Ms. Mumma has been the Director of Finance for the City of Dublin since 2011. Highlights during her time in Dublin include her work with the Dublin City School District in creating an economic development driven cooperative agreement; working with the Development community and staff for the redevelopment of the Bridge Street District, and developing a financial model used for shared dispatch services with neighboring communities. Prior to that, she served the City of Gahanna for 14 years, starting as a part-time Mayor’s Court clerk working her way up to Director of Finance. Ms. Mumma graduated from the Ohio State University in 1999 with a BS in in Business Administration and from Ashland University in 2004 with her Masters in Business Administration. Ms. Mumma serves as a board member to the Ohio GFOA and the Ohio Municipal League’s Municipal Finance Officers Association. She has been honored to have been a guest lecturer at the John Glenn School of Public Affairs at the Ohio State University, and to have presented to the Ohio School Board Association, the State Employment Relations Board, and at the Ohio GFOA annual conference in years past. In 2011, she was recognized by Columbus Business First as CFO of the Year for the Government Sector.

Mike Sobul, currently a consultant with Forecast5 Analytics, has been the Treasurer of the Granville schools since November 2011, retiring June 2019. Prior to joining the district, he was the Section Chief for Forecasting and Special Projects at the Tax Analysis Division of the Ohio Department of Taxation. He had served at the Department of Taxation from December 1986 until his retirement in July 2011. Prior to joining the Department of Taxation, Mike served for two and one-half years as research associate at the Urban Center at Cleveland State University and two years as a budget analyst for the city of Cleveland.
Mike also served as a consultant with Public Finance Resources, Inc., which was recently bought out by Forecast5 Analytics.
Mike received his B.A. from Wittenberg University in 1980 and his Masters of Public Policy from the University of Michigan in 1982.

Margaret (Marne) is a member attorney focusing in Health Care, Data Privacy, Technology, and Business law. Susan Willeke is an accomplished government - relations professional with more than 20 years’ experience in public affairs, communication and public speaking. Dr. Howard B. Fleeter received his Ph.D in Economics from the University of California, Berkeley in 1990. He was a faculty member in the School of Public Policy and Management at Ohio State University from 1989-1999, where he taught courses in Public Sector Economics, Public Finance, and State and Local Government Finance. He was a four-time recipient of the School’s “Faculty of the Year” award for excellence in teaching. Dr. Fleeter was also a faculty member in the School of Education at the University of Massachusetts Amherst from 1999-2001, where he taught courses in the Economics of Education and School Finance. In 2002 he joined with Richard Levin and Bill Driscoll to form the state and local government finance and tax policy consulting firm Levin, Driscoll & Fleeter. After the retirements of Mr. Levin and Mr. Driscoll, the firm is now known as Howard Fleeter & Associates.
Dr. Fleeter's research has focused on issues of education finance, education policy, and state and local tax policy and he is the author of numerous policy studies and academic journal articles on these topics. Since his 1992 report, "Equity, Adequacy and Reliability in Ohio Education Finance" for Governor Voinovich's Education Management Council he has been one of the state’s leading experts on Education Finance. He has worked extensively with Ohio education policy-makers to improve the state's school funding system for more than 25 years. He currently serves as a research consultant on education finance and policy issues for the Ohio Education Policy Institute.

Tim Buschur, Tri Star Career Compact’s Director has been named the Administrator of the Year by the Ohio Association of Career and Technical Education (ACTE). The purpose of this award is to recognize career-technical educators who contribute to professional associations and career-tech programs in their communities.
Tim Buschur is the Director of Tri Star Career Compact and has held that position since 2000. Previously, he was Tri Star’s Assistant Director and worked for Coldwater Schools as assistant principal and athletic director. Buschur recently led the levy campaign for Tri Star’s new building project, a first for a compact school in the state of Ohio. Tim has contributed to professional associations by serving as President of the Ohio ACTE (2015-16) and was on the Ohio Legislative Conference Committee for two years. He has served as Co-President and President of the Ohio Career Technical Administrators (OCTA), and was a member of the executive board for eight years. Buschur has served as the treasurer of the Ohio Association of Comprehensive and Compact Schools (CCS) since 2009, following terms as Vice President and President.
