Mike Sobul has been the Treasurer of the Granville schools since November 2011. Prior to joining the district, he was the Section Chief for Forecasting and Special Projects at the Tax Analysis Division of the Ohio Department of Taxation. He had served at the Department of Taxation from December 1986 until his retirement in July 2011. Prior to joining the Department of Taxation, Mike served for two and one-half years as research associate at the Urban Center at Cleveland State University and two years as a budget analyst for the city of Cleveland.
Mike received his B.A. from Wittenberg University in 1980 and his Masters of Public Policy from the University of Michigan in 1982.

Stacy Overly, Consultant, provides direct financial services to public entities. He has over 20 years of experience serving as school district treasurer, including 15 plus years of developing financial forecasting tools, and providing instruction and training opportunities attended and used by over two hundred of Ohio’s public school treasurers. Stacy works with clients to analyze trends and review local economic data to help determine a long-term operating strategy for the organization. He holds his Masters of Business Administration and his Bachelors of Business Administration in Finance from Ohio University.
State funding is one of the two major sources of revenue that Ohio school districts receive and need to manage their cash flow to. Looking at the current biennial budget in place for the FY 2018 and FY 2019 school years, it is essential that treasurers understand all the pieces of the funding formula and how the interaction of those pieces impact the cash they receive. In this session, Ernie Strawser, Stacy Overly, Bryan “Matt” Bunting, Mike Sobul and Ryan Ghizzoni, consultants at Public Finance Resources, will analyze the components of the funding formula and how changes in enrollment and economic factors could have a major impact on projected funding and district wealth ranking.
