Dr. Lindsey Piegza is the Chief Economist for Stifel Fixed Income. She specializes in research and analysis of economic trends and activity, world economies, financial markets and fiscal policies.
Piegza joined Stifel in 2015 amid the merger with Sterne Agee where she was Chief Economist. Prior to her roles with Stifel and Sterne Agee, she was the Senior Economist for an investment bank for eight years in New York City.
In addition to more than 13 years of professional experience, Piegza has published academic papers in prestigious journals such as the Harvard Business Review and in textbooks from Northwestern University’s Kellogg Graduate School of Management.
Often quoted in the business press, Piegza is a regular guest on CNBC, Fox News, CNN and Bloomberg, as well as national radio and other business news outlets. She is also a highly sought after speaker across national and international forums.
Piegza is a member of the National Association for Business Economics (NABE) and American Economic Association (AEA). She holds a B.A. from Northwestern University in political science and a B.A. in economics with honors and distinction. She earned her Ph.D. in economics from the City University of New York. You may have heard of the Inflation Reduction Act (IRA) by now - a law passed by the federal government in 2022 to further its goal of greatly reducing carbon emissions levels by 2030. The IRA authorizes direct dollar-for-dollar cash payments to local governments and tax-exempt organizations to encourage the implementation of clean energy-related assets – including school districts. With a background in business and taxation law, John Flis is a public finance and energy tax attorney who partners with public and private entities to accomplish their project goals. Specifically, John spearheads our Inflation Reduction Act practice and manages bond and economic development matters.
Ensuring that financial transactions occur both smoothly and with all legal considerations addressed, John is familiar with each stage of funding for all types of projects and has been involved in large, complex transactions. He helps both experienced and inexperienced clients fully understand and make informed decisions regarding the details of their matters, from inception to close.
In August 2022, the Inflation Reduction Act became law and overhauled the domestic clean energy industry. Since that time, John has become highly experienced on many of the incentives and tax credits that are available to both public and private entities. Jacquelin R. Lewis is a member of the Bricker & Eckler Public Finance group. While in law school, Jackie served as a Senator on the Inter-Professional Council, Vice President of the Black Law Students Association, Communications Editor of the Ohio State Entrepreneurial Business Law Journal, and a clerk on the Moot Court Governing Board. She is the former Director of Public Affairs for the Ohio Association of Community Colleges. Ryan Pendleton is the Executive Director of the North
Coast Shared Services Alliance where he coordinates financial and operations
support for northeast Ohio school districts through the Educational Service
Centers of Northeast Ohio, Medina, and Lorain Counties.
Ryan is very active in state and federal issues
concerning education and the potential impact on the students of Ohio. He is a
member of the Fair School Funding WorkGroup, co-chairing both the Base Cost and
Analysis and Support Groups. As an inaugural member of the WorkGroup,
Ryan made significant contributions to creating and advocating for Ohio’s new
state funding formula. His efforts contributed to the Fair School Funding
Formula being included in the 2022-2023 Biennium Budget.
Ryan is a Leadership Akron Class 32 graduate and
dedicated to serving the community, in particular the students across
Ohio. Prior to working at North Coast Shared Service Alliance, Ryan was
the CFO/Treasurer of Akron Public and Barberton City Schools and worked
previously as a financial advisor.

Andrew Pizzulo joined North Coast Shared Services Alliance in November 2022. Andrew’s extensive experience in school finance and accounting lends him a unique perspective when it comes to finances. Andrew is a licensed Ohio school treasurer with a wealth of knowledge in school accounting and best practices.
Andrew previously worked at Akron Public Schools as the Financial Operations Coordinator where he managed the strategic alignment of the Elementary and Secondary Schools Emergency Relief (ESSER) funds to district-wide initiatives. He provided oversight of the $150 million in funds to ensure the funds were used equitably for all students. Andrew had also served as the accountant for Akron Public Schools, where he implemented procedures to improve efficiency across the district. Andrew’s commitment to creating high-level, detailed reports for both internal and external stakeholders was crucial to the decision making of the district.
Andrew had worked as an assistant auditor for the Ohio Auditor of State for several years prior to transitioning to school finance. There he assisted in the preparation of audit reports at the conclusion of the testing.
Andrew has assisted with the Fair School Funding Plan, preparing presentation materials and assisting treasurers understand the changes to the foundation payments under the new budget.
Andrew obtained his accounting degree from Youngstown State University and is highly involved with Ohio Association of School Business Officials (OASBO).

