  Allison Binkley focuses her practice on serving as bond counsel, underwriter’s counsel and purchaser’s counsel on general obligation financings, tax increment financings, utility revenue financings and special obligation financings. Her client base includes the State of Ohio, counties, municipalities, townships, port authorities, school districts, state universities, trustees, letter of credit banks, investment banking firms and financial institutions.  Allison has also served as bond counsel on 501(c)(3) and health care conduit financings. 
Allison has been recognized as a 2024 Best Lawyers in America for Public Finance Law and an Ohio Super Lawyer Rising Star from 2012-2017.  Allison is a member of the Ohio Government Finance Officers Association, for which she serves as a trustee and on the education committee.  Allison also serves on the board of Women in Public Finance – Ohio Chapter.  She is also a member of the National Association of Bond Lawyers.
Prior to beginning her legal career, Allison served as an economist for the Ohio Legislative Service Commission.  In that position, she staffed the Senate Finance and Financial Institutions Committee for which she drafted amendments to and coordinated the State of Ohio’s biennial operating and capital budget bills.

Brian Cooper concentrates on general obligation, income tax revenue, non-tax revenue and special revenue bonds.  Since 2003, Cooper has worked on 120 distinct project financings in Ohio representing over $2.75 billion in financed projects for municipal finance, economic development, utilities and infrastructure.  Cooper graduated from the Ohio State University in 2001 and is a municipal advisor registered with the Securities and Exchange Commission (SEC) and with the Municipal Securities Rulemaking Board (MSRB).

He has been a presenter at the Council of Development Finance Agencies’ national conference and serves as their muni bond advisor for both beginner and advanced bond courses and has also presented at the annual conferences for the Ohio Economic Development Association, the Ohio Government Finance Officers Association and is a guest lecturer at the Ohio State University.

Cooper joined Umbaugh in 2015 when his practice, ACI Advisors, LLC, merged with Umbaugh.  He is based in Umbaugh’s Columbus, Ohio, office and lives in Worthington, Ohio with his wife Patty and their three boys, Alex, Calvin and Ivan.

James Christopher McCoy is the Assistant Chief Project Manager for Local Government Services – Southwest Region.  He has been with the Auditor of State’s Office over 20 years, all of which has been spent with the Local Government Services section.  He participates in many different types of projects with a wide variety of clients (Villages, Cities, Townships, a County, and several School Districts).  His experience includes financial statement preparation, record reconstructions and reconciliations, and is either financial supervisor or helps manage staff that is overseeing several entities that have qualified for fiscal caution, watch, or emergency.  He also has worked with entities regarding financial forecasts, including a County in fiscal emergency.  Chris is a 1996 and 1997 graduate of Ohio University with both Bachelor and Master degrees in Accounting.

Mr. Laskey is a Director in the Cincinnati, Ohio Municipal Finance office of RBC Capital Markets and has worked at RBC Capital Markets since July of 2006.  Andrew has worked with hundreds of local governmental entities throughout Ohio on debt offerings including school districts, cities, counties, townships as well as the State of Ohio.  Additionally, Andrew has presented at numerous conferences on a variety of topics related to municipal bond issues and the bond underwriting process.

Andrew currently serves on the Board of Trustees for the Ohio Municipal Advisory Council, a repository of statistical information relating to Ohio municipal issuers and their securities.  Mr. Laskey formerly served on the Board of Trustees for Clovernook Center for the Blind in Cincinnati but remains actively involved in the organization. 

Andrew attended the University of Cincinnati and graduated Magna Cum Laude from the Honors-PLUS business program. He is a Registered Securities Representative, registered with the NASD and SEC.

Marc Kamer handles a wide variety of project financings for traditional governmental purposes, like roads and bridges, and tax-exempt financings for 501(c)(3) organizations such as healthcare providers, institutions of higher education and public and private K-12 schools.

Marc's experience also includes authoring legislation relating to finance and construction initiatives and amendments to modernize existing finance and construction programs. He also devotes a substantial amount of his time to economic development (tax incentives, tax abatements and tax increment financing), as well as energy-related transactions. He has represented parties on P3 transactions including design-build-finance-operate-maintain agreements and related alternative project delivery/finance models for infrastructure projects.

Steve is the leader of our Institutional Government and Nonprofit Banking group, which offers deposit, credit, transaction processing, and capital markets services across eight midwestern states and beyond.  He and his team of licensed professionals develops and cultivates banking relationships with larger public sector clients, including colleges and universities. Steve is responsible for developing and executing the Large Government and Nonprofit strategy for Huntington.

Steve has 25-plus years of banking experience in the government, nonprofit and healthcare sectors, all based in Chicago.  He joined Huntington via a predecessor bank in 2013.  He has previously managed government, nonprofit and healthcare commercial divisions at JPMorgan Chase and its predecessors, and at Fifth Third Bank.

He currently serves on the Board of Directors of the Civic Federation, Roosevelt University, and BUILD Inc.  In addition, he teaches a graduate level class in Government Fiscal Administration at DePaul University.  He holds an undergraduate degree in Economics and Spanish from Tufts University, and an MBA from the University of Chicago.

Pat is the leader of our Treasury Management product management team at Huntington Bank which offers a variety of solutions including payments, receivables, healthcare, and deposit/liquidity solutions for companies across the country.   He has over 30 years of banking and Fintech experience with companies such as Bank One Services Company, Bank One, SunTrust Bank, Fifth Third Processing Solutions, Fifth Third Bank, Chase Bank, Axcess Financial, and Huntington Bank.

