Mr. Pisula oversees the investment of nearly $20 billion, including the Ohio treasury and the STAR Ohio local government investment pool. Additionally, JD is the primary portfolio manager for the State’s long-term portfolio, manages the Ohio Market Access Program, and serves as an advisor for multiple state boards and commissions. Prior to arriving at the Treasurer’s office, JD worked in the administration of Ohio Governor John R. Kasich. He graduated with a Bachelor of Arts in economics from Denison University and earned an MBA at the Fisher College of Business at The Ohio State University.

Michael Valo is a Managing Director of Institutional Investments in Capital Markets for Huntington. With over 13 years of investment experience, Mike works with Corporate, Government, Non-Profit and Higher Education entities to help them implement investment strategies designed to meet stated risk and return objectives while addressing unique liquidity needs. Prior to his current role, he helped build the Equity Derivatives structuring department, which has provided valuable experience in strategic investment creation. Mike has also held the role of Product Manager for Funds and Alternative Strategies. During his time with Huntington, Mike has worked with various asset classes including equity, fixed income, commodities and currencies. Mike obtained a Bachelor of Science with major focus in Finance and minor focus in Philosophy from The Ohio State University. He holds the series 7 and series 66 licenses. In that position, Susan presents approximately 200 speeches annually, develops information strategies regarding agency programs and represents the Ethics Commission to Ohio citizens, the media and the Ohio legislature. Prior to joining the Commission, Susan served in the communications office at the Ohio Environmental Protection Agency and as a legislative aide in the Ohio House of Representatives.

Paul Rutter is a member of Bricker & Eckler's Public Finance group and practices in the areas of public finance and public law, emphasizing school and local government law. Don joined Schneider Downs in 2007 as director of the firm’s Internal Audit and Risk Advisory Services practice in Ohio. His career spans 30 years in the profession. Don delivers various risk mitigation services to the marketing including: internal audit sourcing, SOC examinations, Sarbanes-Oxley assessments, forensics and other relevant risk advisory services (enterprise-wide risk and fraud risk assessments, process improvement reviews, etc.) to clients including government, not-for-profit, public and private entities. In addition to client service, Don is a lead member of the firm’s quality advisory group, which conducts research on the profession as well as its standards and authoritative materials. He routinely conducts training seminars on the topic of effective risk mitigation for professional organizations and clients.
Prior to joining Schneider Downs, Don worked for a multi-state builder where he headed the corporate risk management function and had direct responsibility for evaluating risk in all the business units. For a span of eight years, he was with the Advisory Services practice of PricewaterhouseCoopers LLP where, having risen to director in the practice, had responsibility for managing national and multinational engagements.

Allison Binkley focuses her practice on serving as bond counsel, underwriter’s counsel and purchaser’s counsel on general obligation financings, tax increment financings, utility revenue financings and special obligation financings. Her client base includes the State of Ohio, counties, municipalities, townships, port authorities, school districts, state universities, trustees, letter of credit banks, investment banking firms and financial institutions. Allison has also served as bond counsel on 501(c)(3) and health care conduit financings.
Allison has been recognized as a 2024 Best Lawyers in America for Public Finance Law and an Ohio Super Lawyer Rising Star from 2012-2017. Allison is a member of the Ohio Government Finance Officers Association, for which she serves as a trustee and on the education committee. Allison also serves on the board of Women in Public Finance – Ohio Chapter. She is also a member of the National Association of Bond Lawyers.
Prior to beginning her legal career, Allison served as an economist for the Ohio Legislative Service Commission. Brian Cooper concentrates on general obligation, income tax revenue, non-tax revenue and special revenue bonds. Since 2003, Cooper has worked on 120 distinct project financings in Ohio representing over $2.75 billion in financed projects for municipal finance, economic development, utilities and infrastructure. Cooper graduated from the Ohio State University in 2001 and is a municipal advisor registered with the Securities and Exchange Commission (SEC) and with the Municipal Securities Rulemaking Board (MSRB).
He has been a presenter at the Council of Development Finance Agencies’ national conference and serves as their muni bond advisor for both beginner and advanced bond courses and has also presented at the annual conferences for the Ohio Economic Development Association, the Ohio Government Finance Officers Association and is a guest lecturer at the Ohio State University.
Cooper joined Umbaugh in 2015 when his practice, ACI Advisors, LLC, merged with Umbaugh. He is based in Umbaugh’s Columbus, Ohio, office and lives in Worthington, Ohio with his wife Patty and their three boys, Alex, Calvin and Ivan.

Maureen Shildwachter is a Vice President and Relationship Manager for Huntington Bank’s Government Banking Division. In this capacity, she is responsible for selling financial services to political subdivisions throughout Northeast Ohio and the Akron/ Canton market. These services include treasury management, investment, and public finance, trust, credit card and deposit products.
Maureen began her banking career in treasury management with Huntington in 2000 working in the Large Corporate National Sales Department selling to and supporting treasury management customers. In 2007, Maureen’s role moved to selling treasury management regionally in Northeast Ohio to commercial customers and Government entities. In 2011, she became the Relationship Manager in Huntington’s Government Banking Division for the Cleveland Region (Northeast Ohio), and in 2014, she took over the Akron/Canton market, as well.

Laura is a vice president and relationship manager for Huntington’s Government Banking division. Laura has been with Huntington for 34 years, specifically supporting public fund and government banking clients for the past 17 years. Prior to that, she held a variety of positions within Huntington, leading to her broad knowledge of bank services with emphasis on cash management.
Laura is a native of Northwest Ohio. She is a former president of the YWCA of Greater Toledo’s board of directors and member of the St. Charles Mercy Hospital Foundation. She is currently a member of the Mercy Foundation Annual Gifts Committee, Northeast and Central Ohio’s Treasury Management Association, Ohio GFOA, Fulton County Township Association and the University of Toledo Alumni Association. Laura also serves as a Trustee for the Non-Governmental Caucus of the Toledo Metropolitan Area Council of Governments (TMACOG) as well as serves on the Education and Program Committee.

Mr. Laskey is a Director in the Cincinnati, Ohio Municipal Finance office of RBC Capital Markets and has worked at RBC Capital Markets since July of 2006. Andrew has worked with hundreds of local governmental entities throughout Ohio on debt offerings including school districts, cities, counties, townships as well as the State of Ohio. Additionally, Andrew has presented at numerous conferences on a variety of topics related to municipal bond issues and the bond underwriting process.
Andrew currently serves on the Board of Trustees for the Ohio Municipal Advisory Council, a repository of statistical information relating to Ohio municipal issuers and their securities. Mr. Laskey formerly served on the Board of Trustees for Clovernook Center for the Blind in Cincinnati but remains actively involved in the organization.

Jeremy Rzepka joined the Ohio Treasurer’s office in September 2016 as Deputy Legal Counsel. As Deputy Legal Counsel, Mr. Rzepka focuses on financial institutions, public finance, and public law. Prior to joining the Treasurer’s office, he worked in public accounting as a financial institutions auditor and he is a Certified Public Accountant. Mr. Rzepka received his Juris Doctor from the Moritz College of Law at The Ohio State University and his Bachelor of Science in Business Administration from The Ohio State University.

Mrs. Lewis oversees the Legislative, Policy and Constituent Affairs Department which serves as the liaison between the Treasurer’s office and the General Assembly. The department also identifies, researches, and develops policy positions and initiatives affecting the Treasurer’s office. Prior to arriving at the Treasurer’s office, Lizz worked as a Policy Advisor for former Speaker of the House, William G. Batchelder. She graduated with a Bachelor of Arts in Political Science from Kent State University.
