Kaye Borchers is a Funding Specialist for Choice One Engineering, a consulting civil engineering firm in Sidney and Loveland, Ohio. Since joining the firm in 2005, Kaye and the engineers at Choice One have helped jurisdictions across Ohio apply for and receive millions in funding from ODOT, OPWC, CDBG, Ohio EPA, FEMA, ODNR, and USDA-RD. Chris focuses his practice on state, local and federal economic development incentives and all aspects of public finance, including the issuance of bonds and conduit financing by public bodies. Chris counsels developers, private businesses and governmental entities seeking to utilize public financing sources in connection with capital development. He regularly appears before city councils, boards of county commissioners, boards of township trustees and school district boards of education to advise on public financing matters.  He is also experienced in assisting Ohio port authorities and other public sector clients with the issuance of debt. Chris has served as underwriter’s counsel for the Ohio Treasurer of State on several large debt issuances for projects throughout Ohio.

Ben is a Member in Frost Brown Todd's litigation department, and is a member of the firm’s governmental services and business litigation practice groups. The majority of Ben's practice is dedicated to Ohio township and municipality representation, particularly in the area of land use and zoning. He serves as zoning counsel to a variety of Southwest Ohio local governments, where he regularly deals in comprehensive planning, zoning code/resolution drafting, map and text amendments, planned unit developments, conditional uses, variances, code enforcement, and generalized staff consultation. When not working on behalf of local government clients, Ben represents a variety of private developers, businesses, and property owners as it pertains to real estate development and land use disputes. Ben has substantial experience in complex zoning-related commercial due diligence work, zoning permit approval procurement, eminent domain, administrative appeals, and injunctive and generalized litigation.  Ben is a 2007 graduate of the University Of Dayton School Of Law, where he held both law review and moot court team memberships. Over the past 40 years, Tom O’Rourke has spent every day of his working career in the management or administration of parks, recreation or tourism in the Charleston, South Carolina region. Between directing two large park systems and his service as a Board Member of the Charleston Convention and Visitors Bureau, he’s seen and managed it all.

Tom applies that on-the-ground knowledge and expertise to two classes in the Clemson University Master of Science in Parks, Recreation, and Tourism Management (PRTM) program: Innovative and Creative Funding Strategies in PRTM (PRTM 8210) and Enterprise Development in the Public and Nonprofit Sectors (PRTM8240). Stacie is a State Accounting Manager 3 for the Ohio Office of Budget and Management (OBM). In her current role, she serves as the lead in Ohio’s Enterprise Grants efforts to include the implementation of an Enterprise Grants Management System and coordinating a grants management community of practice. Stacie previously worked for the Ohio Department of Public Safety, Ohio Emergency Management Agency as an Administrative Officer over the Administration Division. In her role, she was responsible for Finance and Grants Administration. Other experience includes work as an Assistant Auditor for the Ohio Auditor of State and an Internal Auditor for the Ohio Department of Public Safety. She has a Bachelor of Science in Accounting from The Ohio State University and a Master’s in Business Administration from Ashland University. She is a member of the National Grants Management Association and the Central Ohio Chapter of the Association of Government Accountants.

Jill Thompson began her employment as Deputy Auditor with the County Auditor’s office in 1992 working in the Real Estate Division. She was appointed to the position of County Auditor in 2000 and elected in 2002, 2006, 2010 and 2014.

In addition to her many duties and responsibilities associated with the operation of the Auditor’s office, Thompson is an active member of the County Auditors’ Association of Ohio (CAAO), was elected District President for 2003-2004, and CAAO President in 2010. She remains active on the Executive, Legislative and numerous Ad Hoc Committees.

Thompson is President of the Ohio Government Finance Officers Association (GFOA). She has served on the Board of Trustees since 2012. Thompson also presents at conferences and workshops and serves as an active member of the Education Committee.

Athens County Auditor Jill Thompson also serves as the representative of the CAAO on the Ohio Council of County Officials (OCCO) and was elected as Secretary/Treasurer.

Thompson maintains professional memberships of the CAAO, GFOA, Ohio GFOA, the International Association of Assessing officers (IAAO and is an Associate member of the Ohio Township Association (OTA). She also maintains employee memberships to the National Conference on Weights and Measures (NCWM).  As Auditor, Thompson has received the Award of Financial Reporting Achievement from GFOA, the Distinguished Auditor’s Award from the CAAO on four separate occasions, and has been recognized by the Auditor of State’s office for Excellence in Financial Accountability.

Thompson is the former Chairperson of the Correction Commission of Southeastern Ohio where she currently sits on the Finance Committee. Auditor Thompson played an integral role in the development and implementation of a financing model for the regional jail in cooperation with the Distinguished Professor of Economics Emeritus at Ohio University, Dr. Richard Vedder, Ohio University Students, and Commissioner Charlie Adkins.

Athens County Auditor Jill Thompson passed the Comprehensive Exam for the Fundamentals of Mass Appraisal sponsored by the International Association of Assessing Officers (IAAO) and is qualified as a Mass Appraisal Project Manager in the State of Ohio.

Auditor Thompson has a record of standing up to the misspending, fraud, waste and abuse of public funds. She has attended the Conference on Targeting Fraud: Safeguarding Integrity.

Courtney Shalosky, CPA, CFE is a Quality Assurance and Technical Specialist in the Center for Audit Excellence Division of the Ohio Auditor of State’s Office and also serves as the office’s Single Audit Coordinator.  She has been with the office for 7 years and worked in public accounting specializing in government auditing prior to joining the office. 

Courtney has a Bachelor of Science in Accounting from Miami University. Courtney also serves on the Single Audit Committee for the National State Auditors Association (NSAA), and has represented the Ohio Auditor’s Office at several Single Audit Roundtable meetings.

Ms. Fought joined the Ohio Township Association in 2000.  She graduated from Muskingum College where she earned a bachelor’s degree in Political Science.  Her
responsibilities at the State Association include legislative liaison between OTA membership and members of the Ohio General Assembly, testifying before House and Senate Committees, publishing weekly legislative updates, tracking State and Federal legislation relating to township and township residents, writing articles for OTA publications, organizing educational workshops for OTA members, administrative support for Coalition of Large Ohio Urban Township (CLOUT), Ohio Township Administrators Network (OTAN), Township Law Directors’ Group and Township Zoning Inspectors’ Group and serving on behalf of the OTA as a member on various task forces and advisory committees.
