Biography on Wendy Speelman
Wendy has been a Revenue Agent with the IRS for 25 years in the Mansfield office.
She has specialized in employment tax for the last 18 years with 15 of those years dealing specifically with state and local government entities. Most recently she has been on details to Issue ID, Classification and Communication and Liaison Operations.

Julia Donnan is an associate attorney with the law firm of Brosius, Johnson & Griggs, LLC. She received her Bachelor of Arts from Baldwin Wallace College and Juris Doctor degree from The Ohio State University Moritz College of Law. Ms. Donnan’s practice of law includes the representation of townships, predominantly in central Ohio, and their respective boards of trustees on a broad variety of matters ranging from the abatement of nuisance properties, to addressing labor complaints. Ms. Donnan is a member of the Ohio Township Association, as well as the Ohio Township Association Law Directors’ Group.

Heidi first joined the OTA in 2000 as the Governmental Affairs Associate and worked her way up to Executive Director beginning January 2020. Known as the “Township Lady,” Heidi is responsible for managing all aspects of the organization and reports to the OTA Board of Directors. She frequently contributes to Association publications and routinely presents at educational events and county township association meetings.
Heidi graduated from Muskingum College in 1998 with a B.A. in Political Science. Prior to joining the OTA, she served as a Legislative Aide to a member of the Ohio General Assembly. Heidi lives in Bennington Township (Licking Co.) with her husband, Bret, and two dogs - Lady & Ice. She enjoys cheering on the Columbus Blue Jackets, taking rides on the back of her husband’s Harley, quilting, and traveling.

Mary Palowski has worked in the accounting field for over 35 years. After graduating from WestTech High School in Cleveland, she obtained a BA in Accounting from Cleveland State University by attending evening classes and working full-time in an accounting office. Since then, she has worked in a few different companies as an accountant/human resource management. During the last ten years she has continued her career as a public accountant and tax preparer for a local firm in Medina. Mary has served as fiscal officer for Montville Township since 2004.

Kip Wahlers
Ice Miller
Kip Wahlers has more than two decades' experience in the field of public finance, economic development and public law. Kip has represented state and local governments at all levels as bond counsel and has also served as underwriters' counsel, bank counsel and counsel to private sector entities doing business with government.
Kip's experience includes financings and projects with port authorities, counties, municipalities, townships and school districts. Kip also advises clients on public records issues and ethics issues.
Kip has authored legislation relating to financing programs in Ohio and elsewhere, including tax credits, loan programs and amendments to legislation establishing new community authorities and authority for impact facilities. He has assisted private companies in obtaining incentives from state and local governments, including tax incentives, tax abatements and tax increment financing.
Kip is former general counsel for JobsOhio and for Browning & Associates, a municipal financial advisor. He is a native of Toledo, Ohio, and has lived in the Columbus area since 2000.
Wahlers graduated magna cum laude, with highest honors, from University of Georgia, in 1985 where he received a Bachelor of Arts in English. He graduated from University of Michigan where he earned his Master of Arts in English in 1986. Andrea Weaver has served as Union County’s Auditor since March 2011, and during her tenure has been awarded a variety of education and leadership awards. She recently served as the 2021 President of the County Auditors’ Association’s (CAAO). She serves on the Ohio Government Finance Officers Association (GFOA) board, specifically the Legislative committee, and served one term (2-18-2021) on the Ohio State Audit Committee (SAC), appointed by then-Senate President Obhof. She is a member for the Memorial Health Foundation board and is a past member of the Union County YMCA Board of Directors. She is a member of the Association of Government Accountants, (AGA) and Union County’s Republican Central Committee. Finally, she is a 2012 graduate of Union County’s Leadership program and a 2014 graduate of the JoAnn Davidson Leadership Institute. Andrea served as the elected County Recorder in Mercer County, Ohio from 1997-2000. Andrea earned a BS, Accountancy from Miami University and an MBA, Finance from St. Francis University. She earned the professional designation of Assessment Administration Specialist, AAS from the International Association of Assessing Officers (IAAO) in 2012. She lives in Marysville with her husband Dave and has 5 adult children and 7 grandchildren.

Paul Rutter is a member of Bricker & Eckler's Public Finance group and practices in the areas of public finance and public law, emphasizing school and local government law. A significant portion of his practice is committed to serving as bond counsel for various school districts, municipalities, counties, townships, port authorities and other governmental entities in conjunction with the tax-exempt and taxable financing and refinancing of capital improvement projects including general obligation, special assessment, utility revenue and 501(c)(3) conduit financings. Chip Holcombe works with current and prospective Columbus 2020 investors to build upon the public- private partnership focused on regional growth. He served as campaign director of the original Columbus 2020 fundraising campaign in 2010-2011. Holcombe joined Columbus 2020 after most recently serving as a principal officer of Resource Development Group, where he managed dozens of economic development fundraising campaigns around the country in which he solicited more than 5,000 business and community leaders in support of local and regional economic development programs. Holcombe brings 20 years of experience managing economic development funding campaigns ranging from countywide organizations in Ohio, Michigan and North Carolina to major metro regional initiatives in Oklahoma City, Minneapolis, Memphis and Detroit. Holcombe earned a Bachelor of Arts degree in political science and economics from Ohio Wesleyan University.
