This course will cover an overview of the capabilities of the Redesign payroll software report creation as well as tips, tricks, and shortcuts to maximize the output capabilities of the new software. This course will provide:

Ryan Jenkins is the Treasurer/CFO for the Pickerington Local School District. He has served in that role since April of 2013.
Prior to becoming treasurer at Pickerington, Ryan also served as the treasurer for the Graham Local and Greenon Local School Districts in the Dayton area.

Ms. Clark joined the Public Finance group at Fifth Third Securities in 1999. She began her career with Fifth Third Bank one year earlier in the Public Funds department. Currently she provides both technical and analytical assistance in the preparation of both long-term and short-term municipal debt. She has worked on many different types of bond issuance throughout the state such as Ohio school district and municipal issuance of voted general obligation issues, un-voted general obligations, collaborative financings, private placements and certificates of participation.

This course will cover an overview of the annual financial statement reporting requirements (for both GAAP and Cash Basis reporting) for the implementation of GASB 84 and 87, to include how to prepare for the implementation and best practices to ensure complete and accurate reporting. Changes from these new GASB’s are expected to have an impact on most if not all schools on how Fiduciary and Lease activities have been reported in the past.
This course will provide definitional changes on Fiduciary activities and quaffing lease reporting. It will also provide explanation of the changes in reporting within the financial statements, along with a school treasurer's perspective on how to prepare for its implementation.
Without the knowledge of how these new GASB's are reported, schools will increase their risk for audit adjustment and audit findings for not properly reporting their financial statements in accordance with general accepting accounting principles (GAAP). How he’s helped clients meet their business needs:
A new treasurer of an entity was not comfortable with the internal controls procedures in place in terms of their efficiency and design to reduce risk. We performed an internal control study to identify potential weaknesses in internal controls and provided recommendations to strengthen internal controls to reduce the risk of errors and/or fraudulent activity.
An entity’s general ledger included several miscoded and/or unrecorded transactions that prevented them from properly preparing financial statements that could be audited. We evaluated the general ledger account coding to provide recommendations to the financial records which would properly report and classify transactions in order to prepare financial statements that can be audited.
An entity was unable to properly reconcile their bank accounts to the general ledgers, primarily caused by inaccurate general ledgers. We assisted in performing bank reconciliations in order to accurate state account balances.

Jill Rowe is the Treasurer/CFO at Berea City School District. Prior to serving the Berea City School District, Jill spent 6 years at Crestwood Local Schools and 5 years at Salem City Schools. This course will provide an overview of key variables for calculating state funding for Ohio schools – now and in the future. History and trends for variables like property valuation and enrollment are critical to understand and keep your eye on. We will also dive in to the Legislative Service Commission’s preliminary budget printouts, and learning what is in them and what is driving the initial calculations.
State funding is one of the major sources of revenue for Ohio school districts, and a critical one for managing the district’s cash flow. This course will identify key components of the state funding calculation; variables like enrollment and valuations which have always been main drivers in this revenue source regardless of the formula in place. We will look at the history of school funding formulas and variables that have consistently been a part of the calculation, as well as spend time on the preliminary print outs for the 2020/2021 budget from Legislative Service Commission to help identify key variables that will continue to be important in the next two years.
Knowing the variables that impact state funding calculations, the district CFO will be better prepared to project current and future year cash flow revenue.
Thorough understanding and working knowledge of how state funding is calculated for a district is imperative for cash management, as it is typically one of the two main revenue sources for an Ohio school. This session will enhance the treasurer’s understanding of the key variables used in calculating funding, and how changes in enrollment and other economic factors like valuations could significantly impact a district’s funding throughout the current and future fiscal years, and ultimately its cash flow. Mike Sobul has been the Treasurer of the Granville schools since November 2011. Prior to joining the district, he was the Section Chief for Forecasting and Special Projects at the Tax Analysis Division of the Ohio Department of Taxation. He had served at the Department of Taxation from December 1986 until his retirement in July 2011. Prior to joining the Department of Taxation, Mike served for two and one-half years as research associate at the Urban Center at Cleveland State University and two years as a budget analyst for the city of Cleveland.

Current market conditions offer challenges and opportunities for school districts to make the most of their bond issue dollars. He has over 12 years of investment experience. As Portfolio Manager of the Meeder Money Market Fund, he has been recognized with the Money Fund Intelligence Award by Crane Data in 2012 and 2013 and the “Top Manager Award” from iMoneyNet in 2011 and 2014. Ken is a Partner with Kennedy Cottrell Richards and has responsibility for the management of a variety of services provided to the firm’s clients, including State agencies, school districts, counties, cities, villages, townships, and libraries. He has approximately nine years of experience working for the Auditor of State as a financial audit manager and as a Senior Deputy Auditor in charge of the fraud division.
Ken has instructed many technical courses for the Central Ohio Chapter of the Association of Governmental Accountants, various CPA firms, and several professional societies and governments in Ohio, and he is a faculty member of the American Institute of Certified Public Accountants. He is a technical review committee member for the Government Finance Officers Association (GFOA) where he volunteers his time to review Comprehensive Annual Financial Reports (CAFRs) for governments that participate in the award winning program. Ken has served as Treasurer for the Granville Schools Levy Committee and the Friends of the Granville Public Library. He is currently a trustee of the Granville Public Library where he also chairs the Finance Committee.
Ken earned his BSBA degree in Accounting from Walsh University. He is licensed to practice as a Certified Public Accountant in the State of Ohio. He is also a licensed Ohio School District Treasurer.
