Jonathan Azoff is the Director of the Office of Debt Management and Senior Counsel with the Ohio Treasurer’s office. In that capacity, he manages the debt issuance process for the various general obligation, revenue, and special obligations for which the Treasurer serves as the issuing authority. He also oversees the servicing of the State’s approximately $10.5 billion debt portfolio.

Matt Butler is a Vice President-Senior Analyst with Moody’s Investors Service on its Chicago Local Government Ratings Team. He is the lead analyst for Ohio local governments, as well as particular Midwest cities including Chicago and Detroit. Since joining Moody’s in November 2010, Matt also worked extensively with local governments in Illinois, Iowa, Michigan and Minnesota. Ms. Mumma has been the Director of Finance for the City of Dublin since 2011. Highlights during her time in Dublin include her work with the Dublin City School District in creating an economic development driven cooperative agreement; working with the Development community and staff for the redevelopment of the Bridge Street District, and developing a financial model used for shared dispatch services with neighboring communities. Prior to that, she served the City of Gahanna for 14 years, starting as a part-time Mayor’s Court clerk working her way up to Director of Finance. Ms. Mumma graduated from the Ohio State University in 1999 with a BS in in Business Administration and from Ashland University in 2004 with her Masters in Business Administration. Mr. Schwallie's entire legal career has been spent in the area of public law, representing public bodies as an attorney in the Columbus office of Peck, Shaffer & Williams, which merged with Dinsmore & Shohl LLP in 2014. He has served as bond counsel to numerous counties, municipalities, townships, school districts and special districts and authorities throughout Ohio, and to various state agencies. Walt Myers is the Director of Trust in the Ohio Treasurer’s Office and has 32 years of financial industry experience. Mr. Myers joined the Ohio Treasurer’s Office in 2014. Charles T. Saunders, PhD, MA, MBA, CFE, CIA, CCSA, CRMA, CPA (OH inactive) - Dr. Saunders is Chair of the Forensic Accounting, Business Forensics, and Information Systems Audit Programs at Franklin University, where he teaches courses in Forensic Accounting, Auditing, Enterprise Risk Management, and Business Psychology. Dr. Saunders is a Certified Internal Auditor with over 25 years of experience as an internal auditor with American Electric Power Company. He holds a CPA certificate (Ohio, inactive), is a Certified Fraud Examiner, and holds certifications in Control Self-Assessment and Risk Management Assurance. Dr. Saunders has more than ten years of post-secondary teaching and instructional design experience, and has taught internationally, in Poland. He serves as treasurer and faculty advisor of the Franklin University chapter of Sigma Beta Delta, international honor society in business administration. Kip Wahlers has more than two decades' experience in the field of public finance, economic development and public law. Kip has represented state and local governments at all levels as bond counsel and has also served as underwriters' counsel, bank counsel and counsel to private sector entities doing business with government.
Kip's experience includes financings and projects with port authorities, counties, municipalities, townships and school districts. Kip also advises clients on public records issues and ethics issues.
Kip has authored legislation relating to financing programs in Ohio and elsewhere, including tax credits, loan programs and amendments to legislation establishing new community authorities and authority for impact facilities. He has assisted private companies in obtaining incentives from state and local governments, including tax incentives, tax abatements and tax increment financing.

Matt has worked in the Public Sector and Public Finance for a very, very long time. In fact, it has been so long that when he first started working in the Public Sector disco was still popular, and he was wearing bell bottom pants to work (Non-ironically). He was slashing government budgets and financing public projects when Rick James hit the scene with “Super Freak”, and punk bands like the Ramones, the Replacements, and Social Distortion were creating a counter culture of discontent (the same discontent that continues today with many of your residents). Matt has assisted countless issuers with 20 and 25 year bond issues, and with a heavy sigh and a tone of depression has to admit he is still around to see those same bond issues reach their final maturity (unlike his sons). Arlene Bohner is a Senior Director in Fitch Rating’s U.S. Public Finance Department, managing the Great Lakes and Midwest area for the Tax-Supported Group. She directs the rating and research activity of all analysts covering tax-supported issuers in the region, and authors or co-authors rating criteria, topical research and commentary. Prior to joining Fitch, Arlene was a principal at MuniPro, a consulting firm providing credit-related services to commercial banks, rating agencies and bond insurers. She has also served as Vice President and Senior Credit Officer at Moody’s Investors Service, covering tax-supported and revenue-supported credits in the Great Lakes and Northeast. Arlene received a B.A. in Political Science from Villanova University and a Master of Governmental Administration degree from the University of Pennsylvania’s Fels Center of Government. Joey has been with the Auditor of State’s office for over 23 years and has been entertaining audiences (training) for 15 years.

Ryan Callender’s experience includes serving as bond counsel, counsel to credit enhancers, underwriters, trustees and public issuers in a variety of conventional and capital market public debt financings. Ryan is experienced in general obligation debt, revenue bond debt, tax increment financing, special assessments and certificates of participation. He also has experience with a variety of industrial development revenue bonds, housing revenue bonds, water and sewer revenue bonds, conduit financings and 501(c)(3) bonds.
One of Ryan’s primary areas of focus is in the structuring of water and sewer revenue debt financing. Ryan has served as bond counsel, underwriter’s counsel and disclosure counsel for a variety of water and/or sewer entities throughout the country. In addition, Ryan has experience serving as bond counsel and underwriter’s counsel for various state revolving funds including serving as bond counsel to the Ohio Water Development Authority for more than US$1 billion of bond and commercial paper issues. Mr. Van Wagnen provides analytical support for all clients including debt service structuring, actively assisting in the preparation of official statements and credit rating presentation and market research in advance of pricing and post-pricing.
Prior to joining Sudsina & Associates Greg worked in various roles at JP Morgan Chase. There he ran the technology aspect of their Wealth Management trading desk. He has also served as a risk management analyst for the JP Morgan Institutional Bond department where corporate client accounts ranged from $100 million to $12 billion. He has spent time in multiple equity research roles in Columbus and Chicago and in a more analytical role he researched trading slippage costs of different brokers. Between undergraduate and graduate school Greg worked as an accountant for JP Morgan Chase’s mortgage department.
Greg received a Bachelor of Science in Business Administration, Finance, and Economics from The Ohio State University and went on to attain a Master of Finance degree, also at OSU. He is continuing his education in the Chartered Financial Analyst program and is planning to sit for the MSRB’s Series 50 exam. Seth Williams is a Senior Managing Consultant in PFM’s Management and Budget consulting practice. Wesley A. Galloway is a senior project manager at the Governmental Accounting Standards Board and is a frequent speaker on governmental accounting. He serves as the GASB liaison to governmental utilities, hospitals, and higher education organizations. In 1996, Mr. Galloway left public accounting to join the GASB technical and research staff and subsequently has worked on numerous Statements and projects. Jonathan Azoff is the Director of the Office of Debt Management and Senior Counsel with the Ohio Treasurer’s office. In that capacity, he manages the debt issuance process for the various general obligation, revenue, and special obligations for which the Treasurer serves as the issuing authority.