Kyle Kiffer became the Treasurer/CFO of the Streetsboro City School District in April of 2021. Before that Kyle spent two years as the Assistant Treasurer of Strongsville City Schools and nine years with the Ohio Auditor of State’s office. Kyle has been a swim coach for Valley Forge High School, Padua Franciscan High School, and Strongsville High School.
Kyle received a degree in Accounting and Financial Management from Hiram College, where he continues to volunteer as a mentor to students within the College’s accounting program. He has also run ten marathons and is a three-time Ironman, a 140.6-mile triathlon. He resides in Lakewood, Ohio with his wife Jennifer and two daughters.

Mr. Cashell is a Managing Director in the Cincinnati, Ohio Municipal Finance office of RBC Capital Markets and manages Public Finance for Ohio.
Mr. Cashell joined RBC Capital Markets in 2002 after serving as Chief Operating Officer/Chief Information Officer for Cincinnati Public Schools. As COO/CIO, Mr. Cashell oversaw all non-instructional areas for the district. Prior to coming to Cincinnati, Mr. Cashell served for nine years in finance, policy and administrative positions in Delaware state government. His last position there was Associate Secretary of Education for Finance, Policy and Administrative Services. In the latter role, Mr. Cashell acted as the Chief Financial Officer for the State Department of Education.
Mr. Cashell specializes in education and local government transactions including tax increment financing (TIF). Mr. Cashell also administers several large structured pooled financing programs in the State of Ohio.
Mr. Cashell currently holds Series 7, Series 63, Series 53, Series 24 and Series 50 licenses. Mr. Cashell holds Bachelor of Science and Master of Science degrees in Economics from the University of Delaware, specializing in mathematical economics and econometrics.

Mr. Laskey is a Director in the Cincinnati, Ohio Municipal Finance office of RBC Capital Markets and has worked at RBC Capital Markets since July of 2006. Andrew has worked with hundreds of local governmental entities throughout Ohio on debt offerings including school districts, cities, counties, townships as well as the State of Ohio. Additionally, Andrew has presented at numerous conferences on a variety of topics related to municipal bond issues and the bond underwriting process.
Andrew currently serves on the Board of Trustees for the Ohio Municipal Advisory Council, a repository of statistical information relating to Ohio municipal issuers and their securities. Coast Shared Services Alliance where he coordinates financial and operations
support for northeast Ohio school districts through the Educational Service
Centers of Northeast Ohio, Medina, and Lorain Counties.
Ryan is very active in state and federal issues
concerning education and the potential impact on the students of Ohio. He is a
member of the Fair School Funding WorkGroup, co-chairing both the Base Cost and

