Megan Kilgore, City Auditor, City of Columbus, Ohio – Megan Kilgore was elected City Auditor of Columbus in November of 2017 and took office January 1, 2018. The City Auditor’s Office includes the divisions of income tax, financial reporting, debt management, accounting and operations, payroll services, and financial systems. Prior to election, Megan was a municipal advisor whose practice concentrated on providing assistance to local governments, utilities, and economic development districts, particularly with financing transactions.
Megan is an adjunct professor at the John Glenn College of Public Affairs at the Ohio State University, where she teaches a graduate-level course in public finance. Kilgore is also a frequent speaker at industry conferences around the Midwest.

Katie Johnson has moved from Squire Patton Boggs to Bricker & Eckler LLP
Katie Johnson focuses her practice on serving as bond counsel and underwriter’s counsel on general obligation financings, tax increment financings, utility revenue financings and special obligation financings.
Katie also has experience working on a variety of economic development and public-private partnership projects. These projects have included the creation of tax increment financing areas, community reinvestment areas, enterprise zones, new community authority districts and joint economic development districts, all to encourage the investment of private capital in local communities and to stimulate economic development and redevelopment.

Alex was most recently an analytics consultant for a BlueCross BlueShield health plan. Jonathan Azoff is the Director of the Office of Debt Management and Senior Counsel with the Ohio Treasurer’s office. In that capacity, he manages the debt issuance process for the various general obligation, revenue, and special obligations for which the Treasurer serves as the issuing authority. Scott Campbell is the Executive Director for the Ohio Water Development Authority. The Ohio Water Development Authority was created in 1968 by the State of Ohio for the purpose of financing the planning, design, and construction of water and wastewater projects across the State of Ohio primarily to public borrowers. The issuance of revenue bonds and notes provides a significant source of funds for the financing of these projects. Mr. Campbell has been at his current position at OWDA since January 2018. Charles Wise is a Vice President in the Public Sector Group. Brian Cooper concentrates on general obligation, income tax revenue, non-tax revenue and special revenue bonds. Since 2003, Cooper has worked on 120 distinct project financings in Ohio representing over $2.75 billion in financed projects for municipal finance, economic development, utilities and infrastructure. Cooper graduated from the Ohio State University in 2001 and is a municipal advisor registered with the Securities and Exchange Commission (SEC) and with the Municipal Securities Rulemaking Board (MSRB).

Gordon Mann is a Director in PFM’s Management and Budget Consulting practice where he has worked extensively to help municipalities develop multi-year plans, which are multi-faceted strategies to overcome the operational and financial challenges that push budgets out of balance. Mr. Mann is particularly active in the practice’s work with counties and cities that are facing financial stress. David R. Bean is the director of research and technical activities for the Governmental Accounting Standards Board. He assigns and provides oversight to the GASB’s research, technical, and administrative activities. Prior to joining the GASB in 1990, David worked in public accounting and government. He also has served as Deputy Chairman of the International Public Sector Accounting Standards Board (IPSASB). He was the lead author on the 1988 Governmental Accounting, Auditing and Financial Reporting and was the founder of the GAAFR Review.
