The annual Training Program is conducted in conjunction with the national Association of Public Treasurers of the United States and Canada. Completion of the three year training program completes APT US&C’s education requirements for the CPFA. Mr. Sudsina, CEO of Sudsina & Associates, LLC, provides financial advisory and deal structuring services, plays an active role in the preparation of official statements for clients and regularly prepares issuers for credit rating presentations. His most critical role, however, is providing pricing and structuring oversight to ensure on-market pricing with the most flexible terms for clients' financings. He has served as financial advisor or lead banker to nearly 50 cities, counties, schools and special districts in Ohio and Pennsylvania. Overall, he has participated in more than 300 financings amounting to over $3 billion in par value.
Mike is one of only two Certified Independent Public Financial Advisors in the State of Ohio, a certification bestowed upon only highly qualified professionals by the National Association of Independent Public Financial Advisors (NAIPFA). He has published articles on the topic of municipal finance and lectured to numerous academic and professional organizations. He has served on the Debt Policy Committee of the Association of Public Treasurers of the U.S. and Canada, is a member of that organization of of the Government Finance Officers Association, the Cleveland Chapter of the Municipal Finance Officers Association, the Association of School Business Officials and Sudsina & Associates is a firm member of NAIPFA. Mr. Van Wagnen provides analytical support for all clients including debt service structuring, actively assisting in the preparation of official statements and credit rating presentation and market research in advance of pricing and post-pricing.
Prior to joining Sudsina & Associates Greg worked in various roles at JP Morgan Chase. There he ran the technology aspect of their Wealth Management trading desk. He has also served as a risk management analyst for the JP Morgan Institutional Bond department where corporate client accounts ranged from $100 million to $12 billion. He has spent time in multiple equity research roles in Columbus and Chicago and in a more analytical role he researched trading slippage costs of different brokers. Between undergraduate and graduate school Greg worked as an accountant for JP Morgan Chase’s mortgage department.
Greg received a Bachelor of Science in Business Administration, Finance, and Economics from The Ohio State University and went on to attain a Master of Finance degree, also at OSU. He is continuing his education in the Chartered Financial Analyst program and is planning to sit for the MSRB’s Series 50 exam. Before attending college Greg worked at his family’s Cleveland based school bus and coach bus company running their payroll department and filling their general accounting needs. Greg has also has passed the new Series 50 Pilot Exam for Municipal Advisors.

Prior to joining Sudsina & Associates Mike was the Interim City Manager for the City of Huron, Ohio. In that role he served as the Chief Executive Officer oof the city overseeing and directing the operations of a 54-employee full-service municipality with a $24 million annual budget. He previously served as the assistant city manager where he directed all economic development activities of the city and provided complex administrative, financial, and technical support to all city departments to ensure the operational health of the organization. Mike directly managed all planning, zoning, and development activities and served as staff liaison to all Zoning Boards (Planning Commission, Design Review Board, Board of Building and Zoning Appeals). During his tenure at the city, he also provided technical support to the Finance Department in capacity as the Assistant Finance Director.
Mike received a Master of Public Administration degree from the University of Dayton. During his studies at Dayton, he served as a Graduate Assistant in the Political Science Department and gained practical experience as a Management Assistant for the City of Centerville. He also has a BA in Political Science from The Ohio State University with a minor in General Business. Mike has attained the Governmental Accounting Certificate from University of Georgia Carl Vinson Institute of Government. He has passed the Series 50 exam for Municipal Advisors.

How he’s helped clients meet their business needs:
A new treasurer of an entity was not comfortable with the internal controls procedures in place in terms of their efficiency and design to reduce risk. We performed an internal control study to identify potential weaknesses in internal controls and provided recommendations to strengthen internal controls to reduce the risk of errors and/or fraudulent activity.
An entity’s general ledger included several miscoded and/or unrecorded transactions that prevented them from properly preparing financial statements that could be audited. We evaluated the general ledger account coding to provide recommendations to the financial records which would properly report and classify transactions in order to prepare financial statements that can be audited.
An entity was unable to properly reconcile their bank accounts to the general ledgers, primarily caused by inaccurate general ledgers. We assisted in performing bank reconciliations in order to accurate state account balances.

