Ernest C. Massie has been with the Ohio Department of Taxation beginning May 1996. He spent nine years as a Tax Analyst where his major areas of study included: sales and use taxes, estate tax, public utilities, and general tax reform. From July 2005 through August 2013, he was been the Assistant Administrator of the Revenue Accounting Division managing the distributions to local governments and the correct accounting of state tax revenue along with a variety of special projects. Starting in August 2013, he became the Administrator of the Tax Analysis Division of the Ohio Department of Taxation leading research in numerous tax and economic development issues. In addition, he is an adjunct faculty member at Franklin University. He received his BA (’94) and MA (’95) in Economics from the University of Akron. Melissa A. Betz, is the Pickaway County Auditor. She was elected to this position in November 1998. Prior to taking office, she had been a Deputy Auditor in the office for 13 years. Melissa attended OU-Chillicothe and Welch College where she studied Business. She is very active in her church and community. Melissa serves on the Board of “Leadership Pickaway” which is looking to prepare the next generation of ascribed, appointed, and elected leaders for PickawayCounty. Melissa has also served as the Co-chairman of the Advancement Board at the New Hope Christian Academy, where youngest son is a Junior in high school. Jill Thompson began her employment as Deputy Auditor with the County Auditor’s office in 1992 working in the Real Estate Division. She was appointed to the position of County Auditor in 2000 and elected in 2002, 2006, 2010 and 2014.
In addition to her many duties and responsibilities associated with the operation of the Auditor’s office, Thompson is an active member of the County Auditors’ Association of Ohio (CAAO), was elected District President for 2003-2004, and CAAO President in 2010. She remains active on the Executive, Legislative and numerous Ad Hoc Committees.
Thompson is President of the Ohio Government Finance Officers Association (GFOA). She has served on the Board of Trustees since 2012. Thompson also presents at conferences and workshops and serves as an active member of the Education Committee.
Athens County Auditor Jill Thompson also serves as the representative of the CAAO on the Ohio Council of County Officials (OCCO) and was elected as Secretary/Treasurer.
Thompson maintains professional memberships of the CAAO, GFOA, Ohio GFOA, the International Association of Assessing officers (IAAO and is an Associate member of the Ohio Township Association (OTA). She also maintains employee memberships to the National Conference on Weights and Measures (NCWM). As Auditor, Thompson has received the Award of Financial Reporting Achievement from GFOA, the Distinguished Auditor’s Award from the CAAO on four separate occasions, and has been recognized by the Auditor of State’s office for Excellence in Financial Accountability.
Thompson is the former Chairperson of the Correction Commission of Southeastern Ohio where she currently sits on the Finance Committee. Auditor Thompson played an integral role in the development and implementation of a financing model for the regional jail in cooperation with the Distinguished Professor of Economics Emeritus at Ohio University, Dr. Richard Vedder, Ohio University Students, and Commissioner Charlie Adkins.
Athens County Auditor Jill Thompson passed the Comprehensive Exam for the Fundamentals of Mass Appraisal sponsored by the International Association of Assessing Officers (IAAO) and is qualified as a Mass Appraisal Project Manager in the State of Ohio.

First Elected Clerk in November 1979, now completing 37 years. Harris Township provides the following services: three cemeteries, fire and EMS service, 35 miles of roads, zoning, and budget of $1.7 million. Dave serves as a Visiting Clerk for the Auditor of State, UAN Division and has worked with over a dozen townships in Northwest Ohio.
He was in banking for 25 years as a Branch Manager, Consumer, Mortgage, and Commercial Lender. In 2000, went to work for Ottawa County at Department of Job and Family Services. Derik Swendal graduated from Ohio State University in 2007 and earned his Certified Public Accountant certification in 2009. He was employed by Julian and Grube as a senior auditor and currently serves as an audit manager at the Auditor of State’s office.
The Auditor of State’s Fraud Prevention and Detection Training will aim to provide attendees with the tools they need to prevent from occurring. Instead of focusing on investigations the Auditor of State’s Public Integrity Assurance Team has conducted after crimes have occurred, we will educate attendees on way to avoid being victimized in the first place. We focus on:

Mr. Inscho has been with the Auditor of State’s Legal Division since October, 2011. Prior to working for the Auditor, he was an Assistant Prosecutor for Delaware County. After graduating from law school, Mr. Inscho clerked for the Honorable Alfred Nance of the Circuit Court for Baltimore City and was an Assistant Prosecuting Attorney for the City of Baltimore. Mr. Inscho earned his J.D. from the American University Washington College of Law and his B.A. in Economics from The University of Dayton. In addition to the Ohio Supreme Court, he is admitted to practice in Maryland.
Mr. Turner joined the Auditor of State’s Office (AoS) in 1999. Prior to joining the Public Integrity Assurance Team (PIAT), Mr. Turner managed audits of local governments such as school districts, cities, counties, townships and villages. In his current role, he manages the forensic auditors in PIAT and takes an active role in advising on their open fraud cases. In addition, Mr. Turner sits on the AoS Special Audit Task Force, a group led by Auditor Yost, which evaluates the fraud tips and complaints received by the office and determines their response to each.

Chief Bates began his fire service career in 1983 with the Perry Township Fire Department in Lake County where he started as a paid-on-call firefighter and progressed through the ranks to become the fire chief. He joined the Madison Township Fire Department in August 2000 and was promoted to Chief in January of 2013.
Chief Bates holds an Associate of Applied Science Degree in Fire Science from Lakeland Community College, a Bachelor of Science Degree in Fire and Safety Engineering from the University of Cincinnati and a Masters Degree in Organizational Leadership from Gonzaga University. He is also a graduate of the Ohio Fire Executive Program.
In 2003 Chief Bates was named Fire Official of the Year by the Central Ohio Code Officials Association. He is currently a member of the Ohio Fire Chiefs Association Legislative Committee and has served on several other committees and commissions. David currently holds the position of Chief Auditor for the Southeast Region of the Auditor of State's Office. As such, he helps to oversee the financial and compliance audit operations of some 800 audit clients in the 17 county region, spanning from Tuscarawas County in the north to Gallia County in the south. These audit clients encompass everything from small political parties to major Ohio universities, cities, counties, and school districts. The Region has some 50+ audit staff and managers. Dave is a 1981 graduate of the Ohio University. He received his CPA in 1994. Dave began his career with the Auditor of State in December 1981 and has over 33 years with the State of Ohio. During that time, he has helped to train new staff and has spoken at various township, village and other association events. Misty is the program manager for Appalachian Regional Commission (ARC)

Christopher D. Betts is an Assistant Prosecuting Attorney under Delaware County Prosecuting Attorney Carol O’Brien. He is Chief of the Civil Division. In this position he acts as legal advisor to the elected officials and departments of both Delaware County and the townships in Delaware County. Chris has been with the Delaware County Prosecutor’s Office Civil Division since 2003. Prior to coming to the Delaware County Prosecuting Attorney’s Office, Chris was an Assistant Attorney General for the State of Ohio, serving under both former Ohio Attorney Generals Betty D.
