Megan Kilgore, City Auditor, City of Columbus, Ohio – Megan Kilgore was elected City Auditor of Columbus in November of 2017 and took office January 1, 2018.  The City Auditor’s Office includes the divisions of income tax, financial reporting, debt management, accounting and operations, payroll services, and financial systems.  Prior to election, Megan was a municipal advisor whose practice concentrated on providing assistance to local governments, utilities, and economic development districts, particularly with financing transactions.

Katie Johnson has moved from Squire Patton Boggs to Bricker & Eckler LLP

Katie Johnson focuses her practice on serving as bond counsel and underwriter’s counsel on general obligation financings, tax increment financings, utility revenue financings and special obligation financings.

Katie also has experience working on a variety of economic development and public-private partnership projects. These projects have included the creation of tax increment financing areas, community reinvestment areas, enterprise zones, new community authority districts and joint economic development districts, all to encourage the investment of private capital in local communities and to stimulate economic development and redevelopment.

Scott Campbell is the Executive Director for the Ohio Water Development Authority. Brian Cooper concentrates on general obligation, income tax revenue, non-tax revenue and special revenue bonds.  Since 2003, Cooper has worked on 120 distinct project financings in Ohio representing over $2.75 billion in financed projects for municipal finance, economic development, utilities and infrastructure.  Cooper graduated from the Ohio State University in 2001 and is a municipal advisor registered with the Securities and Exchange Commission (SEC) and with the Municipal Securities Rulemaking Board (MSRB).

Susan Willeke is an accomplished government - relations professional with more than 20 years’ experience in public affairs, communication and public speaking.  Susan joined the Ohio Ethics Commission in 2005 as the Education and Communications Manager where she oversees and conducts educational and communication outreach.  In that position, Susan presents approximately 200 speeches annually, develops information strategies regarding agency programs and represents the Ethics Commission to Ohio citizens, the media and the Ohio legislature.  Prior to joining the Commission, Susan served in the communications office at the Ohio Environmental Protection Agency and as a legislative aide in the Ohio House of Representatives.   

Susan is a Summa Cum Laude graduate of Ursuline College in Pepper Pike, Ohio.  In 2011, she was selected to present at TEDx Columbus, a conference for “Ideas Worth Sharing” and identified as one of Central Ohio’s “Leading Thinkers and Doers.”

Harlita is a native Ohioan.  She grew-up in the Cleveland Metropolitan area in the northeast corner of the state.  She is a graduate of the University of Akron where she received her Bachelor of Science degree in Accounting.  After receiving her undergraduate degree, Harlita proceeded directly to graduate school at Cleveland State University where she received her Master’s in Accountancy and Financial Information Systems.  Upon graduation, she began her governmental accounting career as a State Auditor working out of the Cleveland Office where she also earned her designation as a Certified Public Accountant.  Her career continued at the City of Euclid as the Senior Staff Accountant reporting directly to the Finance Director.  She continued her career as the Capital Budget Analyst at the City of Cleveland and was later promoted to Budget Administrator.  While working at the City of Cleveland, Harlita became a public arbitrator for NASD Dispute Resolution, now called FINRA Dispute Resolution.  In 2001, she became the Finance Director for the City of Painesville.  She served the City of Painesville for five years and then spent a brief two-year tenure as the Finance Director for the City of Oxford.  Harlita currently serves the City of Forest Park in a dual role of Director of Finance and Tax Commissioner.

Daniel Berger is the Director of Applications Development for Whitebirch, PFM’s proprietary financial modeling platform.  Whitebirch is a cloud-based software offering, which helps public and for-profit institutions develop customized financial and strategic planning solutions in real-time. Dan has developed and manages a suite of products built on the Whitebirch platform which deliver out-of-the-box planning solutions specific to many of PFM’s public sector markets – which quickly deliver to CFOs, Finance Directors, City Councils, and Boards the ability to isolate and analyze threats and opportunities in their financial future.   Whitebirch’s Multi-Year Planning for Local Governments allows users to analyze their financial future within the context of property tax projections, labor groups and staffing what ifs, retirement (pension & health) projections, Moody's and S&P scorecard impact, sensitivity testing for capital improvement plans, and many other local government specific areas.  As the product manager for these offerings, Dan determines and develops the features and functionality that are incorporated into these product offerings.  This entails monitoring client usage of and feedback on the various products, overseeing the design and testing of product enhancements, and developing new ideas to build and offer to clients – ultimately Dan is responsible for creating the best possible ‘Whitebirch user experience’.  He also leads development for new products built on the Whitebirch platform.  Prior to working in Whitebirch, Dan served as a registered Municipal Advisor within PFM's Quantitative Strategies Group.  During that time, Dan provided financial advice for a broad range of clients across PFM, focusing on the debt transactions within the firm that were particularly complex or technical in nature.

