Dr. Lindsey Piegza is the Chief Economist for Stifel Fixed Income. She specializes in research and analysis of economic trends and activity, world economies, financial markets and fiscal policies.
Piegza joined Stifel in 2015 amid the merger with Sterne Agee where she was Chief Economist. Prior to her roles with Stifel and Sterne Agee, she was the Senior Economist for an investment bank for eight years in New York City.
In addition to more than 13 years of professional experience, Piegza has published academic papers in prestigious journals such as the Harvard Business Review and in textbooks from Northwestern University’s Kellogg Graduate School of Management.

Kyle Kiffer became the Treasurer/CFO of the Streetsboro City School District in April of 2021. Before that Kyle spent two years as the Assistant Treasurer of Strongsville City Schools and nine years with the Ohio Auditor of State’s office. Kyle has been a swim coach for Valley Forge High School, Padua Franciscan High School, and Strongsville High School.

Health Reimbursement Arrangements are growing in usage not only as an option when an HSA is not permitted, but also now as a bargaining tool for moving to higher deductible health plans, as a retirement buy-out, or a perk in an administrator’s contract. And even more importantly with the recent addition of the Individual Coverage HRA (ICHRA), districts can attract and retain support staff such as bus drivers by offering the ICHRA so they can obtain health coverage without the district putting them on their health insurance plans.

John Espy is currently the Treasurer/CFO for the Miamisburg City School District. Prior to his appointment as Treasurer/CFO, he served as a Financial Software Specialist and Coordinator of Fiscal Applications at the Hamilton Clermont Cooperative (HCC). Beverly Meyer is a partner in Bricker & Eckler’s Education Law Group. She represents K-12 school districts and colleges and universities, focusing her practice on labor and employment issues and advising clients in matters such as collective bargaining and labor relations, employee discipline, harassment investigations, wage and hour claims, and leave and benefits issues. Beverly regularly litigates in federal and state courts and before administrative agencies. She is an enthusiastic lecturer on matters affecting her areas of practice and has developed and presented employment-related trainings and programs for clients and professional groups on local, state and national levels. Jeremie Hittle, SFO is the CFO/Treasurer of Piqua City Schools where he oversees a budget of more than $50 million in public funds. Jeremie is dedicated to providing the best possible educational opportunities for every student, while tightly managing precious community funds. He is very active in state and federal issues concerning education and the potential impact on the students of Ohio.
During his career, Jeremie has received multiple state and national awards including the Ohio Auditor of State Award with Distinction, Certificate of Excellence in Financial Reporting from the Association of School Business Officials International, the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association. Jeremie has over 15 years of experience working both as a social studies teacher and Treasurer/CFO.
School districts have various options for evaluating project proposals and awarding facility improvement projects to vendors, including an option available through Ohio’s educational purchasing co-ops. Energy Optimizers, USA and SW Ohio Educational Purchasing Council will discuss the pros and cons of each method, explaining how to save money and time in the process, and offer detailed case studies.
Participants will learn that they can select their preferred Energy Services Company for Design-Build projects without going out to bid, as permitted by Ohio Revised Code 167.081, based on a program that Ohio’s 6 educational purchasing co-ops have implemented. The panel will describe and explain this procurement tool which has been successfully used since 2018 by more than 75 Ohio school districts throughout Ohio. Specific examples and case studies will be shared, to allow attendees to gain an understanding of the process and the energy and financial savings achieved.

Currently, Carla is the CFO for Montpelier Exempted Village Schools. She was chapter officer for the Northwest chapter and stepped through all the offices from Treasurer to President. I have over 15 years of experience working in education. I serve on many OASBO committees: PD, Annual Workshop Track Sessions, Audit, Auditor of State, Legislative, and Education Finance/ODE Advisory. I served as a board member for the Northwest Chapter from 2014-2019. I was the recipient of the Rich Unger Pinnacle Award in 2015. I am certified as a Licensed Ohio Public School Treasurer.
This course will cover an overview of the various elements that contribute to the total cost of ownership and total cost of service for technology investments. Participants will be able to describe what “return on learning” is and how this compliments the more traditional TCO and TCS models. They will be able to use these models to evaluate past, current and future technology investments.

Tom Munson is a Sr. Account Executive with DataServ. He has held numerous sales, sales leadership, product management and channel program positions with various technology organizations. Tom has spent most of his 35 plus year career working in the public sector with focus on education.
This course will cover examples of innovative financing techniques used by one district to manage current growth and position themselves for future capital needs.
The course will provide essential information about bond issuance, including examples of strategies used by other districts to handle issues with growth, rating downgrades, voter support and funding projects not considered by some to be essential for educating students.

Andrew Brossart is a Partner with Bradley Payne Advisors. Prior to joining Bradley Payne, Mr. Brossart worked for William Blair & Fifth Third Securities for twelve years, where he led both firms’ expansions in the Midwest region. Mr. Brossart led the firms’ development/tax increment financing transactions and special district issues. Additionally, he acted as lead banker for Higher Education, School District, Utility District and local government financings. He has nineteen years of experience in public finance and significant experience with the Ohio southwest region’s issuers. Prior to Fifth Third, Mr. Brossart was a limited principal with Seasongood & Mayer in Cincinnati, Ohio from 1998-2004. Before beginning his banking career, Mr. Brossart served as the Director of Finance for the first Transportation Improvement District in the United States - the Butler County, Ohio Transportation District (BCTID), which was created to complete over $250mm in roadway improvement projects within the County. As Finance Director, Mr. Brossart oversaw the financing and accounting of those roadway projects. Prior to serving as Finance Director to the BCTID, Mr. Brossart served as Deputy Auditor in the Butler County, Ohio Auditor’s office.

This course will cover an overview of the on-going need for monitoring and planning related to the use of ESSER funds. While ESSER funds have helped districts weather challenging times, districts need to be proactive in examining not only the continued planned spend down of ESSER funds, but also preparing for the future as these funds expire. Monitoring of ESSER funds use should also include corresponding performance metrics and how ESSER funds have impacted these outcomes. Initiating conversation now about how to plan for the end of ESSER funds now will help ease the transition and allow for additional planning time on preparing for any budgetary adjustments.
The course will provide advice on monitoring use of ESSER funds and intended outcomes in order to help facilitate better conversations overall on district needs and priorities for the future.

Matt brings nearly 20 years of experience serving and working for a number of entities across the public sector, particularly school districts. Carly serves local governments and school districts in a general counsel capacity, assisting them with navigating the wide range of legal issues they face daily. She handles a variety of litigation matters for public sector clients and regularly appears before common pleas courts and administrative bodies across Ohio. She also drafts and reviews contracts, ordinances, resolutions and policies on a daily basis, and routinely serves as legal counsel for public sector clients during public meetings and administrative proceedings.
Carly’s litigation practice for both public and private clients focuses on land use, zoning and general real estate matters.
