Scott Stubbins is a managing director and public finance banker at
Stifel. Mr. Stubbins has spent his career working with local government
issuers on financing projects both as an underwriter and a financial
advisor. Scott has worked as lead banker on senior financings for the
Treasurer of the State of Ohio, the State of Ohio, The Ohio State University
and the Ohio Water Development Authority.
Scott is a graduate of the Bowling Green State University.
Scott currently serves as the Board Chairman of The Children’s Theatre of
Cincinnati.

Susan Willeke is an accomplished government - relations professional with more than 20 years’ experience in public affairs, communication and public speaking. Susan joined the Ohio Ethics Commission in 2005 as the Education and Communications Manager where she oversees and conducts educational and communication outreach. In that position, Susan presents approximately 200 speeches annually, develops information strategies regarding agency programs and represents the Ethics Commission to Ohio citizens, the media and the Ohio legislature. Prior to joining the Commission, Susan served in the communications office at the Ohio Environmental Protection Agency and as a legislative aide in the Ohio House of Representatives.
Susan is a Summa Cum Laude graduate of Ursuline College in Pepper Pike, Ohio. In 2011, she was selected to present at TEDx Columbus, a conference for “Ideas Worth Sharing” and identified as one of Central Ohio’s “Leading Thinkers and Doers.”
Course Description:
This course will provide a detailed analysis of the current financial and legal landscape for school district debt issuances. It will provide a review of the various debt and lease structures available to public schools and provide school business officials the information they need to make informed decisions when borrowing funds.
Course Learning Objectives:
This course will dive into the specifics of structuring a debt issue. We will cover tax exempt bonds/notes and lease purchase obligations, and also alternatives for renewable energy. The course will provide a detailed analysis of the current municipal market and the market acceptance of various call features and other bond issuance specifics. We will work through case study analysis on the effect of both assessed value changes and refunding bonds issues on millage rates.
Statement of Accreditation Rationale:
Ohio School Districts are limited on the amount of debt they may issue and the specific framework of how it can be issued. This course will provide information on not only the types of debt a school district can issue but the specific structures they can utilize to optimize the outcome of the borrowing. The attendees will learn current market trends in financing the construction and renovation of school facilities and the acquisition of sources of renewable energy.

Mr. Prall has vast experience structuring general obligation, revenue, certificates of participation, and other bond and note financings. Mr. Prall provides quantitative, analytical, and technical analysis for a variety of public clients, including State-level issuers, counties, municipalities, townships, schools, villages, higher education institutions, and health care systems.
Mr. Prall provides comprehensive investment management to a wide variety of public clients. Mr. Prall manages investment portfolios for public entities and provides portfolio analysis and investment policy review. Utilizing a thorough knowledge of state investment statutes, Mr. Prall develops and implements investment strategies providing safety, liquidity, and return within the projected cashflow needs of the client.
