public library systems, including their administrators and staffs,
trustees, and Friends groups. The OLC is acknowledged as one of the
leading statewide library associations in the country and is

outstanding advocacy efforts, information resources, and member
services. As the chief executive officer for the OLC, she is responsible
for working with the OLC Board of Directors to establish and execute the
strategic direction of the organization and the day-to-day direction

Director in June 2019. Prior to that,she served as the OLC’s Director of
Government and Legal Services where she monitored state and federal

Prior to joining the OLC in November of 2019, Smith served as Deputy Director of Legislative Services for the
Ohio School Boards Association (OSBA) and was a lobbyist for the
organization since 2010. Prior to his work at OSBA, Smith served as the
State Director of Government Affairs for the Fraternal Order of Police
of Ohio and as a legislative aide in the Ohio House of Representatives.
He holds a bachelor's degree in Political Science from The Ohio State
University and completed post-graduate coursework at the University of
Akron's Ray C. Bliss Institute of Applied Politics in campaign
management and lobbying.
In Ohio, the "sunshine laws" refer to Ohio's Public Records Act and Open Meetings Act. These laws are based on the idea that there should be transparency in government, with public access to records, meetings, and activities of government, including public libraries. This session will provide an overview of best practices for public records management and disposal for public libraries in Ohio. It will cover exemptions to the Public Records Act and how they specifically apply to libraries. How these laws affect your library's finances, including your investment policies, will be discussed. A native of Newton Falls (Trumbull County), Ohio, Mark Altier
graduated from Mount Union College; earned a Juris Doctor degree from
Cleveland’s Case Western Reserve University; and a Master of Arts in
Urban Studies from Akron State University. Mark has spent a career in the
public sector serving as a felony trial prosecutor and a two term, elected
commissioner in Wayne County; the first full time law director of the City of
Sandusky, Ohio; a village administrator and solicitor; and Chief Civil
Assistant Prosecuting Attorney and First Assistant in the Office of the
Miami County Prosecuting Attorney. Currently he is employed as Deputy
Chief Legal Counsel in the Office of Ohio Auditor of State Dave Yost. He
resides in Westerville, Ohio, with two cats, Murphy and Milo, and two

Elizabeth has been with the Ohio Auditor of State’s Office for 12 years and is a Senior Forensic Audit Manager for the Special Investigative Unit. The Unit conducts limited scope examinations of financial records designed to investigate allegations of fraud, theft or misappropriation of public funds. Mark Bell primarily works with a wide range of partners throughout Ohio,
organized into the Ohio Cyber Collaboration Committee (OC3) to improve

Laura Bowman’s practice focuses on the preparation of construction project documents on behalf of private and public owners.
Laura provides guidance on project delivery systems, including
construction manager at risk and design-build, and creates procurement
and bidding documents as well as construction project contracts. Her

The Ohio Ethics Law course assists public employees and public officials in expanding their knowledge of the relationship between their public agencies and the Ethics Commission. It helps them understand the conflict of interest restrictions imposed upon public officials and employees and how to respond appropriately and legally when faced with such a conflict. Furthermore, the class outlines statutory limitations regarding gifts offered to those in public service from vendors, potential vendors, regulated communities, and interested parties. The session also focuses on helping attendees understand the definition of public contracts under the Ohio Ethics Law and outlines the ethics prohibitions related to public contracts. This includes information regarding illegal authorization of public contracts, selling goods and services to public agencies, and nepotism prohibitions. Susan Willeke is an accomplished government - relations professional with more than 20 years’ experience in public affairs, communication and public speaking. Susan joined the Ohio Ethics Commission in 2005 as the Education and Communications Manager where she oversees and conducts educational and communication outreach. In that position, Susan presents approximately 200 speeches annually, develops information strategies regarding agency programs and represents the Ethics Commission to Ohio citizens, the media and the Ohio legislature.
