Professional Experience
Rod graduated from Hamilton Township High School before entering the United States Navy. He returned from the service and earned a Bachelor of Science Degree in Business Administration and a Juris Doctor from Capital University Law School—both with honors. Rod practiced law in Columbus, Ohio last serving as a partner at the Ice Miller law firm. Rod is an experienced trial attorney and has litigated cases in Ohio State and Federal Courts, and in the Ohio Court of Claims. He represented municipalities, counties, school districts, joint vocational districts and other political subdivisions in various matters including many public construction projects such as municipal buildings, public utility infrastructure, courthouses, road and bridge projects, school facilities, recreation centers and athletic facilities. He is a well-known lecturer and author on Ohio municipal, construction, and economic development topics and is a 2006 recipient of Business First’s Forty Under 40 award. Rod is a LEED-AP certified (Leadership in Environmental Energy & Design Accredited Professional) and has completed additional training at the University of Wisconsin-Madison College of Engineering in Masonry Design and Construction. Rod was also a three-term Mayor of the Village of Obetz. Rod is now the Administrator for the Village of Obetz.

Gene's career started as a judicial clerk for Hon. Alan E. Norris of the U.S. Court of Appeals for the Sixth Circuit. From there, his practice gravitated toward representation of public sector entities. Gene currently serves as the Law Director/Solicitor for Powell, Canal Winchester and Minerva Park, and Assistant Law Director for Obetz. He advises these clients on a wide range of issues: competitive bidding and infrastructure contract issues and disputes, zoning and land use issues, labor and employment matters, administrative appeals, drafting and advice related to proposed legislation, intergovernmental relationships, utility issues, adherence to applicable charter, statutory and constitutional provisions, and litigation and government immunity matters.
Gene also serves as special counsel for a number of political subdivisions, including the City of Westerville, for economic development and related matters. In this capacity, he has had the opportunity to assist in the creation and implementation of Tax Increment Financing Districts, Community Reinvestment Area abatements, other economic development incentives, Joint Economic Development Districts and Zones, Cooperative Economic Development Agreements/Annexation Agreements, and Community Authorities.
Gene is actively involved in the Westerville community where he lived, including stints on the Board of the Westerville Chamber of Commerce and as a Past President of the Westerville Sunrise Rotary.

Melinda Ulry is the Income Tax Administrator for the City of Westerville. She came to this position with over thirty years of tax experience, both private and public sector. During her tenure with the City of Westerville, Melinda has served as the Administrator of Personal Income Taxes, Employer Withholding, Business Net Profits and Hotel Motel Taxes.

Michelle Jordan currently serves as the Tax Manager for the Dayton Branch Office, for the City of Cleveland Division of Taxation, Central Collection Agency (CCA). She has served in this position for nearly five years, providing support for municipalities throughout Ohio. Her nearly 35 year history in municipal income tax include positions as Fiscal Manager for the City of Troy (with responsibilities in both Utility Billing and Municipal Income Tax), Tax Administrator for the City ofTrotwood (setting up their first independent collecting office), City of Miamisburg, Audit Supervisor for the City of Springfield, and Tax Auditor for the City of Fairborn.
In 2004, Michelle founded the Dayton Area Tax Administrators (DATA), to provide additional educational opportunities to cities in the region. Identifying the need for training opportunities with no cost to municipalities, she established DATA to provide open membership to any municipality, no annual dues, and no fee for meetings. She has served in the positions of Vice-President and President of the Greater Ohio Association of Tax Administrators (GOATA), and is an active member of the Ohio Municipal League Income Tax Committee. She has presented at the OML Annual Conference, the OML Tax Conference, the Dayton Area Mayors and Managers Association, as well as to regional finance and tax groups throughout the State.
Michelle attended Wright State University in Dayton, Clark State University in Springfield, Sinclair Community College in Dayton. Michelle is a member of the Dayton Philharmonic Orchestra Chorus, Chamber Chorus, Vocal Ensemble and Festival Chorus, and has performed at the Schuster Center in Dayton, and Carnegie Hall and Lincoln Center in New York City. Mr. Inscho has been with the Auditor of State’s Legal Division since October, 2011. Prior to working for the Auditor, he was an Assistant Prosecutor for Delaware County. After graduating from law school, Mr. Inscho clerked for the Honorable Alfred Nance of the Circuit Court for Baltimore City and was an Assistant Prosecuting Attorney for the City of Baltimore. Mr. Inscho earned his J.D. from the American University Washington College of Law and his B.A. in Economics from The University of Dayton. In addition to the Ohio Supreme Court, he is admitted to practice in Maryland.
Mr. Turner joined the Auditor of State’s Office (AoS) in 1999. Prior to joining the Public Integrity Assurance Team (PIAT), Mr. Turner managed audits of local governments such as school districts, cities, counties, townships and villages. In his current role, he manages the forensic auditors in PIAT and takes an active role in advising on their open fraud cases. In addition, Mr. Turner sits on the AoS Special Audit Task Force, a group led by Auditor Yost, which evaluates the fraud tips and complaints received by the office and determines their response to each.

Andrew Deye serves as Senior Director at JobsOhio. In this role, Andrew oversees strategy, business development and research functions in support of JobsOhio’s nine targeted industries. Previously, Andrew worked in investment banking for 8 years most recently as a Vice President at Greenhill & Co. At Greenhill, and previously at Morgan Stanley in New York and Chicago, Andrew evaluated, structured and negotiated a wide variety of public-private partnership ("P3"), M&A and financing transactions. Jonathan Azoff is the Director of the Office of Debt Management and Senior Counsel with the Ohio Treasurer’s office. In that capacity, he manages the debt issuance process for the various general obligation, revenue, and special obligations for which the Treasurer serves as the issuing authority. He also oversees the servicing of the State’s approximately $10.5 billion debt portfolio.
Jonathan is an advisory board member of the National Association of State Treasurers—State Debt Management Network. Prior to joining the State, he was an attorney with the law firm of Arnall Golden Gregory LLP in Atlanta, Georgia. Jonathan earned his J.D. from the Emory University School of Law and his B.A. from Tulane University.
This training will address updates to the Auditor of State’s 2016 Ohio Compliance Manual Updates specifically related to municipalities in Ohio. In addition, the training will discuss common Ohio Revised Code noncompliance in municipal audit reports as a result of testing the Ohio Compliance Supplement Manual procedures.

Douglas Ferguson has been employed by the Auditor of the State of Ohio office for the past 27 years. The Auditor of State is one of the largest and most respected Governmental Accounting and Auditing organizations in the country. Doug has served in a management capacity for the past twenty three years and as a Senior Audit Manager for the past twenty years. The Senior Audit Manager has the overall responsibility for all audit and accounting services provided to their respective clients. Doug has served on a number of professional committees while serving the citizens of Ohio and has had the privileged to manage some of the largest and more complex clients in the Franklin County area.
