Mr. Armagno is an Associate Director in PNC’s Cleveland Public Finance Group. He has been in the municipal bond business since 2012 and has experience with a variety of municipal issuers in Ohio. Mr. Armagno’s transaction experience includes General Obligation and Revenue debt for school district and municipal issuers as well as structured finance, structured leasing, municipal leasing and tax-increment financing. Mr. Armagno has structured numerous lease revenue bonds for port authorities, development agencies and other quasi-governmental conduits. Mr. Armagno graduated from Miami University with a degree in Public Administration and Economics and currently holds the FINRA General Securities Representative (Series 7) and Uniform Combined State Law (Series 66) licenses.

Ms. Cannon is a Director in PNC’s Columbus Public Finance Group and is responsible for expanding PNC’s presence in the local government sector in Ohio. She has over 13 years of experience in public finance with a primary focus on Ohio school districts and local government issuers. Ms. Cannon recently joined PNC after spending the last four years as a municipal advisor with Rockmill Financial Consulting, where she was a founding member. She has served as lead banker or lead municipal advisor on over $1.5 billion in financings and refundings in the capital markets, both on a negotiated and competitive bid basis, as well as leading direct placement transactions for school districts and local municipalities. Ms. Cannon graduated from Mount Saint Joseph University in Cincinnati with a Bachelor of Science degree and later obtained an MBA from Ohio Dominican University in Columbus. She currently maintains the FINRA Municipal Securities Representative (Series 52) and Uniform Securities Agent (Series 63) licenses.
This course will cover an overview of trends and options for new money and renewal levies for property and income tax ballot issues. The course will provide hands-on management of levy requests to empower treasurers to guide their Board of Education when levy strategies are discussed.
Treasurers are concerned about when levies qualify for renewal. They also want to be informed of successful approaches available to their Districts. This session will interactively review particular case studies and enhanced levy strategies.

Ed Cavezza is a partner with the law firm of Dinsmore & Shohl LLP. He focuses on municipal finance law and serves as bond counsel to many Ohio cities, counties and school districts. Ed has represented more than one out of every four of Ohio's school districts.
Much of Mr. Cavezza's contact with Ohio school districts involves preparation of tax levy proceedings, energy conservation borrowings, lease purchase financings and voted bond issues. Ed assists with dozens of Ohio school pre election proceedings each year.
Overview of current cybersecurity threats facing educational institutions. Review of cybersecurity best practices and how to reduce the risk of cybersecurity and fraud instances. The course will provide awareness of current cybersecurity threats facing educational institutions and provide examples that have impacted schools in the area and around the nation. Best practices to reduce those threats include: Password Basics, What’s PII, Preventing Payment Processing Fraud, Cybersecurity best practices aligned against the NIST Cybersecurity Framework and provide the attendees with resources to dig deeper or provide to their IT and security leadership.
Cybersecurity is increasingly important to school systems and the students and parents of those services. 2019 saw a dramatic increase in cybersecurity events that significantly impacts school systems throughout the country – from data breaches and leaks of student/parent personal information, ransomware, and phishing to distributed denial of service attacks. Each of these are resulting in a reduction in trust from the communities that they serve and often result in outages that can mean delays or cancellations of school functions. School official need to be aware of these threats and must take appropriate steps to reduce the risks of these incidents. This presentation will give a foundational understanding of those risks and the basic prevention steps to take.

Julie Lucas is the Director, Computer Forensics Investigations for the Huntington National Bank. In this role, she is responsible for all eDiscovery, Computer Incident Response, and forensics functions. She works closely with the bank's security investigators, Privacy officer, Legal and IT teams to meet the bank's eDiscovery, forensics, and information security incident response needs. Julie previously managed the Information Security Operations team for Huntington, where she was responsible for all operational aspects of information security, including Information Security Operations Center, Threat Intelligence, and Red Team functions.
Julie has over 32 years of experience in information security, spanning multiple industries including government, consulting, financial, and insurance verticals. She served 12 years on active duty with the United States Navy, where she developed and led the Naval Computer Incident Response Team (NAVCIRT) for the Department of the Navy from 1996 through 2000. Julie has briefed multiple audiences on a variety of computer security-related topics over the years, including presentations at SANS and RSA conferences, ComNet, and the Business Week CIO Summit. She holds both the Certified Information Systems Security Professional (CISSP) and Information Systems Security Management Professional (ISSMP) certifications. She is the published author of The Effective Incident Response Team.
