Scott Stubbins is a managing director and public finance banker at
Stifel.  Mr. Stubbins has spent his career working with local government
issuers on financing projects both as an underwriter and a financial
advisor.  Scott has worked as lead banker on senior financings for the
Treasurer of the State of Ohio, the State of Ohio, The Ohio State University
and the Ohio Water Development Authority. 

Scott is a graduate of the Bowling Green State University.
Scott currently serves as the Board Chairman of The Children’s Theatre of
Cincinnati.

David Tiggett is a Director with KeyBanc Capital Markets.  Mr. Tiggett joined Key in 2017.  Prior to joining Key, Mr. Tiggett worked for William Blair & Co. and Fifth Third Securities, where he helped led the firm’s expansion in the Midwest region.  Mr. Tiggett has over 12 years of experience underwriting transactions for Ohio municipalities, school districts, higher educational institutions and agencies of the State of Ohio, totaling over $7 Billion.  Having previously served as an issuer official with the Office of Debt management for the Ohio Treasurer’s Office, Mr. Tiggett brings a valuable perspective of both issuer and municipal banker.

Mr. Tiggett is a Board Member of the Central Ohio Diabetes Association,  Board Member of Life Care Allicance, Vice President of the Russ Hellickson Central Ohio Youth Wrestling League, the Director of the Upper Arlington Mat Cubs Wrestling Program, a past Finance Committee Member for the Wexner Heritage Village, a past Member of the Citizen’s Advisory Committee for the Franklin County Children’s Services and a past Volunteer for the Big Brothers and Big Sisters of Columbus, Ohio.

Mr. Tiggett holds a Bachelor of Science from The Ohio State University in Columbus, Ohio.  He also has his Series 7 and 63 licenses.

Mr. Prall serves as investment banker and municipal advisor to municipal issuers, structuring new issue municipal bond financings, advance and current refunding issues, and other specialized financial modeling. Mr. Prall has vast experience structuring general obligation, revenue, certificates of participation, and other bond and note financings. Mr. Prall provides quantitative, analytical, and technical analysis for a variety of public clients, including, State level issuers, counties, municipalities, schools, villages, institutions of higher education, and health care systems. Mr. Prall has structured well over a billion dollars in municipal securities.

Mr. Prall provides comprehensive investment management to a wide variety of public clients. Mr. Prall has years of experience managing investment portfolios for public entities and provides portfolio analysis, bond proceed management, and investment policy review. Utilizing a thorough knowledge of state investment statutes he develops and implements investment strategies providing safety, liquidity, and return within the projected cashflow needs of the client. Prior to joining Ross, Sinclaire & Associates, LLC, Mr. Prall worked at another investment bank for six years.

Mr. Prall earned his Bachelor of Science Degree from the Fisher College of Business at The Ohio State University where he majored in finance. Mr. Prall holds The General Securities Registered Representative License, Series 7; The Uniform Securities Agent State Law License, Series 63; The Uniform Investment Advisor Law Examination, Series 65; and The Limited Representative-Investment Banking, Series 79.
