Zach Amendolea joined the office of Ohio Treasurer Josh Mandel in March of 2015. Mr. Amendolea oversees daily operations of the Liquidity Fund of the Ohio Regular Account and assists with the management of STAR Ohio. Prior to arriving at the Treasurer’s office, Zach worked as a taxable fixed income trader at Huntington National Bank. Shannon’s health care practice includes representing hospitals and other health care organizations including nursing, assisted living and long-term care facilities, with respect to general counsel matters such as corporate compliance and governance for non-profits and public sector requirements for public hospitals. She also advises health care clients with financing and real estate matters including bond and other financing facilities, medical practice acquisitions and physician leasing, equipment leases and the purchase, sale and development of health care facilities.
Shannon also serves as general counsel and special counsel to port authorities, counties, municipal corporations and other political subdivisions in connection with a variety of operational and legislative matters, Public Records Act and Open Meeting Act compliance, land-use issues, public improvement projects, public-private partnerships, procurement processes and disputes, conflicts of interest, charter review and amendment processes, annexations and appropriations. Shannon also advises clients on Ohio’s economic development laws, programs and resources, including use of tax increment financing, creation and operation of special improvement districts, joint economic development zones, community reinvestment areas, state and federal loan and grant programs and the like.
Shannon’s real estate experience also includes work with procurement and sale of real estate, zoning, leasing, condominium creation and operation, ground leases, management contracts and the like for a wide range of developments, including office and medical office, ancillary health care facilities, industrial and commercial space, student housing, long-term care facilities and multi-use projects.
Shannon Martin focuses on the general counsel, finance and real estate development, and property management needs of health care and public sector clients, banks and other lending institutions, developers, and non-profit and for-profit corporations. She advises clients on a full range of general governance, compliance and operational matters, and has diverse transaction experience including serving as borrower’s counsel, bond counsel and bank counsel on financing transactions, and as counsel to buyers, sellers, developers, utility companies and public entities on acquisition and development projects.

Scott joined Schneider Downs Risk Advisory Services practice in 2008. In his various roles, he has performed extensive information technology and internal audits, and compliance and consulting engagements in a variety of industries, including manufacturing, retail, insurance, healthcare, government, not-for-profit, higher education and banking. Scott has extensive experience in performing Sarbanes-Oxley engagements for large manufacturing and fabrication companies.
Scott’s experience also includes engagements for information technology general control reviews, enterprise risk assessments, SSAE 18 SOC examinations, internal audit co-sourcing services, process improvement engagements and J-SOX compliance. Scott’s experience in the various sectors and in both technology and operations can be leveraged across most organizations. Scott has specific experience auditing large, complex information technology environments. Database audit experience includes Oracle, SQL Server and DB2. OS audit experience covers Windows Server, UNIX, Linux and the iSeries. He also has extensive experience in business process audit and consulting (e.g., order-to-cash, procure-to-pay, inventory, distribution, payroll, and treasury).
Prior to joining Schneider Downs, Scott spent 20 years as a small business owner and manager. Mike Mestemaker is a Vice President and Relationship Manager for Huntington Bank’s Government Banking Division. In this capacity, Mike is responsible for the retention, deepening, and growing of business with political subdivisions in the Cincinnati, Dayton, and Southeast Ohio markets, as well as the Northern Kentucky market by providing Huntington’s full array of financial services. Allison Binkley focuses her practice on serving as bond counsel, underwriter’s counsel and purchaser’s counsel on general obligation financings, tax increment financings, utility revenue financings and special obligation financings. Her client base includes the State of Ohio, counties, municipalities, townships, port authorities, school districts, state universities, trustees, letter of credit banks, investment banking firms and financial institutions. Allison has also served as bond counsel on 501(c)(3) and health care conduit financings.
Allison has been recognized as a 2024 Best Lawyers in America for Public Finance Law and an Ohio Super Lawyer Rising Star from 2012-2017. Allison is a member of the Ohio Government Finance Officers Association, for which she serves as a trustee and on the education committee. Allison also serves on the board of Women in Public Finance – Ohio Chapter. She is also a member of the National Association of Bond Lawyers.
Prior to beginning her legal career, Allison served as an economist for the Ohio Legislative Service Commission. Brian Cooper concentrates on general obligation, income tax revenue, non-tax revenue and special revenue bonds. Since 2003, Cooper has worked on 120 distinct project financings in Ohio representing over $2.75 billion in financed projects for municipal finance, economic development, utilities and infrastructure. Cooper graduated from the Ohio State University in 2001 and is a municipal advisor registered with the Securities and Exchange Commission (SEC) and with the Municipal Securities Rulemaking Board (MSRB).
He has been a presenter at the Council of Development Finance Agencies’ national conference and serves as their muni bond advisor for both beginner and advanced bond courses and has also presented at the annual conferences for the Ohio Economic Development Association, the Ohio Government Finance Officers Association and is a guest lecturer at the Ohio State University.

Katie Kleinfelder has worked with municipal clientele since she began her career with Seasongood & Mayer 14 years ago. She was the first woman hired by the firm as a municipal investment banker while she completed her law degree. As a Director with RBC Capital Markets, she works with a broad array of general obligation and revenue credits in Ohio including school districts, universities and colleges, cities, villages, counties and townships. Her career has allowed her to gain expertise in all sectors of Ohio public finance, and she is the company’s expert on Ohio municipalities, specifically.
Katie personally analyzed and structured over $6 billion of short- and long-term financings. She has extensive experience financing and refinancing various revenue based funding programs, including various taxable and tax-exempt, fixed and variable rate structures. Over the past five years, Katie has served a diverse list of municipal clients as senior managing underwriter including the following selected clients: City of Cleveland, Cleveland State University, the Cleveland Metropolitan School District, the City of Kettering, the City of Lima, Denison University, Lakewood City School District, Middletown City School District, The Ohio State University, Northwest Local School District (Hamilton County), and Youngstown State University.
Katie works to tailor the ideal plan of issuance considering the timing of the transaction with the current market environment, the plan of repayment, and to limit the risk of the issuer. Jeremy Rzepka joined the Ohio Treasurer’s office in September 2016 as Deputy Legal Counsel. As Deputy Legal Counsel, Mr. Rzepka focuses on financial institutions, public finance, and public law. Prior to joining the Treasurer’s office, he worked in public accounting as a financial institutions auditor and he is a Certified Public Accountant. Mr. Rzepka received his Juris Doctor from the Moritz College of Law at The Ohio State University and his Bachelor of Science in Business Administration from The Ohio State University.
