Mr. Laskey is a Director in the Cincinnati, Ohio Municipal Finance office of RBC Capital Markets and has worked at RBC Capital Markets since July of 2006. Andrew has worked with hundreds of local governmental entities throughout Ohio on debt offerings including school districts, cities, counties, townships as well as the State of Ohio. Additionally, Andrew has presented at numerous conferences on a variety of topics related to municipal bond issues and the bond underwriting process.
Andrew currently serves on the Board of Trustees for the Ohio Municipal Advisory Council, a repository of statistical information relating to Ohio municipal issuers and their securities. Mr. Laskey formerly served on the Board of Trustees for Clovernook Center for the Blind in Cincinnati but remains actively involved in the organization.
Andrew attended the University of Cincinnati and graduated Magna Cum Laude from the Honors-PLUS business program. He is a Registered Securities Representative, registered with the NASD and SEC.

Heather Arling is a Director in the Cincinnati office of Bradley Payne Advisors. Prior to joining Bradley Payne Advisors, Ms. Arling worked for William Blair & Company and Fifth Third Securities, Inc., where she was responsible for the analysis and execution of short term and long-term debt offerings for K-12 school districts, municipalities, higher education, non-profits and special districts. Ms. Arling has over 14 years of experience in public finance and has significant experience working with the region’s leading issuers and has structured an estimated 800 municipal bond financings.
As a Director, Ms. Arling’s primary responsibilities include completing debt overview profiles, performing credit and restructuring analyses, and providing deal execution support. Ms. Arling also focuses on clients’ debt profiles, advises them on refunding opportunities and creates structures to optimize savings. Ms. Arling plays an integral role during bond pricings by helping issuer ensure the best information is available to investors when a client’s bonds are being marketed to potential buyers.
Ms. Arling is a Registered Municipal Advisor, registered with the Municipal Securities Rulemaking Board (MSRB) and the Securities Exchange Commission (SEC). She currently holds a Series 50 license. Ms. Arling received a Bachelor of Science with a Major in Finance from Ohio State University, Columbus, Ohio.

Dan Schall joined Bradley Payne Advisors September, 2021. Prior to joining Bradley Payne, Mr. Schall lead the creation and build out of the Shared Resource Center, a council of governments designed to help public entities in Ohio develop and meet their financial goals. Dan started in corporate communication and finance before serving as a school treasurer for 22 years.
Dan specializes in long term financial planning for the public sector delivering creative and collaborative approaches to resourcing public projects and building sustainable capital plans.
Mr. Schall is a Registered Municipal Advisor, registered with the Municipal Securities
Rulemaking Board (MSRB) and the Securities Exchange Commission (SEC). He currently
holds a Series 50 license and is a licensed school Treasurer in the State of Ohio.
Mr. Schall received a Bachelor of Business Administration Degree from the University of Dayton with a concentration in Finance and a Masters in Business Administration from The Ohio State University.

Ernie Strawser, Senior Vice President with Forecast5, has over 30 years of public finance experience as a CFO, consultant, and developer and instructor of forecasting techniques and tools. Ernie works with clients to facilitate their understanding of local financial results, trends, and strategies. Prior to joining Forecast5, Ernie was a consultant for Public Finance Resources, and Treasurer/CFO at Norwood City School District in Hamilton County. He holds both a Master’s degree in Administration from Central Michigan University and a Bachelor’s degree in Finance from Ohio University.

Ryan Ghizzoni, Senior Analytics Advisor for Forecast5 Analytics, began his career with the Ohio Auditor of State's Office and has served as Treasurer/CFO for Ohio schools for over 17 years. During his career, he has been the recipient of six Association of School Business Officials International Meritorious Budget Awards and was the recipient of the Ohio Association of School Business Officials 2011 Outstanding Treasurer of the Year Award. Ryan holds a Bachelors of Business Administration from the Youngstown State University, and is a Certified Administrator of School Finance and Operations.
