Richard D. Manoloff is experienced as bond counsel in general obligation and special obligation bond financings and as general counsel for Ohio political subdivisions, particularly school districts.
His representation includes counseling public sector clients regarding financings, public records, open meetings, real estate, construction, elections and tax levies. He is frequently invited to make public presentations on these topics. As a co-author, Mr. Manoloff has contributed to Thomson/West’s Ohio School Law.

Patrick King joined Stifel in March 2009 after working with several other national public finance firms since entering the public finance business in 2001. Mr. King has worked on hundreds of short and long-term bond issues with a par amount in excess of $4 billion. His experience includes bond issues for cities, school districts, libraries, counties, special districts, authorities and park districts. Mr. King has made Ohio school finance a focus area of his career and has been engaged by dozens of Districts across Ohio to work on financings. Prior to his investment banking career, Patrick worked in local government in central Ohio. Patrick holds his Masters of Public Administration from The Ohio State University and a Bachelor of Arts from the University of Dayton. Patrick is a general securities representative (Series 7). Patrick is active in the central Ohio community and currently serves on the Board of Trustees for the Solid Waste Authority of Central Ohio, The Franklin County Hospital Commission and the Friends of the Columbus Metropolitan Library.

Mr. Franz joined STIFEL in February 2009 in the firm's Cleveland public finance office. Prior to joining STIFEL, he was employed at Wachovia Securities where he served two Ohio public finance offices, providing analytical and supportive services for issuers at the state, county, city and school district levels. Mr. Franz has experience with voted and unvoted general obligation bonds, various utility revenue bonds, and various types of economic development revenue bonds. Mr. Franz has worked on numerous financings for school district issuers including voted and unvoted general obligation bonds and notes, public issuances and private placements, tax anticipation notes, and certificates of participation. Mr. Franz received his Masters of Business Administration from Cleveland State University, graduated from the University of Dayton with a BS in finance and economics, and is a NASD registered representative (Series 7, 50 and 66).
Participants will be provided with an in-depth exploration of the current economic environment, a discussion of implementing proper investment strategy, a description of the various investment service providers in the marketplace, and a detailed analysis of investment compliance issues.
The course will focus on investments and participants will come away with solid foundational knowledge of investing public funds. Topics covered will include economic/market environment, portfolio strategy, service providers, and compliance issues. Jason Headings holds a B.S. in Marketing and a B.S. in Finance from Miami University, Richard T. Farmer School of Business and is a Chartered Market Technician (CMT). He has over 12 years of investment experience. As Portfolio Manager of the Meeder Money Market Fund, he has been recognized with the Money Fund Intelligence Award by Crane Data in 2012 and 2013 and the “Top Manager Award” from iMoneyNet in 2011 and 2014. Each of those years the Fund ranked highest in the United States amongst all prime retail money market funds. He is an instructor at various educational seminars.
Ohio collateral reform presentation. Attendees to understand the basics of the new OPCS program including TOS, Financial Institution, and Public Entity responsibilities. The presentation objective is to create additional awareness about the program and help initiate conversations between the public entities and the financial institutions regarding how public bank accounts will be impacted.
Collateral reform will impact virtually all public entities in Ohio. It is vital that as many public officials understand the details of the program as each entity will need to take some action before year end.

Patricia Jackson is a Senior Vice President - Ohio Public Finance Group Manager at PNC Bank and currently manages the Ohio Public Finance Banking team. Her group is responsible for providing a variety of tax exempt and taxable financing solutions such as letters of credit, lines of credit, standby purchase agreements and privately placed bonds for non-profit, higher education and government entities in the State of Ohio.
Patti joined PNC in 1989 and spent two years with the Credit Administration Department before joining the Corporate & Institutional Banking team in 1991. Patti was a team leader in the middle market segment primarily providing banking solutions for both public and privately held companies. In 2009, Patti joined the Public Finance team.
Patti received a bachelor's degree in Business Administration and International Business from Bowling Green State University and an MBA from Capital University. She holds the FINRA General Securities Representative (Series 7), Uniform Securities Agent (Series 63) and Municipal Securities Principal (Series 53) licenses. Patti is active in numerous philanthropic and professional organizations including: Board of Trustees and Finance Chair for BalletMet, Finance Committee and Parish Counsel for Our Lady of Victory Church, United Way E3 Women's Mentoring Program.

Mrs. Lewis oversees the Legislative, Policy and Constituent Affairs Department which serves as the liaison between the Treasurer’s office and the General Assembly. The department also identifies, researches, and develops policy positions and initiatives affecting the Treasurer’s office. Prior to arriving at the Treasurer’s office, Lizz worked as a Policy Advisor for former Speaker of the House, William G. Batchelder. She graduated with a Bachelor of Arts in Political Science from Kent State University.
