This course will cover a variety of timely EMIS data related topics and their relationship with school funding. This will include an explanation of the importance of EMIS reporting accuracy and completeness to ensure the district is both compliant and appropriately funded.

We will discuss how the student and staff data reported to ODE is culminated for a variety of reporting that is translated into school funding. All data reported by each school district is captured in the EMIS system – the importance of this data is vital for proper funding and report cards that reflect the school’s accomplishments accurately. Understanding all this data and how to report it in the EMIS system and allow it to be understandable for the users is also very important to the stakeholders in our state. Understanding the submission process for excess costs is important from both a revenue and expenditure perspective. Catastrophic costs can be a sizable reimbursement. Thus, record-keeping and organization throughout the submission process is important.

Jenalee Niese is the EMIS Coordinator at Holgate Local Schools. Jenalee recently completed the OASBO Treasurer Bootcamp and utilized pathway three to obtain her School Treasurer’s License.
Jenalee has 15 years’ experience in education and has gained experience in many aspects of a school’s business and reporting procedures. Jenalee conducts the reconciliation of SFPR vs. FTE student data, collects and manages student and staff data in PowerSchool with submissions to the Data Collector, administator of PowerTeacher Pro, WebXam and IEP Anywhere – managing timelines and audits. Jenalee oversees numerous Safe account programs including Scholarships, CTE-26, provides data for Tuition, Excess and Catastrophic Cost, analyzes teacher licensure and report card data in the Secure Data Center (SDC), works with AESOP, USAS and RAM, fee receipts, and ODDEX.
This course will cover an overview of the CCIP to include

Kim McGowan is the Director of Federal Programs for Lakota Local School District with this being her 18th year in education and in Lakota, spending eight years in the classroom before moving into administration. In addition to managing grant funds and the CCIP, Kim’s experience in both Curriculum and Student Services has guided her to act as homeless and foster care liaison, to oversee summer school programming, and to coordinate district Title I and ESL services. Her work in these areas has strengthened her passion for and focus on the supports and services ALL students need to be successful.

Becky started her career as the assistant treasurer for her Alma Mater, Martins Ferry City Schools. After twelve years she accepted the treasurer/CFO position for the Wellsville Local School District in Northeast Ohio. Her love of the Central Ohio area found her accepting the assistant treasurer position at the fastest growing school district in the State of Ohio, Olentangy Local Schools. After a year and a half she was promoted to the Treasurer/CFO role when her predecessor joined Upper Arlington Schools. The district grew over twice its size to over 16,000 students under her financial leadership. After nine years with Olentangy Schools she was recruited by the New Albany-Plain Local Schools and has been with this district for three years. Becky has had the fortune of leading districts considered both wealthy and poor which gives her a unique perspective on the various challenges diverse districts face.
During these career transitions Becky also helped lead OASBO. She held the offices of Southeast Region Director, Vice-President, President Elect, President and Immediate Past President. Through the years she has served on numerous committees and continues to serve on the Legislative Committee as well as many focus committees. Becky is also asked to speak on a variety of topics not only for OASBO seminars but other state organizations as well.

Emily has an accounting degree and a master degree in business administration. Prior to working in school finance, Ms. Hatfield worked for a CPA firm, and three corporate entities. After a period of time staying home with her children, she returned to the workforce being hired as the payroll accountant for Olentangy Schools. She fulfilled that role for 4 years, then the assistant treasurer role for 2 years, interim treasurer for 4 months and is now the treasurer/CFO role for just over 3 years. Ms. Hatfield lives within the district and appreciates the valuable, robust education her two children receive.

Monica received her Bachelor’s degree from Tiffin University where she majored in Accounting. After college, she joined the Local Government Services division of the Auditor of State’s Office, where she assisted school district’s, cities and counties in preparing GAAP financial statements for 7 years. After working with LGS, Ms. Gerhart had the opportunity to become the Budgetary Accountant at Olentangy Schools for 3 years and from there moved on to become the Director of Financial Services/Assistant Treasurer at New Albany Schools where she has been for the last 6 ½ years.
This course will go into levy options, five-year strategic planning on levies, and common pitfalls. Discussion will include election history, district-specific issues, property tax law, including levy types, tax reduction factors, and the interrelationship between valuation changes and property tax rates.
The course will provide help for newer CFOs to get a better understanding of property taxation issues, which for most school districts represents the largest or second largest source of local revenue for their budgets. They will learn how better forecast valuation changes and revenue, as well as get an understanding of different options available to them for levy types.
Understanding the potential flow of property tax revenue into the district and being able to forecast property tax revenues is important for CFOs to better plan timing of revenue for investment options.

Matt Stout is a partner in and co-chair of Bricker Graydon's Public Finance group and practices in the areas of public finance and public law, emphasizing school and local government law. He assists and advises with the documentation and issuance of general obligation and revenue bond transactions for municipalities, school districts, and other political subdivisions; assists and advises municipalities, school districts, and other political subdivisions with tax-exempt lease purchase financings; and provides general counsel assistance to political subdivisions. Matt received a Bachelor of Business Administration from the University of Michigan and his JD/MBA from The Ohio State University.
This course will cover an overview of the right and wrong ways to prepare your community for a levy. The focus is on the district side with mentions on the role of a campaign committee.
