This course will cover an overview of different financing structures that Ohio School Districts have available including but not limited to UTGO Bonds, LTGO Bonds, COPs, Lease Purchase and TANs. We will also discuss how future Rover Pipeline revenues will affect the District from a budgeting standpoint as well as how the Districts in this region of Ohio can leverage those revenues to construct, renovate or improve school facilities.
The course will provide the Treasurers with a detailed overview of what financing structures the District’s will have available to them including specific debt limits for each specific school district. We will discuss the advantages and disadvantages of each type of debt/lease structure so that the Treasurers have a solid understanding to share with their administration and school boards. We will discuss the Rover Pipeline revenues that many districts in this region received and how the Districts can plan accordingly going forward with this new revenue source. This discussion will include both funding internal funds such as a Capital Improvement Fund and/or a Budget Stabilization Fund as well as how they may be able to leverage the revenues to fund capital expenditures.
1 Statement of Accreditation Rationale:
In Ohio, School Districts are very limited on how much debt they may issue and how it may be issued. Without knowing the District’s debt limitations, a school district could get in trouble with their Auditors if they issue debt incorrectly. Also, there are specific advantages and disadvantages to issuing different types of debt and leases. Therefore, the goal of this presentation is to share specific debt limitations for each District attending and share with all districts what the advantages and disadvantages are of each.
Many of the school districts in this region are receiving additional revenues from Rover Pipeline which was recently constructed. We will share with the attendees what options they may have with these new-found revenues. These options will include funding internal funds as well as leveraging these funds to allow the District to complete needed capital improvement projects.

Mike serves as Baird’s lead investment banker for Ohio issuers, serving K-12 public schools, municipalities, counties & townships. Since joining Baird in 2007, he has worked in the Structured Finance Group as well as the Ohio Public Finance Group and has underwritten, placed or advised on all types of financing structures in Ohio, including general obligation and revenue bonds, BANs, TANs, Certificates of Participation, lease purchases and tax increment financings. Since 2014, Mike has advised his clients, assisted with pre-ballot work, structured their bond issuances and served as sole underwriter, placement agent or municipal advisor on over $2 Billion in par amount of bonds and leases. This amount is not artificially enhanced by serving as co-manager on large State or State Agency bonds, but from working with over 250 small to mid-sized issuers who have relied on Mike and his financial advice to issue their financing at the lowest cost to the Issuer. Mike is licensed through the Financial Industry Regulatory Authority (FINRA) and has several registrations including a General Securities Representative (Series 7), a Municipal Advisor (Series 50), a Municipal Securities Principal (Series 53) and a Uniform Securities Agent (Series 63). Mike received a bachelor’s degree from Ohio University and currently resides in Westerville with his wife and four children.

Mark serves as lead support banker for Baird’s engagements with Ohio municipal bond issuers, providing both analytical and transactional support. He has worked on over $1.2 Billion in approximate par value of underwriting and private placement bond issues since joining Baird in 2013. He received a Bachelor of Science degree (cum laude) in finance from Miami University and is licensed through the Financial Industry Regulatory Authority (FINRA) as a General Securities Representative (Series 7) and is a registered Municipal Securities Rulemaking Board Municipal Advisor (MSRB) (Series 50).
This course will prepare attendees with the information necessary to understand the approved investment options stated in Ohio Revised Code 135, as well as recent updates to the same code. This course will also cover in depth the bookkeeping methods for Ohio School Districts to maintain a balanced ledger. This course will provide a brief economic update.
Members will fulfill their required credit hours of CPIM training, regarding investment of public monies, as well as coverage of the various types of risk (interest rate risk, credit risk, reinvestment risk, and liquidity risk). We will also focus on the differences between Book Yield and Total Return, and which is more relevant to Ohio School Districts. Material covered in the presentation will address subject matter that is directly applicable to day-to-day responsibilities of a financial officer for any Ohio public entity.

