Mrs. Lewis oversees the Legislative, Policy and Constituent Affairs Department which serves as the liaison between the Treasurer’s office and the General Assembly. The department also identifies, researches, and develops policy positions and initiatives affecting the Treasurer’s office. Prior to arriving at the Treasurer’s office, Lizz worked as a Policy Advisor for former Speaker of the House, William G. Batchelder. She graduated with a Bachelor of Arts in Political Science from Kent State University.
Representative from the Ohio Auditor of State's Office will discuss the importance of segregation of duties as a fundamental internal control; as well as common audit issues. This introductory level course is designed to help public managers and local officials, in their public entity, to gain an overview of internal controls processes and segregation of duties. Chris White is a Senior Audit Manager with the Ohio Auditor of State’s financial audit group in the northwest region. The Financial Audit Group is responsible for conducting financial audits of all public entities as required by Ohio law. Chris has overall responsibility for audits in Lucas and Henry counties. This includes supervisory responsibility of staff in the performance of multiple concurrent audit engagements.
Chris has been with the Auditor of state since 1999. He worked as a financial auditor for seven years, Audit Manager for ten years and Senior Audit Manager for the past year. Chris has a Bachelor’s Degree with majors in Accounting and Business Administration from The University of Toledo and is also a Certified Public Accountant.

Kristina has been with the Auditor of State since May 2009. She started as an intern in what was formerly known as the Akron/Canton Region. She transferred to the Northwest Region in fall 2009 and worked part-time as an intern while getting her Masters of Accounting from Bowling Green State University. She was hired as a full-time assistant auditor upon graduation in August 2010. She was promoted to Audit Manager in April 2016.

Government and school officials throughout Ohio rely on Brenda Wehmer for answers on all aspects of bond financing. Her primary focus is debt issuance for governmental issuers, including school districts, counties, municipalities, townships, and special districts as well as 501(c)(3) entities.
Ms. Wehmer has served as bond or underwriter's counsel in transactions ranging from $50,000 to $480 million.
She has extensive experience in many types of municipal financings, including tax increment financings transactions, Qualified Academy Zone Bonds and lease-purchase transactions.
Ms. Wehmer frequently speaks at seminars and conferences including the Ohio Government Finance Officers' Association annual conference, Ohio State Auditor's training sessions, Buckeye Association of School Administrators conferences and the Center for Local Government Seminar. Anita Lopez, Esq. is a licensed State of Ohio attorney and University of Toledo graduate. She is the 7th child of migrant workers who taught her the value of hard work, loyalty to God and to the USA. She began her legal career at the Toledo Fair Housing Center then joined the City of Toledo as Director of Purchasing, Contract Compliance & Affirmative Action. In 2004 Anita Lopez was elected as the Lucas County Recorder and in 2006, was elected Lucas County Auditor. Anita is the first woman in the history of Lucas County to be elected Auditor.
The session will provide an overview of the components of an investment accounting system, including required reporting information as specified under certain sections of the Ohio Revised Code. The course will define and illustrate how the official records of a public entity should account for investments, the treatment of income, and other records reflecting investment activity. Key components in the reconciliation process will be reviewed.

After graduating from The Ohio State University, Kent Scarrett began his career at the Ohio Statehouse in 1990 as a page in the Ohio Senate, later becoming Constituent Aide and then Legislative Aide first for state Senator Steven O. Williams, then for Majority Whip Senator Nancy Chiles-Dix. Kent left the Ohio Senate in 1996 to serve as a Legislative Liaison for Governor Voinovich before joining the OML in 1997. Before being appointed Executive Director in March 2016, Kent served as the League’s Director of Communication for six years. In addition to serving on PEP’s board, Kent focuses on advocating on behalf of the League’s nearly 740 members on issues related to state and local tax policy, local control and economic development strategies.