Pat’s payments industry knowledge and experience can be seen through several industry first innovations including Remote Currency Manager, USPS Cash Solutions, Hybrid HELOC, and many others. 

Pat is very active with his five children including coaching track, basketball, volleyball, and soccer.  He is an active volunteer/participant with his church, Matthew Ministries, United Way, and Pelotonia.  He holds an undergraduate degree from the University of Cincinnati in Management and Marketing, as well as an MBA from the University of Dayton.

Mr. David J. Schamer is currently the Director of Commercial Treasury Management Sales, which provides treasury management services to commercial and specialty banking customers.  Prior to this role, Mr. Schamer led the Government Banking business line. 

Since joining Huntington, he has helped launched products and services that have significantly impacted the strategy and performance of Huntington Bank.  In 2010, Mr. Schamer led the development of Huntington’s patented 24 Hour Grace® overdraft treatment, as well as Asterisk Free Checking® for consumer customers.  In addition, Mr. Schamer crafted an industry leading 15-year partnership with Ohio State University. 

Mr. Schamer has held various leadership positions during his 25 years of experience in the financial services industry. Prior to his current role, he was the Director of Deposits and Fees for Huntington, where he was in charge of managing and developing deposit products for all of the bank’s customer segments.  Prior to joining Huntington Mr. Schamer spent 12 years at National City Bank, where he held positions of Retail Branch Network executive where he oversaw the metro branch network, as well as CFO for the Retail Bank. 

Mr. Schamer holds two undergraduate bachelor’s degrees from Miami University in Finance and Accountancy. He also holds the certifications of Chartered Financial Analyst (CFA) and Certified Public Accountant (CPA).  He is a board member of Emery-Dreifuss Muscular Dystrophy International.

Eileen Stanic is a Senior Public Funds Advisor with Meeder Investment Management. She has over 30 years of treasury management and investment management experience including more than a decade of Ohio public funds investment advisory experience. Over the years, she has presented at various Ohio public funds educational seminars and has served as a CPIM instructor. Eileen is a graduate of Cleveland State University where she was the recipient of the Wall Street Journal Award. She is a Certified Treasury Professional (CTP) and a member of AFP, the Association for Financial Professionals. Based in the greater Cleveland area, Eileen is also member of the CFA Institute and the CFA Society of Cleveland.

James McCourt joined the fixed-income investment management team at United American Capital Corporation in June 2008, and has over 11 years of financial industry experience. His duties include the daily management of UACC’s client portfolios, executing trades, and participating in the development of the firm’s overall fixed-income strategies. In addition, he is responsible for maintaining the performance records for the firm and conducting market research. Prior to joining UACC, Jim was a credit analyst in the Business Banking division at JPMorgan Chase. Mr. McCourt earned a B.S. degree from The Ohio State University and an M.B.A. from Capital University. He is also an active member of the CFA Institute and the CFA Society of Columbus.

Don Boian, an accomplished technology leader and award-winning information security expert, is the CyberSecurity Outreach Director for Huntington Bank. In this capacity, he works with customers and commercial clients to raise awareness of Information Security threats and vulnerabilities. He is also responsible for fostering closer partnership with government organizations that work in the cybersecurity space. Prior to this role, Boian served as Huntington’s Chief Information Security Officer for over 2 years.
Prior to joining Huntington, Boian spent 30 years at the National Security Agency and retired as a Defense Intelligence Senior Executive working both offensive and defensive cyber operations.
Active in the cyber security community, Boian serves on the board of the National Technology Security Coalition. He has received numerous service awards including the Chairman Joint Civilian Service Commendation Award, Dr. Louis Tordella Award, Meritorious Civilian Service Award, National Intelligence Meritorious Unit Citation, and the Joint Meritorious Unit Award. Mr. Boian is also a cyber security consultant for the U.S. Department of Energy.
Boian received his MS in electronic engineering from Johns Hopkins University and holds a bachelor’s degree in electrical engineering from The Ohio State University.

Marnie is the Assistant Chief Deputy Auditor for the Auditor of State’s Office, where she has proudly served the Office for more than 23 years.  Marnie is well-versed in governmental accounting, auditing, and reporting requirements.  In her role at the AOS, Marnie oversees special projects and assists in researching, consulting, interpreting, and implementing professional standards.  Marnie’s specialties include: implementation and interpretation of Government Auditing Standards (the “Yellow Book”) and application of the federal Uniform Guidance Act.  Most recently, Marnie has been very involved in special projects pertaining to the CARES Act and federal COVID-19 funding.  In a similar role, Marnie lead the audit implementation of the American Recovery and Reinvestment Act of 2009 for the Auditor of State’s Office.

Marnie has Bachelors of Arts Degrees in Accounting and Business Administration, with a concentration in Management, from Mount Vernon Nazarene University.  She serves on the AICPA’s Single Audit Roundtable and the National Association of State Auditors, Comptrollers, and Treasurer’s (NASACT) Single Audit Committee – two forums of key single audit stakeholders such as the AICPA, GAO, OMB, Federal Inspector Generals, and State Auditors, Comptrollers, and Treasurers that each meet twice per year in Washington D.C. to discuss single audit issues.  Marnie is also a member of the Association of Government Accountants (AGA) and Ohio Government Finance Officers Association (GFOA), where she previously served on the Education Committee.