Mike A. Savage – Vice President & Managing Director of Fifth Third Securities, Inc. is an Institutional Investment Representative based in Columbus, Ohio. Mike joined Fifth Third Securities in July 2006. Mike specializes in investing funds for Ohio governmental entities that are ORC compliant. Mike is a 2006 graduate from the Ohio State University with a B.A. in economics. He completed his MBA in Business Administration at Capital University in 2012. Mike, a lifetime Ohio resident and Columbus native, holds Series 7, Series 63 and Series 65 NASD licenses with no complaints on his U4. Mike and his wife Megan have two children, and are residents of Upper Arlington, Ohio.
This course will cover an overview and examples to demonstrate how best to strategize and take advantage of the opportunities available to school districts to finance their PI needs. The course will provide Treasurers with strategic advantages in leveraging available district monies and revenue sources to finance their PI needs.
Opportunities to lease, borrow and finance PI needs are numerous and can be confusing. Each school district treasurer needs a foundation of knowledge in order to correctly and efficiently advise their Boards on strategies to finance their PI needs.

Ryan Callender’s experience includes serving as bond counsel, counsel to credit enhancers, underwriters, trustees and public issuers in a variety of conventional and capital market public debt financings. Ryan is experienced in general obligation debt, revenue bond debt, tax increment financing, special assessments and certificates of participation. He also has experience with a variety of industrial development revenue bonds, housing revenue bonds, water and sewer revenue bonds, conduit financings and 501(c)(3) bonds.
One of Ryan’s primary areas of focus is in the structuring of water and sewer revenue debt financing. Ryan has served as bond counsel, underwriter’s counsel and disclosure counsel for a variety of water and/or sewer entities throughout the country. In addition, Ryan has experience serving as bond counsel and underwriter’s counsel for various state revolving funds including serving as bond counsel to the Ohio Water Development Authority for more than US$1 billion of bond and commercial paper issues. Ryan is also an active member of and frequent speaker for the Council of Infrastructure Financing Authorities (CIFA). Ryan is an active member of the National Association of Bond Lawyers and currently serves as chair of the Board of Trustees of Lakeland Community College.
This course will cover an overview of Ohio’s new state budget, with details about funding for school districts. We will also explore the details of proposed HB 305, a bill to enact a completely new school funding formula for Ohio schools.
1 The course will provide details about the new biennial budget and funding for school districts, how the new Student Wellness and Success Funds will be distributed and what they must be used for. There will also be a review of proposed HB 305 along with discussions about how the proposal could impact school districts.
State funding for school districts is a major source of revenue. An understanding of the details of state funding distribution is crucial to districts’ development of the five-year forecast and other district planning practices. Additionally, it is important that treasurers understand the details of proposed HB 305 in order to effectively evaluate its merits.

Barbara Shaner formed the independent consulting firm, OhioPro Advocacy in April, 2017. She currently provides advocacy services for three education related professional associations; the Ohio Association of Secondary School Administrators, the Ohio Association of Elementary School Administrators and the Ohio Association of School Business Officials.
Barbara represents association members to the Governor’s office and the Ohio General Assembly, providing testimony on legislation and working with legislators on pending legislation. Her duties also include working with other organizations and state agencies on education issues and working with the members of the three groups to assist with grass roots advocacy efforts. She reports to members about current legislation, school funding, regulatory conditions, and other topics of interest to the education community. She also writes articles for association publications and makes presentations on legislative issues and involvement.
Barbara began her education advocacy career in 1999 when she joined the Ohio Association of School Business Officials as Director of Legislative Services. She became the Associate Executive Director in 2006, a position she held until striking out on her own in 2017 as Advocacy Specialist for the three groups.
Barbara is a current member of the Healthcare and Pension Advocates group (STRS) and serves as president for the Ohio Education Policy Institute. she served on the state’s advisory committee to the School Employees Health Care Board from 2009-2012. She served on Governor Bob Taft’s Blue Ribbon Task Force on Funding Student Success in 2004-2005.
Prior to her role as an education advocacy specialist, Barbara worked as a consultant and lobbyist for several agriculture related organizations and the Ohio Department of Agriculture in their Office of Farmland Preservation.
Barbara resides in Grove City, Ohio with her husband Jim Chappelear. She has two children, (Seth and Jessica) and two grandsons, Joey (age 8) and Owen (age 3).
