Allison Binkley focuses her practice on serving as bond counsel, underwriter’s counsel and purchaser’s counsel on general obligation financings, tax increment financings, utility revenue financings and special obligation financings. Her client base includes the State of Ohio, counties, municipalities, townships, port authorities, school districts, state universities, trustees, letter of credit banks, investment banking firms and financial institutions. Allison has also served as bond counsel on 501(c)(3) and health care conduit financings.
Allison has been recognized as a 2024 Best Lawyers in America for Public Finance Law and an Ohio Super Lawyer Rising Star from 2012-2017. Allison is a member of the Ohio Government Finance Officers Association, for which she serves as a trustee and on the education committee. Josh focuses his practice on public finance transactions. Andrea Weaver has served as Union County’s Auditor since March 2011, and during her tenure has been awarded a variety of education and leadership awards. She recently served as the 2021 President of the County Auditors’ Association’s (CAAO). She serves on the Ohio Government Finance Officers Association (GFOA) board, specifically the Legislative committee, and served one term (2-18-2021) on the Ohio State Audit Committee (SAC), appointed by then-Senate President Obhof. Scott Reeser is a supervising project manager with the Governmental Accounting Standards Board (GASB) in Norwalk, Connecticut. He is currently working on GASB projects related to fiduciary activities, reexamination of the financial reporting model, and debt disclosures. Professor Paul Fiorelli is the current Co-Director of the Cintas Institute for Business Ethics at Xavier University. Professor Fiorelli received both his law and M.B.A. degrees in 1981, has taught at Xavier University since 1983 and has been a tenured, Full Professor since 1994. He has received the following teaching awards: (1) the Dean’s Award for Teaching Excellence in 2003, 2005 and 2006, (2) Teacher of the Year for the entire Williams College of Business in 1995 and 1997, (3) the Teacher of the Year for Executive MBA's in 1992, 1997 and 1999, and (4) the Lamp of Knowledge Teaching Award for the General Electric MBA program in 2002. Professor Fiorelli actively consults in the area of business ethics and has provided workshops and presentations to groups and companies, including: AK Steel, AIG, ALICO, Association of College and University Auditors, Bell-Textron Helicopter, BP, Cinergy, the Conference Board, the Defense Industry Initiative, Eli Lilly & Co., Ethics and Compliance Officer Association, Ethics Resource Center, Fifth Third Bank, Fort Washington Investment Advisors, General Dynamics, Great American Insurance Company, Harris Corporation, Honda of America, Marathon Petroleum, Mead-Westvaco, Microsoft, Northrop Grumman, the Ohio Society of CPAs, Sears, Society of Corporate Compliance and Ethics, Toyota, the Practicing Law Institute, US Oncology, Wal-Mart, and Western-Southern Life Insurance.

Ken J. Heigel, P.E., Executive Director. Ken has served as the Executive Director since July of 2019 and prior to that as the Chief Engineer since March of 2003. He has over 34 years of experience in the water and wastewater industry in the areas of design, construction, and funding. Mr. Heigel has a Bachelor’s degree in Civil Engineering and a Master’s degree in Business Administration from the University of Dayton. He is a licensed professional engineer in the State of Ohio.

Todd Skruck, CPA, Chief Financial Officer. Todd has served as the Chief Financial Officer since July 2019 and prior to that as the Senior Accounting Manager since August of 2005. Todd has over 21 years of experience in auditing, financial statement preparation, and debt issuance. Mr. Skruck has Bachelor's degree in Accounting from The Ohio State University. He is a Certified Public Accountant in the State of Ohio.
