What a Treasurer/CFO needs to review with staff for accuracy, timely submission and its importance for first quarter:

Tuition certification and report for end of prior fiscal year activity (including SF14, SF-14H, etc.);
Scholarship Review Period (EdChoice, Jon Peterson and Autism – timelines subject to change);
Student full-time equivalent (FTE) counts and accuracy (including percent of time, special ed, economic disadv., enrolled/withdrawal, etc.);
College Credit Plus (CCP) Tuition Review (loaded into into Ohio District Data Exchange (ODDEX) at various times and allows for a 45 day review period);
Staff reporting – checking data for accurate reporting and update as appropriate; and
Financial Supplemental Collection Optional (September).

Tami Bevins has been the EMIS/State Testing Supervisor at Four County Career Center in Archbold, OH for 10 years. Prior to that she worked at an ITC assisting districts with their student software systems. Tami has a master’s degree in Career-Technical Education with a minor in Business/Human Resource Management. - Monthly project cash requests (PCRs) and budget revisions
- PCR advance requests for October approved and budget revisions
Work with school departments to create the plan
Obligated funds by June 30, expended by Sept. 30 (with CCIP Final Expenditure Report due Sept 30)
CCIP budgets must be substantially approved for the fiscal year beginning July 1 prior to expending funds

Brad Deleruyelle is the Treasurer / CFO of Pandora-Gilboa Local Schools and has served in that role for the last 14 years. Prior to that, Brad served as the Treasurer / CFO or Continental Local Schools.

Brad graduated for the University of Toledo with a Bachelor’s Degree double majoring in Accounting and Management with minors in Business Law and Marketing. He later graduated from the University of Findlay with his MBA.

Kerri Johnson is currently the Treasurer of Anthony Wayne Local Schools where she has served as Treasurer since 2006. Before being hired at Anthony Wayne LSD, she was the Treasurer at Gibsonburg Exempted Village School District for 14 years. Ms. Johnson started her career at Vanguard Vocational Center as an Assistant Treasurer in 1990 working there three (3) years. She is a graduate of Tiffin University with a Bachelor Degree in Business Administration with a minor in Finance.

Ms. Johnson is a member of the Ohio Association of School Business Officials (OASBO) and a past president of the Northwest Ohio Chapter of OASBO. She has served on several OASBO committees.

She has been a member of the Waterville Rotary Club for the past 8 years and served as the Treasurer of the Club for 3 of those years.

Currently residing in Waterville, Ohio with her husband, they have a 23 year old daughter at Bowling Green State University majoring in Special Education and a 20 year old daughter at the University of Toledo majoring in Accounting.

In view of the large amounts of monies received from and expended for student activities, a demand was developed for efficient, thorough, and safe management of these funds. Every board of education should have in effect rules, regulations, and procedures for accountability of student activity funds.

This session covers all aspects of fund raising including legal authority and establishment, administrative responsibilities, district managed policies, budgetary process, crowdfunding, education, internal controls on purchasing and cash, the do's and don'ts of fundraising, and the audit.

Matt Stout is a partner in and co-chair of Bricker Graydon's Public Finance group and practices in the areas of public finance and public law, emphasizing school and local government law. He assists and advises with the documentation and issuance of general obligation and revenue bond transactions for municipalities, school districts, and other political subdivisions; assists and advises municipalities, school districts, and other political subdivisions with tax-exempt lease purchase financings; and provides general counsel assistance to political subdivisions. Matt received a Bachelor of Business Administration from the University of Michigan and his JD/MBA from The Ohio State University.

Prior to that, Matt’s professional path has taken him through the Perrysburg Exempted Village, Hilliard City, Fremont City and Elmwood Local Schools.
