Description: The speaker will address CAUV, Pipeline and other tax valuation issues and give an update of the Cupp-Patterson school funding workgroup
Learning Objectives: Understand forecasting issues with changing CAUV and new pipeline valuations and to understand the potential impact of school funding changes recommended by the Cupp-Patterson workgroup.
Rationale: Changing CAUV and new pipeline values can have a significant impact on the finances of school districts impacted by them. Understanding those impacts will help the CFO with budget forecast and simulating economic and cash effects on the districts. The recommendations of the Cupp-Patterson workgroup may have important implications for future state aid to schools. Understanding the changes that may occur also will assist in forecasting.

Mike Sobul has been the Treasurer of the Granville schools since November 2011. Prior to joining the district, he was the Section Chief for Forecasting and Special Projects at the Tax Analysis Division of the Ohio Department of Taxation. He had served at the Department of Taxation from December 1986 until his retirement in July 2011. Prior to joining the Department of Taxation, Mike served for two and one-half years as research associate at the Urban Center at Cleveland State University and two years as a budget analyst for the city of Cleveland.
Mike received his B.A. from Wittenberg University in 1980 and his Masters of Public Policy from the University of Michigan in 1982.
Course Description? How do local tax values (and other local wealth measurements) impact state funding in the current funding formula. Should we expect a change in future funding formulas?
Course Learning Objectives? Demonstrate the inverse relationship between local per-pupil wealth and state funding. Also, provide examples of “Capped”, “Formula” and “Guarantee” school districts as well as the factors that influence each status.
Statement of Accreditation Rationale? Estimating revenue is an integral piece of investment planning.

Stacy Overly, Consultant, provides direct financial services to public entities. He has over 20 years of experience serving as school district treasurer, including 15 plus years of developing financial forecasting tools, and providing instruction and training opportunities attended and used by over two hundred of Ohio’s public school treasurers. Stacy works with clients to analyze trends and review local economic data to help determine a long-term operating strategy for the organization. He holds his Masters of Business Administration and his Bachelors of Business Administration in Finance from Ohio University.
Course Description? : In this course we will review the changes resulting from the 2017 Tax Reform Bill along with the impact on issuers of tax exempt debt. Additionally, we will discuss options issuers have when refinancing existing debt post Tax Reform.
Course Learning Objectives? At the end of the workshop participants will be able to 1) understand the impact of tax reform on tax-exempt financing ; 2) understand was refinancing options they have and 3) have a general understanding of current municipal market.

David Tiggett is a Director with KeyBanc Capital Markets. Mr. Tiggett joined Key in 2017. Prior to joining Key, Mr. Tiggett worked for William Blair & Co. and Fifth Third Securities, where he helped led the firm’s expansion in the Midwest region. Mr. Tiggett has over 12 years of experience underwriting transactions for Ohio municipalities, school districts, higher educational institutions and agencies of the State of Ohio, totaling over $7 Billion. Having previously served as an issuer official with the Office of Debt management for the Ohio Treasurer’s Office, Mr. Tiggett brings a valuable perspective of both issuer and municipal banker.
Mr. Tiggett is a Board Member of the Central Ohio Diabetes Association, Board Member of Life Care Allicance, Vice President of the Russ Hellickson Central Ohio Youth Wrestling League, the Director of the Upper Arlington Mat Cubs Wrestling Program, a past Finance Committee Member for the Wexner Heritage Village, a past Member of the Citizen’s Advisory Committee for the Franklin County Children’s Services and a past Volunteer for the Big Brothers and Big Sisters of Columbus, Ohio.
