Rusty Bookman is an Account Executive at Energy Optimizers, USA, focusing on K-12 school districts in southern Ohio.

Before joining the Energy Optimizers, USA Team, Rusty was Superintendent of the Meigs Local School District where he also served as principal, teacher, and coach over a thirty-five-year span.

During his superintendence, he served as the chairman of the board of directors of SEOVEC. He received his B.S. from Rio Grande College in 1981 and his M.A. from the University of Dayton in 1992.

She graduated from Dickinson College in Carlisle, Pa in 2008. She served as a Captain in the United States Army with the 101st Airborne Division, with a 12-month deployment to Afghanistan.

During his career, he has been the recipient of six Association of School Business Officials International Meritorious Budget Awards and was the recipient of the Ohio Association of School Business Officials 2011 Outstanding Treasurer of the Year Award. Ryan holds a Bachelors of Business Administration from the Youngstown State University, and is a Certified Administrator of School Finance and Operations.

Todd Puster has more than 25 years of experience serving as Treasurer and Chief Financial Officer of Ohio school districts. He currently serves as Treasurer/CFO of the Orange City School District. His career includes service as Treasurer/CFO to the following school districts: East Liverpool City, Streetsboro City, Ashland City and West Geauga Local.

Todd has been involved in more than $100 million worth of school construction and renovation projects during his career, including East Liverpool’s $43 million classroom facilities renovation project and $2 million non-classroom facilities program. His foresight in the early days of Ohio’s school facilities program allowed the Streetsboro City School District where he worked to lock in 35% reimbursement share for a comprehensive facilities master plan in 2002. Due to changing demographics in that school district, waiting some 10 years for that school district to take its turn in the program would have resulted in State share of about 15%. This foresight saved local taxpayers more than $15 million for a $68 million project.

Todd has demonstrated a strong commitment to excellence in financial reporting and accountability over his career. The Auditor of State has twice recognized Todd and the school districts he has served for excellence. He received the “Auditor of State Award” for the Fiscal Year 2011-2012, Fiscal Year 2012-2013 and Fiscal Year 2013-2014 East Liverpool City School District audits. He previously received the “Making Your Tax Dollars Count Award.” The awards are among the highest tributes a local fiscal officer can receive from the Auditor of State. These awards recognize Ohio public offices that achieve three

benchmarks: outstanding financial reporting, having no legal non-compliance citations and having no findings for recovery of misspent money.

Todd has worked through his professional organizations on various financial improvement efforts. For example, he was directly involved in a legislative task force that worked out implementing details for what has become the Ohio school district five-year forecast. He is regularly asked to share his expertise about financial forecasting and analysis with various education management groups and community groups. Statewide organizations to which Todd has presented include the Ohio School Boards Association, Ohio Association of School Business Officials and the Buckeye Association of School Administrators.

Todd received his master’s degree in business administration from Kent State University and is an alumni association member. He earned his bachelor’s degree from Ohio University. He has participated in various post-graduate education programs through Ashland University and continuing education programs through professional organizations.

Meghan Sullivan-Homsher joined Frontline Education on Feb. 1, 2022. She was previously with the Ohio Department of Taxation and has been a great resource to Ohio schools.  Meghan had been with the Tax Analysis Division of ODT since 2005.  Her responsibilities have included providing analysis of proposed legislation and contributing to department publications.  Meghan’s specific areas of interest include property tax, school district income tax, and state/local revenue sharing.

Dr. Kyle Ramey has spent more than 30 years in education. Ramey has been the Oakwood Schools Superintendent since 2013.  Prior to coming to Oakwood Schools, Ramey was in the Kettering City School district for 20 years as a teacher, principal and director. A native of Heath, Ohio, Ramey, who has a doctorate in educational leadership, is also an adjunct professor at the University of Dayton and serves on the executive board of the Buckeye Association of School Administrators.

Timothy L. Hopkins joined Brookville Schools as superintendent in February, 2000.  Mr. Hopkins brought experience as a classroom teacher, assistant high school principal, high school principal, assistant superintendent and superintendent from previous service in four Ohio school districts.  His roots run deep in the Brookville community having grown up here and graduating from BHS in 1977.

Dr. Howard B. Fleeter received his Ph.D in Economics from the University of California, Berkeley in 1990.  He was a faculty member in the School of Public Policy and Management at Ohio State University from 1989-1999, where he taught courses in Public Sector Economics, Public Finance, and State and Local Government Finance.  He was a four-time recipient of the School’s “Faculty of the Year” award for excellence in teaching.  Dr. Fleeter was also a faculty member in the School of Education at the University of Massachusetts Amherst from 1999-2001, where he taught courses in the Economics of Education and School Finance.  In 2002 he joined with Richard Levin and Bill Driscoll to form the state and local government finance and tax policy consulting firm Levin, Driscoll & Fleeter.  After the retirements of Mr. Levin and Mr. Driscoll, the firm is now known as Howard Fleeter & Associates. 

Dr. Fleeter's research has focused on issues of education finance, education policy, and state and local tax policy and he is the author of numerous policy studies and academic journal articles on these topics.  Since his 1992 report, "Equity, Adequacy and Reliability in Ohio Education Finance" for Governor Voinovich's Education Management Council he has been one of the state’s leading experts on Education Finance.  He has worked extensively with Ohio education policy-makers to improve the state's school funding system for more than 25 years.  He currently serves as a research consultant on education finance and policy issues for the Ohio Education Policy Institute.
