This course will cover the rules and requirements of Ohio Ethics Laws and related statutes applicable to public officials, including school district treasurers. Topics covered will include the limits and ramifications of public officials and employees from engaging in the following:

1 The course will enhance the attendees’ understanding of the Ohio Ethics Laws and related statutes so that school district officials and employees can understand the rationale behind the laws in order to assist in identifying issues and helping to protect themselves and their districts from violations and liability, as well as to protect the public’s trust in our public agencies.

Katie Johnson is the Deputy Executive Director of the Ohio Association of School Business Officials (OASBO). Prior to joining OASBO, she practiced as a public finance attorney, serving as bond counsel and underwriter’s counsel in debt and lease financings, and as general counsel for Ohio political subdivisions, particularly school districts.
In addition, she has experience working with school districts throughout Ohio on bond issues, note issues, leases, contracts, tax levies, public records, and other matters of concern to school business officials.
As OASBO’s Deputy Executive Director, she serves as in-house legal counsel, keeping staff and OASBO members abreast of legal and regulatory compliance issues in school business.
Prior to beginning her legal career, Katie was a middle school mathematics teacher. She has continued to work with school district throughout her career as a public finance attorney and now as OASBO’s Deputy Executive Director. Katie is currently the President of Ohio Women in Public Finance.
This course will cover the essentials of property tax valuation, projections regarding 2020 valuation updates, inside millage, outside millage, different levy types, estimating revenue, rollbacks and trends. The course will provide essential information about property values and taxation and how school business officials interact with a county auditor's office.
Understanding the valuation process, different types of levies and millage is very important for every school business official. As values, laws and trends change, it is important to keep up with the latest information. Understanding all the tools and resources available in the county auditor's office is very important.

Karl L. Keith was appointed Montgomery County Auditor in December 2000 and elected to full four-year terms in 2002, 2006, 2010 and 2014.
Mr. Keith began his career as a state examiner in the county/township audits division for the Ohio Auditor of State. He subsequently served eight years in the Montgomery County Treasurer’s Office first as fiscal systems analyst and later as assistant treasurer for cash management. He was appointed chief deputy auditor in 1991, a position he held for over nine years prior to his appointment as auditor. A Certified Cash Manager, Mr. Keith earned a bachelor’s degree in political science from Ashland College and a master’s degree in political science from Miami University in Oxford, Ohio. In 2002, he earned the Ohio Financial Accountability Certification from the State of Ohio, and he completed the Community Land Reform Initiatives Program at Harvard University’s Kennedy School of Government in 2009. Mr. Keith is the past president of the County Auditors’ Association of Ohio and was the recipient of the Association’s Richard J. Makowski Award as the Outstanding County Auditor for 2012. He is a member of the Montgomery County Animal Resource Center Advisory Board and previously served as the president of the Ashland University Alumni Association Board of Directors. In 2016, he received the Ohio Government Finance Officers Association's Lifetime Achievement Award. Karl, his wife, Doris, and their dog, Winston, reside in the City of Dayton.
This session will discuss the various aspects of the grants management process at both the state and district levels. This discussion will include navigating and working in ODE's e-grant system (CCIP), address any future updates, identify uniform guidance sections of interest (such as policy and procedures and internal controls) and compliance monitoring results.
Managing grants is an important facet of the operations of a district. However, training on specific requirements and use of the CCIP are limited. This session is geared to provide treasurers with the needed information to ensure they manage grants effectively and efficiently all the while ensuring they stay within federal compliance.

For the past 4 years Brian has served as the Executive Director of the Office of School Finance at the Ohio Department of Education. Prior to becoming Executive Director, he served as the Director of the Office of Federal and State Grants Management for 12 years. With Brian’s expanded role he not only oversees Office of Grants Management, but now manages additional offices which include; Field Services, Fiscal Oversight and Accountability, External Monitoring, Transportation and Medicaid.
In addition, Brian served on the steering committee to develop and implement a new Statewide E-grant system. The new system rolled out in 2017 with several agencies in implementation mode.
Prior to joining the ODE, Brian served with the Auditor of State and the Ohio Department of Development as Audit Supervisor. During his time with the Auditor of State’s Office Brian was in charge of the Department Human Services at both the state and county levels. While with the Department of Development he completed financial/programmatic compliance audits and technical assistance to Cities, Counties and Non-Profits.
