Tammi Cowell has returned to Tri-RIvers Career Center to serve as Treasurer/CFO. She was employed as the Assistant Treasurer for ten years prior to leaving to become Treasurer/CFO at Northmor Local School District from 2014-2019. She has been an active member of OASBO for many years serving as both a volunteer, co-chair and chairperson for the annual conference and has recently become a mentor to help prepare beginner Treasurers in their new position.
This course will cover a variety of timely EMIS data related topics and their relationship with school funding. This will include an explanation of the importance of EMIS reporting accuracy and completeness to ensure the district is both compliant and appropriately funded.

We will discuss how the student and staff data reported to ODE is culminated for a variety of reporting that is translated into school funding. All data reported by each school district is captured in the EMIS system – the importance of this data is vital for proper funding and report cards that reflect the school’s accomplishments accurately. Understanding all this data and how to report it in the EMIS system and allow it to be understandable for the users is also very important to the stakeholders in our state. Understanding the submission process for excess costs is important from both a revenue and expenditure perspective. Catastrophic costs can be a sizable reimbursement. Thus, record-keeping and organization throughout the submission process is important.

Tammy Hrosch is the EMIS Manager for META Solutions and leads a team of twenty three EMIS specialists across five META locations. She has been reporting EMIS data for 19 years and is actively involved with the Ohio Association of EMIS Professionals serving on a variety of committees and former treasurer of the organization. She is a member of the ODE EMIS Advisory Council and is the developer and trainer of materials for the ODE EMIS Alliance grant. Tammy holds a bachelor’s degree in business administration and holds an Ohio school treasurers license.

Janice Allen was one of the first African-American triplets born in Dayton; was one of only 40 women selected from around the U.S. to participate in the University of Dayton’s re-entry engineering program for women with math and science degrees, member of the first graduating class of Chaminade-Julienne and currently represents less than 1 percent of all African-Americans and less than 25 percent of all women school treasurers in the State of Ohio.
Allen joined Trotwood-Madison City School District as treasurer/chief financial officer in November 2011; she is responsible for a $50 million budget that provides resources for over 3,300 students and more than 450 employees. She began her career as a program analyst for NCR Corporation, and after receiving a National Science Foundation scholarship to study electrical engineering at UD, she took a job with Dayton Power & Light as a microwave engineer; responsible for the company’s telecommunications. Her love of numbers brought her to Dayton Public Schools for two decades where she held several financial positions, the last being assistant treasurer.
Beyond her professional accomplishments, Allen has a strong history of community service. She was named as one of the 2018 YWCA Dayton Women of Influence. She was crowned Bravo! Dayton’s Favorite Community Role Model by the Opera Guild of Dayton in 2016. Janice is a member of the Dayton Chapter of the Links, Incorporated where she presently serves as the Sponsorship Chair for their annual Cookin Men fundraiser and is the co-chair of the Services to Youth facet. She has served as the local president of this national women’s service organization. She is a member of St. Benedict the Moor Catholic School’s Education Commission. As the Chairperson of the Cardinal Bernardin Awards Banquet program, she helped raise over $30,000 in the last four years to buy playground equipment and computers for the St. Benedict the Moor Catholic School. She is a member of Delta Sigma Theta Sorority’s International Awareness committee whose main focus is to eradicate human trafficking of young women. She meets weekly as a four year commitment with a Trotwood-Madison High School female student as part of the Montgomery County College Promise Mentor program to help break the cycle of poverty through education.
She presently serves on the UD/West Dayton Steering committee to help sustain an open dialogue between both entities. She has served on the Montgomery County Developmental Disabilities Services Board as secretary to the Board and chair of the Finance Committee, Chaminade-Julienne Board of Trustees as secretary and chair of the Mission and Effectiveness committee, Montgomery County Levy Council and many boards throughout the years.
Her professional organizations include Chair of volunteers for the Ohio Association of School Business Officials (OASBO) Annual Workshop, Vice-President for the Miami Valley School Business Officials (MVSBO), Government Finance Officers Association (GFOA), Ohio High School Athletic Association Treasurer Liaison Group and the City of Dayton Tax Incentive Review Council.
She is the proud mother of two sons; Sean and Evan Allen and daughter-in-law, Tia Allen.

Kristine Blind is the CFO/Treasurer for the London City School District in Madison County. She previously held this position from August 2011 through August 2017 before leaving for the same position with Gahanna-Jefferson Local Schools.
Kristine has been involved in school finance since 1996, beginning as a support staff member in Washington County. She has held several positions throughout her career before becoming a Treasurer in 2009. As a long-time OASBO member, Kristine has participated in numerous committees and serves as a seminar director, mentor as well as frequent presenter.

Ryan Pendleton is the Treasurer/CFO of Akron Public Schools where he oversees a budget of more than $500 million in public funds. Ryan is dedicated to serving the community, in particular the students of Akron Public Schools. He is very active in state and federal issues concerning education and the potential impact on the students of Ohio. Ryan is a Leadership Akron Class 32 graduate and serves as the Legislative Chair and Northeast Region Director for OASBO (Ohio Association of School Business Officials). Prior to working at Akron Public Schools, Ryan was the Treasurer/CFO of Barberton City Schools for nine years and worked previously as a financial advisor.

Robert completed his education in 1995 from the University of West Florida with a B.S. in Criminal Justice. He worked in the insurance and investment industry until joining TSACG in April of 2002 as a Program Consultant to both service and market new clients. Robert has been instrumental in the continued growth of TSACG and as over 18 years of experience providing compliance, administration, and education to 403(b) and 457 plans nationwide. Mr. Hensley is Senior Vice President-Chief Operations Officer of TSA Consulting Group, Inc. (TSACG). He joined TSACG on July 1, 2011, in conjunction with their acquisition of Great American Plan Administrators, Inc. (GA Plan). Kevin joined Great American in 1996, and after holding various positions in its Annuity Services area, was one of two individuals tasked in 2005 to launch and operate a Third Party Administrator. He was instrumental in creating and managing the day-to-day operations of GA Plan and left Great American as Vice President-Sales & Marketing. Kevin has more than 30 years of financial services experience, and in his current capacity, holds a key leadership role for a firm serving more than 3,000 clients in 46 states. This course will cover an overview of the basic compliance requirements for the Family and Medical Leave Act (FMLA) and the Fair Labor Standards Act (FLSA), including recent developments with regard to school district compliance.
1 The course will provide basic information regarding district obligations for receipt and processing of FMLA leave requests, including recent developments in district legal obligations. The course also will provide a basic overview of FLSA requirements, including minimum wage, overtime, posting, record-keeping, employment of minors, and the impact of collectively bargained language.
