Andrew Brossart is a Partner with Bradley Payne Advisors. Prior to joining Bradley Payne, Mr. Brossart worked for William Blair & Fifth Third Securities for twelve years, where he led both firms’ expansions in the Midwest region. Charlotte resides in Gnadenhutten, Ohio and holds a strong background in population health management. She previously
worked at the Army Wellness Center in Fort Bragg, NC as a health promotion technician before joining Huntington Insurance

Frank has 37 years of experience in state and local government. He has served twenty-five (25) years as the Director of Finance for the City of Bedford, Ohio and served as a state examiner seven (7) years with the State of Ohio Auditor’s office. Frank is a past President of the OHIO GFOA Board, and for seven (7) years he was a Trustee of the Ohio GFOA as well as Secretary to the Ohio Government Finance Officers Association. Harlita is a native Ohioan. She grew-up in the Cleveland Metropolitan area in the northeast corner of the state. She is a graduate of the University of Akron where she received her Bachelor of Science degree in Accounting. After receiving her undergraduate degree, Harlita proceeded directly to graduate school at Cleveland State University where she received her Master’s in Accountancy and Financial Information Systems. Katie Johnson is the Deputy Executive Director of the Ohio Association of School Business Officials (OASBO). Prior to joining OASBO, she practiced as a public finance attorney, serving as bond counsel and underwriter’s counsel in debt and lease financings, and as general counsel for Ohio political subdivisions, particularly school districts.

Megan Kilgore, City Auditor, City of Columbus, Ohio – Megan Kilgore was elected City Auditor of Columbus in November of 2017 and took office January 1, 2018. The City Auditor’s Office includes the divisions of income tax, financial reporting, debt management, accounting and operations, payroll services, and financial systems. Ms. Clark joined the Public Finance group at Fifth Third Securities in 1999. She began her career with Fifth Third Bank one year earlier in the Public Funds department. Currently she provides both technical and analytical assistance in the preparation of both long-term and short-term municipal debt. Brian Cooper concentrates on general obligation, income tax revenue, non-tax revenue and special revenue bonds.
