Teresa Hicks is a Quality Assurance and Technical Specialist in the Center for Audit Excellence Division of the Ohio Auditor of State’s Office.  She has held various other positions as well in her over 21 years with the Auditor’s office, ranging from intern to Assistant Audit III.  Teresa’s areas of specialty include federal grants, Agreed Upon Procedure Engagements and Basic Audits. She is currently the Center’s Single Audit Coordinator. 

Teresa has a Bachelor of Arts in Accounting from the Bethany College and a Master degree in Business Administration from Franciscan University of Steubenville.   She is a member of the Central Ohio Chapter of the Association of Government Accountants (AGA) and the AICPA. Teresa is also a member of the Single Audit Committee for the National State Auditors Association (NSAA).

Kaye Borchers is a Funding Specialist for Choice One Engineering, a consulting civil engineering firm in Sidney and Loveland, Ohio. Since joining the firm in 2005, Kaye and the engineers at Choice One have helped jurisdictions across Ohio apply for and receive millions in funding from ODOT, OPWC, CDBG, Ohio EPA, FEMA, ODNR, and USDA-RD. Kaye earned her bachelor’s from Bowling Green State University in 2003, where she majored in Scientific and Technical Communication.

Becky Princehorn is a partner and co-chair of the Public Finance group at Bricker & Eckler LLP.  Her practice emphasizes school and local government law.  She served as bond counsel for the first Ohio income tax-backed school district bonds; for the first publicly offered PLF-backed library notes; for the first school district in the Extreme Environmental Contamination Program of the Ohio School Facilities Commission; for the first Ohio general obligation bond issue with a local government fund pledge; for the first Ohio municipal general obligation bond issue for housing; and for the first Ohio school district minibond issue.  She also served as counsel on the formation of the first limited home rule township in central Ohio and has structured collaborations between local governments, particularly those involving school districts, and gifts to local governments.

Laura Bowman’s practice focuses on the preparation of construction project documents on behalf of private and public owners.

Laura provides guidance on project delivery systems, including
construction manager at risk and design-build, and creates procurement
and bidding documents as well as construction project contracts. Her
experience also includes advising public owners on compliance with Ohio
statutory requirements relating to construction bidding and procurement.
Project values vary from less than $1 million to over $1 billion.

Laura has worked on a wide range of healthcare construction projects,
from renovations of existing hospital spaces to new construction of
stand-alone medical facilities. Her practice includes preparing requests
for qualifications, requests for proposals and agreements with
architects, engineers, contractors, construction managers,
design-builders, construction managers at risk, vendors, owner's
representatives and consultants for private and public hospitals and
health systems. She has also presented internal training to clients
related to construction procurement laws and best practices.

Additionally, Laura represents a variety of public and private
entities in Ohio. She has worked on agreements for private developers;
renovation and new build projects for cities, villages, townships,
libraries, counties and port authorities; jail construction and
renovation projects; water/wastewater construction projects; and school
renovations, including urgent necessity projects.

Previously, Laura served as an extern in the U.S. District Court for
the Southern District of Ohio and worked in national marketing for the
PBS television show American Experience.

Kip Wahlers

Kip Wahlers has more than two decades' experience in the field of public finance, economic development and public law. Kip has represented state and local governments at all levels as bond counsel and has also served as underwriters' counsel, bank counsel and counsel to private sector entities doing business with government.

Kip's experience includes financings and projects with port authorities, counties, municipalities, townships and school districts. Kip also advises clients on public records issues and ethics issues.

Kip has authored legislation relating to financing programs in Ohio and elsewhere, including tax credits, loan programs and amendments to legislation establishing new community authorities and authority for impact facilities. He has assisted private companies in obtaining incentives from state and local governments, including tax incentives, tax abatements and tax increment financing.

Kip is former general counsel for JobsOhio and for Browning & Associates, a municipal financial advisor. He is a native of Toledo, Ohio, and has lived in the Columbus area since 2000.

Wahlers graduated magna cum laude, with highest honors, from University of Georgia, in 1985 where he received a Bachelor of Arts in English. He graduated from University of Michigan where he earned his Master of Arts in English in 1986. Mr. Stanton joined the Ohio Auditor of State’s Office in the summer of 2019 as an Assistant Legal Counsel. A native of Northwest Ohio, Mr. Stanton received his bachelor’s degree from The Ohio State University in May 2014 and received his Juris Doctor (J.D.) from Ohio Northern University’s Pettit College of Law (ONU Law) in May 2017. Additionally, Mr. Stanton completed a post-professional Master of Law (LL.M.) degree in Business and Tax Law at Notre Dame Law School in May 2019.

As a law student, Mr. Stanton served as Articles Research Editor on the ONU Law Review.  Prior to joining the Auditor of State’s Office, Mr. Stanton was a legal fellow at the Cato Institute in Washington D.C., where he assisted in the preparation of the institute’s U.S. Supreme Court amicus briefs. After his time at the Cato Institute, Mr. Stanton served as a compliance associate in Northern Virginia, where he was responsible for implementing the provisions of the 2018 Dodd-Frank partial repeal at a large banking institution.

He currently resides in Dublin, Ohio, where he enjoys golfing (when the weather permits) and attending Buckeye sporting events with his family and friends.

Author of the book, Understanding the Budget, Appropriations and Amended Official Certificate of Estimated Resources and founder of a website providing and training resources to members (website no longer exists). Over twenty-two years’ experience as a Village Clerk-Treasurer, and Village and Township Fiscal Officer. Trina became a UAN user as a Pilot for Villages in 1997.  A UAN Visiting Clerk/Fiscal Officer for many years working in the field assisting Clerk-Treasurers and Fiscal Officers with the software, and in the UAN office on the support line, program testing and training classes.  In July 2012 Trina became a full-time employee of the State Auditor, Uniform Accounting Network.

James McCourt joined the fixed-income investment management team at United American Capital Corporation in June 2008, and has over 11 years of financial industry experience. His duties include the daily management of UACC’s client portfolios, executing trades, and participating in the development of the firm’s overall fixed-income strategies. In addition, he is responsible for maintaining the performance records for the firm and conducting market research. Prior to joining UACC, Jim was a credit analyst in the Business Banking division at JPMorgan Chase. Mr. McCourt earned a B.S. degree from The Ohio State University and an M.B.A. from Capital University. He is also an active member of the CFA Institute and the CFA Society of Columbus.
