators. Leanna is a Certified Public Accountant and a Certified government Financial Manager.
This presentation will focus on the different financing opportunities for municipalities that need property improvements or brand new developments but are (1) at their debt limit or (2) do not wish to tap into their current debt capacity.
Several options exist, including ORC 9.483, which was passed back in 2015 as a vehicle for local governments to raise funds by selling government property to private investors, and then immediately leasing back the property. Additionally , private investors can be used as financing options for major projects by using long-term lease obligations by a municipality.
Crossroads Group and William Blair desire to achieve the following objectives throughthis presentation:
(1) Educate municipal fiscal officers about how a traditional sale-leaseback would function, as well as how each situation can have a customer-tailored sale-leaseback arrangement to fit its specific needs;
(2) Educate municipal officers on how to arrange other financing options (outside of, or along with, traditional sale-leaseback occurrences) with private investors while not affecting their municipalities' debt limits and availabilities;and
(3) Educate municipal officials on current accounting trends according to GASB and how those trends are beginning to shape how governments report long-term obligation, such as sale-leasebacks or other financing options.

Geoff Wehling is a Managing Director of the William Blair Commercial Real Estate Finance ("CREF") Banking group("CREF") where he spent his entire career.
Mr. Wehling specializes insourcing and structuring debt capital solutions for single-tenant investment-grade commercial real estate properties located throughout the U.S. and also select global markets. Additionally, Mr. Wehling contributes negotiating lease agreements, providing financial analysis, conducting due diligence, coordinating the offering process and organizing closing activities. During hi career he has worked on approximately 250 credit tenant lease transactions.

Mr. Fumi has structured Tax Exempt Bonds for a large and diverse group of public entities and 501(c)(3) organizations including municipalities, universities and health care systems as well as structuring Tax Increment Financing Bonds and traditional Municipal Bond transactions.
Prior to joining Signet, from May 20023 through May 2008, Mr. Fumi was a Managing Director with a large regional bank's Investment Banking Group. Mr. Fumi focused on the structuring of variable and fixed rate Tax exempt and Tax Bond transactions.
In addition , Mr. Fumi created a MAP - approved FHA lender that was wholly-owned subsidiary of the regional bank that focused on multifamily and health care projects financed through the U.S. Department of Housing and Urban Development.

Mrs. Lewis oversees the Legislative, Policy and Constituent Affairs Department which serves as the liaison between the Treasurer’s office and the General Assembly. The department also identifies, researches, and develops policy positions and initiatives affecting the Treasurer’s office. Prior to arriving at the Treasurer’s office, Lizz worked as a Policy Advisor for former Speaker of the House, William G. Batchelder. She graduated with a Bachelor of Arts in Political Science from Kent State University.