Becky Princehorn is a partner and co-chair of the Public Finance group at Bricker & Eckler LLP. Her practice emphasizes school and local government law. She served as bond counsel for the first Ohio income tax-backed school district bonds; for the first publicly offered PLF-backed library notes; for the first school district in the Extreme Environmental Contamination Program of the Ohio School Facilities Commission; for the first Ohio general obligation bond issue with a local government fund pledge; for the first Ohio municipal general obligation bond issue for housing; and for the first Ohio school district minibond issue. She also served as counsel on the formation of the first limited home rule township in central Ohio and has structured collaborations between local governments, particularly those involving school districts, and gifts to local governments.

Alyssa Kerker is a graduate of the Franciscan University of Steubenville with a Bachelor’s of Science degree in Accounting as well as a Master’s Degree in Business Administration. Prior to starting her career at The City of Steubenville, Mrs. Kerker retains positions with the mortgage broker industry and a public accounting firm. Her first position at the City of Steubenville was an account clerk and she quickly moved to Senior Accounting Administrator and later Finance Director. Although her passion is government, Alyssa resigned from her position at The City of Steubenville after 15 years to stay home with her 4 children. Chris Anzevino has been a relationship manager in the banking industry for over 4 years. Working with public funded entities for 2 ½ years. Providing cash management solutions and expertise. Currently serving the Northeast Ohio market.
The course will cover the criteria necessary to maintain a successful collection program for municipal debts, ranging from unpaid taxes to unpaid utilities and miscellaneous charges. The course will outline steps to take when addressing delinquencies, as well as remedies available for non-payment. The course will address civil and criminal remedies, as well as options that can be addressed outside the parameters of a court.
This course will enhance the participant’s background and working knowledge in areas of Revenue Collection, as well as some Ethics. The timely recognition of non-paying accounts and properly handling of those improves the financial condition of the municipality, and further sets parameters for cash application and payment plans that require ethical and equal treatment of residents and prior residents/obligors.

Sara M. Costanzo is a shareholder in the Cleveland office of Weltman, Weinberg & Reis Co., L.P.A., where her responsibilities include managing multiple practice groups, one of which is government collections and litigation. She also handles a variety of complex consumer and commercial collections. Sara earned her bachelor’s degree in business administration and public relations from Heidelberg College, her law degree from Cleveland-Marshall College of Law and her M.B.A. degree from Cleveland State University. She is a member of the Ohio State and Cleveland Metropolitan Bar Associations. Sara is chair of the Board of Directors of the NE Ohio Division of the March of Dimes. She is a member of the Heidelberg School of Business - Business Executive Advisory Board, Berg Business Board, as well as the Strongsville Education Foundation as a Trustee. She is also a member of the Municipal Finance Officers Association and the Cleveland-Marshall College of Law Alumni Association, and was recognized by Crain's Cleveland Magazine as a Top 40 Under 40; as well as by Cincinnati Magazine in 2005, 2006 and 2011 as an Ohio Rising Star.
The course will give a general overview of the creation of required and elective funds, permissible uses of fund deposits, permissible fund transfers and mechanisms for the same; and fiscal officers’ certificates as to the availability of funds for use and expenditure.
The course will provide a broad overview of the requirements of contracting imposed by statute on local governments, and the procedures which local governments may utilize to dispose of unneeded, unusable, or unneeded public property.
The goals of the course will be to provide the attendees with further familiarity with certain facets of statutory law with which they deal on a regular basis, and enhance their confidence in their understanding of relevant legal requirements.

Mark Altier has spent a career in public service. A native of Newton Falls (Trumbull County), Ohio, Mark graduated from Mount Union College, earned his Juris Doctor from Cleveland’s Case Western Reserve University, and was awarded a Master of Arts Degree in Urban Studies from the University of Akron. After serving as a trial prosecutor with the Wayne County Prosecuting Attorney’s Office, starting in juvenile court and rising to the felony level, Mark was elected to two terms as a Wayne County Commissioner. He was appointed as the first full-time Law Director of the City of Sandusky (Erie County); and served as solicitor of a number of Ohio villages, and as Chief Civil Assistant and First Assistant in the Miami County Prosecutor’s Office. For three years he served as Chief Legal Counsel for the Ohio Auditor of State’s Office. Currently Mark is employed by the Office of the Ohio Attorney General where he has been assigned as Chief of the Opinions Section, Director of Open Government, and Principal Assistant Ohio Attorney General. As part of his work for the State Auditor’s Office and the Ohio Attorney General, he has become well known to public officials across the State of Ohio as a result of his many presentations on Ohio’s Sunshine Laws (Public Records and Open Meetings). Mark currently resides in Worthington, Ohio, with his wife, Sue, their cat, Chessie, and their rescue dog, a Beagle-mix named Rosie.