Craig Yaniglos began his career as a Treasurer/CFO in 2017 at Brookfield Local School District (BLSD), and briefly the Treasurer/CFO of BLSD and Niles City Schools (2019) before accepting his current position at Brecksville-Broadview Heights CSD. George Anagnostou became the Treasurer/CFO for the Strongsville City School District in 2015. Anagnostou has eighteen years’ experience in government accounting. Prior to working at Strongsville City Schools, Anagnostou spent seven years at the Cleveland Metropolitan School District (CMSD). Anagnostou spent his first two years at CMSD as the Manager of Cash Management and Financial Reporting, and the remaining five years as the Executive Director of Budgets and Grants. His foresight in the early days of Ohio’s school facilities program allowed the Streetsboro City School District where he worked to lock in 35% reimbursement share for a comprehensive facilities master plan in 2002. Due to changing demographics in that school district, waiting some 10 years for that school district to take its turn in the program would have resulted in State share of about 15%. This foresight saved local taxpayers more than $15 million for a $68 million project.
Todd has demonstrated a strong commitment to excellence in financial reporting and accountability over his career. The Auditor of State has twice recognized Todd and the school districts he has served for excellence. He received the “Auditor of State Award” for the Fiscal Year 2011-2012, Fiscal Year 2012-2013 and Fiscal Year 2013-2014 East Liverpool City School District audits. He previously received the “Making Your Tax Dollars Count Award.” The awards are among the highest tributes a local fiscal officer can receive from the Auditor of State. These awards recognize Ohio public offices that achieve three
benchmarks: outstanding financial reporting, having no legal non-compliance citations and having no findings for recovery of misspent money.
Todd has worked through his professional organizations on various financial improvement efforts. For example, he was directly involved in a legislative task force that worked out implementing details for what has become the Ohio school district five-year forecast. He is regularly asked to share his expertise about financial forecasting and analysis with various education management groups and community groups. Statewide organizations to which Todd has presented include the Ohio School Boards Association, Ohio Association of School Business Officials and the Buckeye Association of School Administrators.
Todd received his master’s degree in business administration from Kent State University and is an alumni association member. He earned his bachelor’s degree from Ohio University. Becky started her career as the assistant treasurer for her Alma Mater, Martins Ferry City Schools. After twelve years she accepted the treasurer/CFO position for the Wellsville Local School District in Northeast Ohio. Her love of the Central Ohio area found her accepting the assistant treasurer position at the fastest growing school district in the State of Ohio, Olentangy Local Schools. After a year and a half she was promoted to the Treasurer/CFO role when her predecessor joined Upper Arlington Schools. The district grew over twice its size to over 16,000 students under her financial leadership. After nine years with Olentangy Schools she was recruited by the New Albany-Plain Local Schools and has been with this district for three years. Deb recently joined the North Coast Shared Services Alliance to provide additional support to district Treasurer’s offices on an as needed basis. Deb retired from her Assistant Treasurer position in Westlake City Schools this past January. Although the initial plan was to relax and enjoy retirement, there was a district in need of additional support during a transition time and Deb simply couldn’t ignore a district in need.
Deb has over 30 years of school finance experience with a concentration in payroll. Upon receiving her Bachelor’s in Accounting, she worked for many years as a Public Accountant. Deb went on to work for publicly held corporations as well as privately owned businesses, gaining an overview of finances and payroll from many different perspectives. Ultimately, Deb found school finance and in particular school payroll fulfilled her passion to problem-solve and teach others to do the same. Deb is delighted to share some of her experiences and knowledge gained through those various avenues with you today in this session.

Jude was the Erie County Auditor from July 1998 – July 2005. During his time in office, he also acquired a significant amount of experience in school funding. Jude left the Auditors office to become the Treasurer/Business Manager of Margaretta Local School District.
Jude has served in the capacity as a School Treasurer for four (4) School District. He has over sixteen (16) years of experience as a School Treasurer.
Jude has worked on and off for Appraisal Research from August of 2018 through September 2022. He worked with the Operations and Project managers to oversee the management of projects. Becky started her career as the assistant treasurer for her Alma Mater, Martins Ferry City Schools. After twelve years she accepted the treasurer/CFO position for the Wellsville Local School District in Northeast Ohio. Her love of the Central Ohio area found her accepting the assistant treasurer position at the fastest growing school district in the State of Ohio, Olentangy Local Schools. After a year and a half she was promoted to the Treasurer/CFO role when her predecessor joined Upper Arlington Schools. The district grew over twice its size to over 16,000 students under her financial leadership. After nine years with Olentangy Schools she was recruited by the New Albany-Plain Local Schools and has been with this district for three years. During these career transitions Becky also helped lead OASBO. She held the offices of Southeast Region Director, Vice-President, President Elect, President and Immediate Past President. Through the years she has served on numerous committees and continues to serve on the Legislative Committee as well as many focus committees. Becky is also asked to speak on a variety of topics not only for OASBO seminars but other state organizations as well.

Laura Sauber has been the Finance Director at the Shared Resource Center since 2016. Through this role, she has worked with many districts in Southwest Ohio and is currently the Treasurer of Centerville City Schools and Valley View Local School District. Prior to being hired at the Shared Resource Center, she was the Treasurer of Sylvania City Schools for 7 years. She started her career as a Treasurer in Northwest Ohio, spending 5 years at Gorham Fayette Local Schools and another 5 years at Edon Northwest Local Schools.
Ms. Sauber is a graduate of the University of Toledo with a Master of Business Administration degree with a Finance track. She is a member of the Ohio Association of School Business Officials and a past president of the Northwest Ohio Chapter of OASBO.
One of Ms. Sauber’s greatest accomplishments as a Treasurer was leading a team from the Shared Resource Center that guided a district from an “unauditable” designation from the Ohio Auditor of State’s Office into compliance with all auditing standards.
