Jason Headings holds a B.S. in Marketing and a B.S. in Finance from Miami University, Richard T. Farmer School of Business and is a Chartered Market Technician (CMT). He has over 12 years of investment experience. As Portfolio Manager of the Meeder Money Market Fund, he has been recognized with the Money Fund Intelligence Award by Crane Data in 2012 and 2013 and the “Top Manager Award” from iMoneyNet in 2011 and 2014. Susan Willeke is an accomplished government - relations professional with more than 20 years’ experience in public affairs, communication and public speaking. Susan joined the Ohio Ethics Commission in 2005 as the Education and Communications Manager where she oversees and conducts educational and communication outreach. In that position, Susan presents approximately 200 speeches annually, develops information strategies regarding agency programs and represents the Ethics Commission to Ohio citizens, the media and the Ohio legislature. Prior to joining the Commission, Susan served in the communications office at the Ohio Environmental Protection Agency and as a legislative aide in the Ohio House of Representatives.
Susan is a Summa Cum Laude graduate of Ursuline College in Pepper Pike, Ohio. In 2011, she was selected to present at TEDx Columbus, a conference for “Ideas Worth Sharing” and identified as one of Central Ohio’s “Leading Thinkers and Doers.”

Mrs. Lewis oversees the Legislative, Policy and Constituent Affairs Department which serves as the liaison between the Treasurer’s office and the General Assembly. The department also identifies, researches, and develops policy positions and initiatives affecting the Treasurer’s office. Prior to arriving at the Treasurer’s office, Lizz worked as a Policy Advisor for former Speaker of the House, William G. Batchelder. Lisa Eisenberg is the Director of the Office of Debt Management with the Ohio Treasurer’s Office. She has been directly involved in the issuance and sale of over $7 billion in new money and refunding bonds comprising 50+ transactions across five unique credits for the State of Ohio. She also facilitates timely repayment of the State’s $10.5 billion debt portfolio and serves as administrator for the Ohio Market Access Program.
Lisa is a Certified Treasury Professional and is involved in local chapters of the local Women in Public Finance and Association for Financial Processionals organizations. Lisa earned her B.A. from The Ohio State University.

Bethany Pugh joined The PFM Group in 1998 and has advanced in the past thirteen years to currently serve as Managing Director in charge of the firm’s Ohio office. With experience in many aspects of public finance law, Jennifer Blaser serves as bond and underwriters counsel in numerous traditional governmental financing transactions. Specifically, her focus includes working with cities, counties, townships and school districts throughout the State of Ohio to finance their capital projects. As bond counsel, Jennifer has facilitated bond and note issues for traditional governmental projects such as primary and secondary education, fire and public safety buildings and equipment, building improvements and libraries. Jennifer also serves as special counsel in connection with lease and lease-purchase financings. Jennifer also assists a majority of the Columbus office's municipal clients with their SEC annual disclosure requirements. Ms. Cannon is a Director in PNC’s Columbus Public Finance Group and is responsible for expanding PNC’s presence in the local government sector in Ohio. She has over 13 years of experience in public finance with a primary focus on Ohio school districts and local government issuers. Ms. Cannon recently joined PNC after spending the last four years as a municipal advisor with Rockmill Financial Consulting, where she was a founding member. She has served as lead banker or lead municipal advisor on over $1.5 billion in financings and refundings in the capital markets, both on a negotiated and competitive bid basis, as well as leading direct placement transactions for school districts and local municipalities. David Tiggett is a Director with KeyBanc Capital Markets. Mr. Tiggett joined Key in 2017. Sam Adams joined KeyBanc Capital Markets Inc. in 2016. He was previously at PNC Capital Markets and Lancaster Pollard (a boutique mortgage and investment bank). He has been working with public finance clients for 6 years. Mr. Adams has experience structuring debt solutions for clients in public finance, including Municipalities, School Districts and project developments ranging from affordable housing to healthcare. Mr. Adams specializes in assisting school districts with structured debt solutions and credit rating analysis and optimization. He has been the lead banker on both publically offered issues, rated and unrated, as well as privately placed issues. His clients include school districts, state agencies, cities, counties, various not-for-profit entities and private developers.

Stacey Russell is the Fiscal Officer of the Muskingum County Library System. She is responsible for financial operations of the Library system, including planning, organizing, reporting and ensuring fiscal stability. Stacey has a bachelor’s degree from Marietta College, is a CPA, and Certified Public Finance Officer. Currently, Stacey serves as the president-elect of the Ohio Government Finance Officers Association and trustee representative for libraries. She is a member of the GFOA, AICPA, Ohio Society of CPAs and is active with the Ohio Library Council.
The session will provide an overview of the components of an investment accounting system, including required reporting information as specified under certain sections of the Ohio Revised Code. The course will define and illustrate how the official records of a public entity should account for investments, the treatment of income, and other records reflecting investment activity.

Katie Kleinfelder has worked with municipal clientele since she began her career with Seasongood & Mayer 14 years ago. She was the first woman hired by the firm as a municipal investment banker while she completed her law degree. As a Director with RBC Capital Markets, she works with a broad array of general obligation and revenue credits in Ohio including school districts, universities and colleges, cities, villages, counties and townships. Her career has allowed her to gain expertise in all sectors of Ohio public finance, and she is the company’s expert on Ohio municipalities, specifically.
Katie personally analyzed and structured over $6 billion of short- and long-term financings. She has extensive experience financing and refinancing various revenue based funding programs, including various taxable and tax-exempt, fixed and variable rate structures. Over the past five years, Katie has served a diverse list of municipal clients as senior managing underwriter including the following selected clients: City of Cleveland, Cleveland State University, the Cleveland Metropolitan School District, the City of Kettering, the City of Lima, Denison University, Lakewood City School District, Middletown City School District, The Ohio State University, Northwest Local School District (Hamilton County), and Youngstown State University.
Katie works to tailor the ideal plan of issuance considering the timing of the transaction with the current market environment, the plan of repayment, and to limit the risk of the issuer. Katie is an organized leader; her legal background has served clients well. She offers a critical eye to the bond documentation, compliance, disclosure and overall financing structure.
Katie’s prior experience includes a clerkship with Justice Evelyn Lundberg Stratton of the State of Ohio Supreme Court. She is an active member of the G.F.O.A. locally, and at the state and national levels. Eric Ochmanek is the Director of Special Projects in the Office of the Ohio Treasurer. Eric has served in the office since 2015, previously as Deputy Chief of Staff. He helped build the nation’s first ABLE platform, an impactful savings and investment program for people with disabilities. He has traveled the country to raise awareness and built partnerships for ABLE since early 2016. Eric currently focuses on increasing participation for Treasury initiatives, generating program enhancements, and representing the office at public engagements. Prior to joining the Treasurer’s Office, he worked for British Petroleum in the Gulf Coast and for the Federal Government in Washington, D.C. Eric was born and raised in Michigan, and now resides with his wife, Claire, and three young sons in Ohio.
