Jennifer Tomlin is a partner at the law firm Scott Scriven LLP. Ms. Tomlin’s practice focuses on representing school districts on education law issues. Ms. Tomlin handles various employment and school-related issues including employee and student discipline, criminal records issues, public records and meetings, employment discrimination, ethics, special education issues and property valuation matters. She negotiates collective bargaining agreements as well as handles grievances, arbitrations and statutory termination proceedings. Ms. Tomlin has represented school districts in proceedings before administrative agencies such as the State Employment Relations Board, the Office for Civil Rights, the Ohio Civil Rights Commission, the Equal Employment Opportunity Commission as well as various county boards of revision and the Ohio State Board of Tax Appeals.

Richard D. Manoloff is experienced as bond counsel in general obligation and special obligation bond financings and as general counsel for Ohio political subdivisions, particularly school districts.

John S. Larson has focused on public law and finance for more than 40 years. John’s practice encompasses many types of public finance issues, including acting as bond counsel in both general obligation and revenue bond and note financings for Ohio school districts, municipalities and counties, and serving as underwriter’s counsel for national and regional underwriters of tax-exempt bond issues by Ohio issuers. He also serves as one of Squire Patton Boggs’ ethics partners. He has been listed in The Best Lawyers in America since 2010 and was inducted as a Fellow of the American College of Bond Counsel in 2017.
John has led the firm’s representation of clients such as the City of Toledo, Toledo City School District, Lakewood City School District and Cuyahoga County as bond counsel and special counsel for many years. He provides general counsel for many other Ohio political subdivisions in school finance, competitive bidding and contracting, real property, election, open meeting and public records, income, property and sales tax, intergovernmental agreement, municipal charter, economic development and legislative matters. He is also experienced in drafting state legislation and proposed state constitutional amendments on behalf of the firm’s clients.

The central goal of this course is to explain to school officials the importance of credit card management and best practices throughout the industry. We will provide insight into current fraud trends and card industry initiatives, and describe how to protect information and utilize new card technology. This seminar will cover other important topics such as setting card controls and security measures that school districts can implement to help mitigate risks and we will share other best practices from schools that have effectively implemented procedures and policies to hold card users accountable and provide a system of checks and balances. Lastly, we will provide an overview of the recent passed card legislation and discuss how to be in compliance with these new requirements.

Kevin M. Grobelny is Senior Vice President and Public Finance Relationship Manager for the Northern Ohio markets for PNC Bank.
In his current position, he works primarily with Higher Education, Non-Profit and Public Sector clients in the Cleveland, Akron, Toledo and Youngstown, Ohio Markets. Grobelny has 21 years of banking experience spanning public finance, asset based and middle market lending areas. He started as a corporate associate with National City Bank. Previous to this, he spent 2 years working as a legal assistant with Squire Sanders and Dempsey in Washington D.C., focused on discovery and analysis relating to failed savings and loans.
Grobelny earned his Bachelor’s degree from Bowling Green State University and MBA from The Weatherhead School of Management at Case Western Reserve University.

Laura DiFilippo joined the Ohio Public Finance Group in February 2014 after completing PNC’s Corporate and Institutional Banking Development Program. During her time in the program, Laura managed a portfolio in PNC’s Energy Group in Pittsburgh. In her current role, Laura evaluates and executes direct purchase agreements and other debt financing solutions across multiple industries including higher education, local and state municipalities and not-for-profit organizations.
