This session will provide attendees with an understanding of: the history of money, the creation of the Federal Reserve, the Fed’s purposes and responsibilities, and an explanation of monetary policy.
Participants will learn in depth about the Federal Reserve’s three principal responsibilities: Supervising banks, providing financial services, and setting the nation’s monetary policy. In making monetary policy, the Fed takes actions to move interest rates up and down; and that can sway mortgage, auto, and business loan rates. The Fed does this by influencing a key short-term interest rate, or the federal funds rate, which ultimately influences the interest rates banks charge their customers; and that affects the economy as a whole.

Thomas Fitzpatrick is a vice president in the Credit Risk Management Department at the Federal Reserve Bank of Cleveland. He is responsible for credit administration, payment system risk, reserve maintenance, and risk management for depository institutions in the Fourth Federal Reserve District, which includes Ohio, western Pennsylvania, eastern Kentucky, and the northern panhandle of West Virginia.
Mr. Fitzpatrick joined the Cleveland Reserve Bank in 2007 as a research associate in the Research Department. He served as a visiting scholar in 2008, and in 2009, he was appointed an economist in the Policy Analysis Department, where his work focused on structured finance and large financial firm insolvency. In 2010, Mr. Fitzpatrick transferred to the Community Development Department, where his research focused on housing finance and urban housing, housing-market dynamics, consumer finance, and the impact of land banks on neighborhoods. He assumed his current position in 2014.
He serves as a board member for the Legal Alumni of Wooster. Mr. Fitzpatrick also serves as a mentor for new lawyers in Ohio and law students at Cleveland State University Cleveland-Marshall College of Law.
Mr. Fitzpatrick holds a bachelor’s degree in philosophy and psychology from the College of Wooster, and graduate degrees in law and economics from Cleveland State University.

Costanzo is a shareholder in the Cleveland office of Weltman, Weinberg & Reis Co., L.P.A., where her responsibilities include managing multiple practice groups, one of which is government collections and litigation. Sara earned her bachelor’s degree in business administration and public relations from Heidelberg College, her law degree from Cleveland-Marshall College of Law and her M.B.A. degree from Cleveland State University. Eileen Stanic is a Senior Public Funds Advisor with Meeder Investment Management. She has over 30 years of treasury management and investment management experience including more than a decade of Ohio public funds investment advisory experience. Over the years, she has presented at various Ohio public funds educational seminars and has served as a CPIM instructor. Eileen is a graduate of Cleveland State University where she was the recipient of the Wall Street Journal Award. She is a Certified Treasury Professional (CTP) and a member of AFP, the Association for Financial Professionals. Based in the greater Cleveland area, Eileen is also member of the CFA Institute and the CFA Society of Cleveland.
