Marcia Clark, CFA is a full-time lecturer in the finance department of California State University, Fullerton. In addition to teaching courses in corporate finance, fixed income, and investments, Ms. Clark is the director of the fixed income section of the Applied Security Analysis Program (ASAP). ASAP is a student managed investment program tasked with investing nearly $1,000,000 for the philanthropic foundation of CSU Fullerton. Prior to her current assignment, Ms. Clark spent four years as full-time faculty and director of the Business Honors program at CSU Fullerton and 27 years with the investment firm PIMCO and its parent company Allianz Global Investors.
In addition to her role as a university professor, Ms. Clark is the Lead Instructor and Course Designer for the Fixed Income Academy, an online training company devoted to the continuing education of fixed-income investment practitioners. As lead instructor and course designer, Ms. Clark works with subject matter experts to create and deliver engaging training modules focused on essential information institutional investors need to successfully navigate the ever-changing financial market landscape.
Ms. Clark also serves as senior research analyst and investment committee member for the private wealth management firm Warren Street Wealth Advisors. In this role, Ms. Clark assists the Chief Investment Officer to determinesuitable asset allocations for investment strategies from high risk to capital preservation. As senior research analyst, Ms. Clark regularly monitors the economic landscape to identify risks and opportunities and help WSWA clients achieve their financial goals.
Ms. Clark earned the prestigious Chartered Financial Analyst designation in 1999, and in 2001 was awarded a masters degree in business administration from the Anderson School of Management at UCLA. Her previous training experience includes developing and delivering educational programs, workshops, and guidebooks for PIMCO staff and custodian bank personnel, in addition to a part-time faculty position at Cal State Fullerton from 2004 to 2008.
Prudently investing cash and short-term bond reserves requires careful consideration in multiple areas. This session will apply lessons learned through real life experiences to provide the framework for thinking about how seemingly ancillary tasks such as revenue projections, interest rate forecasting and accounting methodology impact your day-to-day investment decisions and ultimately your results.

As Investment and Cash Management Officer for Cuyahoga County, Joseph is responsible for the daily monitoring and investment of the County’s $1+ billion operational portfolio. Joseph also leads a team of three professionals in the daily cash operations, management reporting, and account reconciliation for Cuyahoga County, the largest county in Ohio. Joseph has received on behalf of Cuyahoga County the Investment Policy Certificate of Excellence from the Association of Public Treasurers of the United States and Canada, and is also an instructor for the Certified Government Investment Professional (CGIP) designation program. Joseph began his financial career 16 years ago in Cleveland, Ohio at McDonald Investments, a division of KeyBank, implementing and administering an online trading platform. He then moved into a role as Cashless Stock Options Coordinator where he executed executive level client’s stock options and restricted stock. While there, Joseph earned his series 7, 63, & 65 licenses. In 2005, Joseph left the sell side to work as the Investment Manager for the City of Cleveland where he was responsible for the investment, management, and administration of the City’s investment portfolio. After seven years of sharpening his government investing, cash management, and report creation skillset, Joseph transitioned into his current role as Investment and Cash Management Officer with Cuyahoga County.

Susan Munson
As Founder and CEO of Fixed Income Academy, Susan leads a senior team of expert instructors to develop and deliver world-class curriculum for Fixed Income Academy’s Bond School. Susan began her financial career 28 years ago in broker operations and advanced to become a senior account executive and regional sales manager, the majority of the time with Merrill Lynch’s Institutional Advisory Division. She has worked with high profile institutional accounts, state and local governments, financial institutions and family offices while managing a senior team of advisors. In 2008, Susan left the sell side to work as a consultant and focus her efforts on investor education.
Susan earned and maintains her Certified Financial Planner designation and when affiliated with FINRA regulated firms held her series 7, 9, 10, 24, 63 & 65 licenses. She is registered as an Investment Advisor Representative to provide advisory services to a select group of clients.
The session will explore various investment strategies for the Ohio public funds investor including laddering, yield curve positioning, and duration targeting. Participants will break out into small groups to take part in an investment simulation game using high quality fixed income indices as a proxy for self-directing and managing their own portfolios.
Participants will gain a deeper understanding of various risk metrics that is often used to analyze a portfolio’s risk/return profile.
Participants will better understand the opportunity cost of staying too liquid versus not being fully invested if they’re trying to time the interest rate cycle.

Michael Nguyen, SVP, Director of Investment Solutions, PMA Financial Network, Inc.
Michael joined the firm in 2015, partnering with PMA’s prospects and clients to develop customized investment solutions. He is a proven investment management professional with over 20 years of experience managing fixed income assets for public and corporate clients.
Prior to joining PMA, Michael was with RBC Global Asset Management and Wells Capital Management where he was responsible for leading client service and sales efforts in customized, separately managed solutions. He has managed fixed income portfolios consisting of operating cash, pension funds, debt proceeds and captive insurance assets. Michael has also held several management positions with public entities serving as their City and County Treasurer. He has experience directly managing public funds and working with Boards and Councils.
Michael earned a Master’s degree in Public Policy from the Humphrey Institute at the University of Minnesota and received his Bachelor’s degree in Political Science from the University of California-Irvine. He holds a Series 7, 24, 63 and 65 securities license.

Mrs. Lewis oversees the Legislative, Policy and Constituent Affairs Department which serves as the liaison between the Treasurer’s office and the General Assembly. The department also identifies, researches, and develops policy positions and initiatives affecting the Treasurer’s office. Prior to arriving at the Treasurer’s office, Lizz worked as a Policy Advisor for former Speaker of the House, William G. Batchelder. She graduated with a Bachelor of Arts in Political Science from Kent State University.

Walt Myers is the Director of Trust in the Ohio Treasurer’s Office and has 32 years of financial industry experience. Mr. Myers joined the Ohio Treasurer’s Office in 2014. In his position, Mr. Myers remit in the Ohio Treasurer’s Office includes: Collateral Operations, Trust Operations, Trust Custody and Compliance, and CD Programs.
Previously, Mr. Myers was a Managing Director at JPMorgan’s Corporate and Investment Bank. He held several positions through his tenure at JPMorgan including an expatriate assignment as Client Service head for Investor Service’s European, Middle East and Africa Client Service organization. Just prior to joining the Ohio Treasurer’s Office in 2014, Mr. Myers was responsible for a Columbus Ohio based institutional securities operations department including benefit payment services and institutional custody services.
