Course Description: A discussion of issues impacting property values and state funding. Issues include reappraisal of residential property, changes in CAUV property, and new pipeline values and how these changes may impact state funding.
Course Learning Objectives: Participants will gain a better understanding of the impacts of future changes in property values, how and when they will impact local revenues, and how and when they could impact state funding.
Statement of Accreditation Rationale: Changes in property valuations can have considerable impacts on both local property tax revenues and allocations of aid from the state. For all school districts, these are the two largest sources of operating revenue for local budgets. It is critical for treasurers/CFOs and other school business officials to be able to forecast how the changes might impact overall district budget conditions. The information provided in this session will provide insight into these issues of forecasting.
