Michelle Francis is the Executive Director of the Ohio
Library Council, the professional association that represents Ohio’s 251
public library systems, including their administrators and staffs,
trustees, and Friends groups. The OLC is acknowledged as one of the
leading statewide library associations in the country and is
consistently recognized among professional associations in Ohio for its
outstanding advocacy efforts, information resources, and member
services. As the chief executive officer for the OLC, she is responsible
for working with the OLC Board of Directors to establish and execute the
strategic direction of the organization and the day-to-day direction
and management of its 10-member staff. Michelle was named the Executive
Director in June 2019. Prior to that,she served as the OLC’s Director of
Government and Legal Services where she monitored state and federal
legislation affecting public libraries, directed OLC’s lobbying efforts,
and assisted members with legal questions. She has been with the
organization since 2014. Before joining the OLC staff, she served as the
Deputy Director of Legislative Services for the Ohio School Boards
Association where she represented Ohio’s public school districts for
nine years. Michelle holds a Juris Doctorate Degree from Capital
University Law School and is a graduate of Morehead State University
with a Bachelor of Arts Degree in Political Science.

Robert William Dolan (Bob) has been working in the accounting profession for approximately 42 years.   He graduated from Cleveland State University in June 1990 after spending fifteen years (part full time, part night school) working towards his bachelor’s degree in Business Administration, with a major in Accounting.    Bob received his certificate as a Certified Public Accountant in 1996 and is currently active. He has spent the last twenty-three years in the public sector.  Bob was employed with the City of Cleveland for eight years where he served in the positions of City Controller and Deputy Commissioner of Accounts.   Currently he is the Assistant Finance Director and Deputy Fiscal Officer for the Cuyahoga County Public Library.  Bob currently sits on the Ohio Educational Credit Union Board, serves on the Ohio GFOA Education Committee, served on the Board of the Public Library Employees Credit Union (2006 – 2010), and has been active with different functions involving his Church, including coaching Track and Cross Country.  He is widowed from his wife Debbie and has two Children, Robert A. Dolan (Age 38) and Kathryn L. Justice (Age 35).  He is also a grandfather to Alyssa (Age 18), Lauren (Age 16), and Acadia (Age 7) who are his daughter’s children.

Lisa has been the Fiscal Officer for the Geauga County Public Library since November of 2016. Prior to becoming the Fiscal Officer, Lisa was the Deputy Fiscal Officer for the same library for over 9 years.

She received her MBA from Western Governors University and her BA from Cleveland State University. She also recieved her Associate of Applied Business from the Lakeland Community College.

Amie Lynn is a Certified Public Accountant with 17 years of accounting experience in the public, private, and governmental sectors.  Amie is currently Fiscal Officer of the Massillon Public Library.  She also serves as President for the Ohio Library Fiscal Officers’ Association, is Past Coordinator for the Library Accounting Division of the Ohio Library Council, and serves on the Board for the Ohio Government Finance Officers Association.  Amie earned her Bachelor of Science degree in Accounting and her Master of Business Administration degree from the University of Akron.

Joey is the Chief Auditor for the East Regional Office with Auditor of State Dave Yost’s office and is responsible to help manage a staff of 68 employees and oversees the completion of 685 audits for AOS clients and IPA clients in the region. Joey has been with the Auditor of State’s office for over 23 years and has been entertaining audiences (training) for 15 years.   

Joey has a bachelor’s degree in accounting and business management from Kent State University. Joey is a member of the National Government Finance Officers Association (GFOA), the GFOA Certificate Special Review Committee, the Ohio GFOA, and the Ohio Society of CPAs.

Ruth Morrison is an Employer Compliance Specialist with the Ohio Public Employees Retirement System (OPERS). Ruth joined OPERS in 2012. Ruth is responsible for employer compliance functions such as earnable salary and membership determinations, the review and approval of conversion, contribution pick-up and early retirement incentive plans. In addition, she is responsible for educating employer payroll and HR staff on reporting policies and procedures, applicable changes in the law and other employer-related topics. Ruth has taught special education classes in different grade levels in Chicago, Illinois and Ohio Public Schools. She graduated from Youngstown State University and received her Master’s degree from Kent State University in Education.
