Michelle Francis is the Executive Director of the Ohio
Library Council, the professional association that represents Ohio’s 251
public library systems, including their administrators and staffs,
trustees, and Friends groups. The OLC is acknowledged as one of the
leading statewide library associations in the country and is
consistently recognized among professional associations in Ohio for its
outstanding advocacy efforts, information resources, and member
services. As the chief executive officer for the OLC, she is responsible
for working with the OLC Board of Directors to establish and execute the
strategic direction of the organization and the day-to-day direction
and management of its 10-member staff. Michelle was named the Executive
Director in June 2019. Prior to that,she served as the OLC’s Director of
Government and Legal Services where she monitored state and federal
legislation affecting public libraries, directed OLC’s lobbying efforts,
and assisted members with legal questions. She has been with the
organization since 2014. Before joining the OLC staff, she served as the
Deputy Director of Legislative Services for the Ohio School Boards
Association where she represented Ohio’s public school districts for
nine years. Michelle holds a Juris Doctorate Degree from Capital
University Law School and is a graduate of Morehead State University
with a Bachelor of Arts Degree in Political Science.

Elizabeth has been with the Ohio Auditor of State’s Office for 12 years and is a Senior Forensic Audit Manager for the Special Investigative Unit.  The Unit conducts limited scope examinations of financial records designed to investigate allegations of fraud, theft or misappropriation of public funds.  Prior to joining the Unit, she was a financial auditor with the office for eight years.  Elizabeth has a dual Bachelor’s Degree in Accounting and Business Administration from Franklin University and is a Certified Fraud Examiner.

From 2001-2018, Auditor Faber served Ohioans in the state legislature, including time as President of the Ohio Senate.  He earned a reputation for restraining state spending, lowering taxes and advocating for more transparent, accountable government. 

Faber earned his undergraduate degree from Oakland University and his Juris Doctorate from the Ohio State University Moritz College of Law.  After working in the private sector, he opened his own law firm, Faber and Associates LLC.

Jeff is of counsel in the Vorys Columbus office and a member of the
tax group. He regularly advises business and individual clients in
federal income and employment tax matters regarding:

• the permissibility of federal income and employment tax return positions
• tax compliance and procedures
• the federal income and employment tax consequences of proposed transactions
• alternative structures to minimize federal income and employment tax liability

Jeff
assists clients with employment tax reporting and withholding and
regularly advises clients’ in-house or external accountants during
income or employment tax audits.  He represents clients before the
Internal Revenue Service in cases of disputed liability involving
federal income tax, federal employment tax, federal excise tax and
several types of civil penalties both at audit and before the Internal
Revenue Service Office of Appeals.  Jeff also has represented taxpayers
in federal excise tax disputes before the Alcohol and Tobacco Tax and
Trade Bureau.  He routinely assists the firm’s state and local tax
subgroup in litigation involving various state and local tax disputes,
and he has appeared before the Ohio Board of Tax Appeals and the Supreme
Court of Ohio.

Jeff is a six-year veteran of the United States
Naval Nuclear Power Program where he served on a fast attack submarine.
 He specialized in integrated operation of power plant systems, and
further specialized in chemistry and radiologic control.  He has worked
in his tax practice with public utilities, industrial power producers
and other major manufacturers to obtain and defend function-based state
personal property and sales tax exemptions for various equipment.
 Additionally, Jeff has advised clients regarding federal tax credits
available for power production activities.

His notable experience includes:

• Analyzing federal income tax issues involving complex business structures for transactions exceeding $1 billion
• Successfully defending more than $60 million of assessed federal civil tax penalties
• Integral involvement in taxpayer victories at the Supreme Court of Ohio in Newman v. Levin, 120 Ohio St.3d 127 (2008), Beaver Excavating et al. v. Testa, 134 Ohio St.3d 565 (2012), and Gesler et al. v. City of Worthington Income Tax Board of Appeals et al., 2013-Ohio-4986 (2013)

Mark Bell primarily works with a wide range of partners throughout Ohio,
organized into the Ohio Cyber Collaboration Committee (OC3) to improve
the cyber security posture of the state through education and workforce
development, the creation of a Cyber Range in Ohio, the development of
cyber response teams for Ohio, and the sharing of best cyber practices
and policies throughout the state. Prior to working for the Ohio
National Guard, Mark worked as District Director and Deputy Chief of
Staff for Congressman Patrick Tiberi. In addition to his work at the
Ohio National Guard, Mark continues to serve in the US Army Reserve as
the Command Sergeant Major of a Military Police Battalion located in
Columbus.

Jesse is a Quality Assurance and Technical Specialist in the Center for Audit Excellence Division of the Ohio Auditor of State’s Office.  He started with the office as a staff auditor out of the Dayton (West) Region.  He managed engagement audit teams prior to taking a position within the Center.  Prior to working for the Auditor of State, Jesse was a Sergeant in the United States Marine Corps.

Jesse is a graduate of Urbana University; he is a CPA and a member of the American Institute of CPAs.  Jesse lives and works out of Champaign County.

Susan Willeke is an accomplished government - relations professional with more than 20 years’ experience in public affairs, communication and public speaking.  Susan joined the Ohio Ethics Commission in 2005 as the Education and Communications Manager where she oversees and conducts educational and communication outreach.  In that position, Susan presents approximately 200 speeches annually, develops information strategies regarding agency programs and represents the Ethics Commission to Ohio citizens, the media and the Ohio legislature.  Prior to joining the Commission, Susan served in the communications office at the Ohio Environmental Protection Agency and as a legislative aide in the Ohio House of Representatives.   

Susan is a Summa Cum Laude graduate of Ursuline College in Pepper Pike, Ohio.  In 2011, she was selected to present at TEDx Columbus, a conference for “Ideas Worth Sharing” and identified as one of Central Ohio’s “Leading Thinkers and Doers.”
