The course will focus on investments and participants will come away with solid foundational knowledge of investing public funds. Topics covered will include economic/market environment, portfolio strategy, service providers, and compliance issues. The topics will all be discussed with an end goal of informing participants on coordinating various aspects to better evaluate and manage a proper investment program.

The presentation will cover past examples of inflationary environments from around the globe and compare those to the current situation. We will also cover changes to how inflation is now evaluated, as well as potential headwinds going forward. With the greatly increased size of the balance sheet of the Federal Reserve, we will talk through the possible next steps for the Fed and how that may affect the economy going forward, including all of the new tools the Fed may use to control interest rates in the future. The presentation will also cover possible future headwinds and their possible effects on Fed policy. All of this will be tied together to help Treasurers decide how they should structure investments in the future.

He has extensive investment experience and brings over 18 years of industry experience to his position. He has served in various management roles and financial advisory capacities throughout his career, and is currently a member of the firm’s executive management team. As well as being an instructor for State Treasurer’s CPIM training, State Auditor’s training, and various educational seminars, Jason is also a published contributor to industry publications.

Jason Headings holds a B.S. in Marketing and a B.S. in Finance from Miami University, Richard T. Farmer School of Business and is a Chartered Market Technician (CMT). He has over 12 years of investment experience. As Portfolio Manager of the Meeder Money Market Fund, he has been recognized with the Money Fund Intelligence Award by Crane Data in 2012 and 2013 and the “Top Manager Award” from iMoneyNet in 2011 and 2014. Each of those years the Fund ranked highest in the United States amongst all prime retail money market funds. He is an instructor at various educational seminars.

Participants will be provided with an in-depth exploration of the current economic environment, a discussion of implementing proper investment strategy, a description of the various investment service providers in the marketplace, and a detailed analysis of investment compliance issues.

As we enter the first cycle of rising interest rates in more than a decade, this presentation will examine the new tools available to the Fed. Utilizing real life examples we will explore how this cycle may be different, including new ways to manage inflation, unemployment and control interest rates. Course Description and Learning Objectives

Target Audiences: General

The course will cover the criteria necessary to maintain a successful collection program for municipal debts, ranging from unpaid taxes to unpaid utilities and miscellaneous charges. The course will outline steps to take when addressing delinquencies, as well as remedies available for non-payment. The course will address civil and criminal remedies, as well as options that can be addressed outside the parameters of a court.

Objectives:
• Attendees will be able to establish internal guidelines to handling accounts receivable; including time lines and appropriate actions to take at certain intervals;
• Attendees will identify sound collection techniques to address non-payers; and
• Attendees will develop an understanding of the legal process as an option in handling non-payers.

This course will enhance the participant’s background and working knowledge in areas of Revenue Collection, as well as some Ethics. The timely recognition of non-paying accounts and properly handling of those improves the financial condition of the municipality, and further sets parameters for cash application and payment plans that require ethical and equal treatment of residents and prior residents/obligors.

Sara M. She also handles a variety of complex consumer and commercial collections.

Sara earned her bachelor’s degree in business administration and public relations from Heidelberg College, her law degree from Cleveland-Marshall College of Law and her M.B.A. degree from Cleveland State University. Ms. Donnersbach is a member of the Ohio State and Cleveland Metropolitan Bar Associations. She is the president of the Board of Directors for the Northern Ohio Credit Association, and chair of the Board of Directors of the NE Ohio Division of the March of Dimes. Sara is a member of the Heidelberg School of Business - Business Executive Advisory Board, Berg Business Board, as well as the Strongsville Education Foundation as a Trustee. Tony Okray currently serves as Senior Vice President Government Banking Relationship Manger for Huntington Bank in the Summit, Stark, Portage and Medina County Ohio markets. He provides day-to-day direct support for government clients within his assigned areas. Previously he had worked for FirstMerit bank as Vice President -Team Leader in the Treasury Management Department. Tony joined FirstMerit in 1999 after a combined seven years in retail and commercial banking with Star, FirstStar, and US Bank.

Tony is also very active in volunteer activities, including Jr. Achievement, local clubs and boards and has dedicated numerous hours to youth coaching in Baseball, Basketball, Softball and Soccer.

Tony currently lives in North Canton Ohio with his wife and three children.