Gordon Mann is a Director in PFM’s Management and Budget Consulting practice where he has worked extensively to help municipalities develop multi-year plans, which are multi-faceted strategies to overcome the operational and financial challenges that push budgets out of balance.  Mr. Mann is particularly active in the practice’s work with counties and cities that are facing financial stress. He led a multi-year planning engagement with the City of Springfield, Ohio and provided guidance to the City of Parma on how to improve its budget content and process in 2016.  He also served as a senior member of the oversight team for the City of Pittsburgh, which successfully exited Pennsylvania’s oversight program after implementing a series of multi-year financial plans. In addition to his client-focused responsibilities, he has presented on strategies for developing multi-year financial projections and strategic plans at training seminars held by the Pennsylvania GFOA and has been a speaker for courses or training sessions held by the University of Pennsylvania and Michigan State University.  Along with his government experience, Gordon has 18 years of experience in sports journalism, including contributing to print and radio coverage of several NCAA national championship events.

Brian Mosier has 12 years of experience auditing and consulting with local governments with the Auditor of State of Ohio and Clark Schaefer Hackett.  He has extensive knowledge and experience in performing and managing audit engagements under the requirements of GAGAS and the Uniform Guidance.  Brian has consulted with and audited many state and local governments including the cities of Cleveland, Columbus, Hilliard, Columbus Regional Airport Authority, Cleveland Metroparks, and many public school districts and other entities.  He uses his background in working with a diverse group of governmental entities to bring new and fresh ideas to each of his clients in order to improve their operations.  In addition to his client service role, Brian enjoys speaking to industry groups about new accounting standards, best practices, and compliance requirements.

David R. Bean is the director of research and technical activities for the Governmental Accounting Standards Board. He assigns and provides oversight to the GASB’s research, technical, and administrative activities.  Prior to joining the GASB in 1990, David worked in public accounting and government.  He also has served as Deputy Chairman of the International Public Sector Accounting Standards Board (IPSASB). He was the lead author on the 1988 Governmental Accounting, Auditing and Financial Reporting and was the founder of the GAAFR Review. He was the last director of the National Council on Governmental Accounting before the formation of the GASB in 1984.  David is a member of the Government Finance Officers Association, the Connecticut and Illinois Government Finance Officers Associations, the American Institute of Certified Public Accountants, the Illinois CPA Society, the Association of Government Accountants, the National Federation of Municipal Analysts, and the Municipal Analysts Group of New York.

Crosby is the Director of Learning for The Ohio Society of CPAs. In her role, she is responsible for oversight of the strategy and planning for the over 400 learning products and services offered by OSCPA.  Prior to her work with the society, she was the Founder and President of Petra Learning LLC, a professional training and development company and was a full-time faculty member at Columbus State Community College (CSCC) teaching Financial Accounting, Managerial Accounting, and Auditing. Crosby was an Executive Director in the Advisory Risk Practice of Ernst Young, LLP. She spent 14 years at EY leading various types of internal audit, internal control, finance, and enterprise risk management projects. She has helped numerous companies define and implement processes and procedures to comply with new financial accounting standards and calculate the impact of adoption.  Crosby is a CPA licensed in PA and OH, a Certified Treasury Professional, and a member of the IIA, AICPA, Ohio Society of CPAs, American Society for Training and Development, and the National Association of Women Business Owners. She received her B.S.B.A. in Accounting from Duquesne University and her MBA from Franklin University.

Greg Daniels’ practice focuses on the creation and implementation of public-private partnerships for real estate and economic development projects.
