Alan Harold has served as Stark County Auditor since 2010, now in his fourth term.  Since taking office, Alan and his team work every day to earn the trust of those who live and do business in Stark County.  Integrity and accessibility are hallmarks of how he does the job. Alan is well-recognized as a leader in the state for financial diligence and accountability, for the use of technology to make government efficient and secure, and for his accuracy and transparency in the property valuation process.  He is proud of how his office supports and cooperates with all local government units. 

Alan served as president of the County Auditors’ Association of Ohio in 2019 and received the Richard J. Makowski Award as Outstanding County Auditor in 2022.  He has received multiple awards from the Auditor of State, from the Government Finance Officers Association, and from ESRI – the world’s leader in geospatial technology.

Prior to being elected, Alan enjoyed 15 years in banking and private industry.  He earned an MBA from The Ohio State University and is a graduate of Mount Union College.  A native of Louisville, he was inducted into the school’s Hall of Achievement.

Alan has a long history of community activism, presently serving St Michael Church and School where he is chair of its finance committee.  He serves as Co-Chair of the Stark County Catholic Schools Board and the Treasurer of St. Joseph Senior Living Center.  He is a regular volunteer for Arts in Stark, past president of the Avondale Homeowners’ Association, and previous involvement includes the boards of Buckeye Council Boy Scouts and United Way.  Alan has also completed Leadership Stark County and Leadership Stark County’s Government Academy.

Russ Balthis is a member of the Public & Infrastructure Finance Practice, where he works with other practice group members in all areas of municipal finance, with a focus on economic development. Prior to joining the firm, Russ served as the Law Director for the city of Cuyahoga Falls, where he provided legal and policy advice to the mayor, city council and all city departments. Russ led the city’s legal representation in multiple significant economic development projects, including the revitalization of Downtown Cuyahoga Falls, Portage Crossings and several residential developments. Russ also served as the Chief of Legal Services for Ohio Attorney General Richard Cordray and has previous experience advising non-profit organizations.

James Christopher McCoy is the Assistant Chief Project Manager for Local Government Services – Southwest Region.  He has been with the Auditor of State’s Office over 20 years, all of which has been spent with the Local Government Services section.  He participates in many different types of projects with a wide variety of clients (Villages, Cities, Townships, a County, and several School Districts).  His experience includes financial statement preparation, record reconstructions and reconciliations, and is either financial supervisor or helps manage staff that is overseeing several entities that have qualified for fiscal caution, watch, or emergency.  He also has worked with entities regarding financial forecasts, including a County in fiscal emergency.  Chris is a 1996 and 1997 graduate of Ohio University with both Bachelor and Master degrees in Accounting.

Brad Evans is a Co-Executive Director and the Director of Research at The Alpaugh Family Economics Center. Heather Arling is a Director in the Cincinnati office of Bradley Payne Advisors. Prior to joining Bradley Payne Advisors, Ms. Arling worked for William Blair & Company and Fifth Third Securities, Inc., where she was responsible for the analysis and execution of short term and long-term debt offerings for K-12 school districts, municipalities, higher education, non-profits and special districts. Ms. Arling has over 14 years of experience in public finance and has significant experience working with the region’s leading issuers and has structured an estimated 800 municipal bond financings. 

As a Director, Ms. Arling’s primary responsibilities include completing debt overview profiles, performing credit and restructuring analyses, and providing deal execution support. Ms. Arling also focuses on clients’ debt profiles, advises them on refunding opportunities and creates structures to optimize savings. Ms. Arling plays an integral role during bond pricings by helping issuer ensure the best information is available to investors when a client’s bonds are being marketed to potential buyers. 

Ms. Arling is a Registered Municipal Advisor, registered with the Municipal Securities Rulemaking Board (MSRB) and the Securities Exchange Commission (SEC). She currently holds a Series 50 license.   Allison Binkley focuses her practice on serving as bond counsel, underwriter’s counsel and purchaser’s counsel on general obligation financings, tax increment financings, utility revenue financings and special obligation financings. Her client base includes the State of Ohio, counties, municipalities, townships, port authorities, school districts, state universities, trustees, letter of credit banks, investment banking firms and financial institutions.  Allison has also served as bond counsel on 501(c)(3) and health care conduit financings. 
Allison has been recognized as a 2024 Best Lawyers in America for Public Finance Law and an Ohio Super Lawyer Rising Star from 2012-2017.  Allison is a member of the Ohio Government Finance Officers Association, for which she serves as a trustee and on the education committee.  Allison also serves on the board of Women in Public Finance – Ohio Chapter.  She is also a member of the National Association of Bond Lawyers.
Prior to beginning her legal career, Allison served as an economist for the Ohio Legislative Service Commission.  In that position, she staffed the Senate Finance and Financial Institutions Committee for which she drafted amendments to and coordinated the State of Ohio’s biennial operating and capital budget bills.

Mr. Laskey is a Director in the Cincinnati, Ohio Municipal Finance office of RBC Capital Markets and has worked at RBC Capital Markets since July of 2006.  Andrew has worked with hundreds of local governmental entities throughout Ohio on debt offerings including school districts, cities, counties, townships as well as the State of Ohio.  Additionally, Andrew has presented at numerous conferences on a variety of topics related to municipal bond issues and the bond underwriting process.

Andrew currently serves on the Board of Trustees for the Ohio Municipal Advisory Council, a repository of statistical information relating to Ohio municipal issuers and their securities.  Mr. Laskey formerly served on the Board of Trustees for Clovernook Center for the Blind in Cincinnati but remains actively involved in the organization.

Jamael Tito Brown was elected the 51st Mayor of the City of Youngstown on November 7th, 2017.

Formerly the Chief Deputy Treasurer overseeing day-to-day operations of the Mahoning County Treasurer’s office, Brown has also served as the Director of the Human Relations Commission for the City of Youngstown.

The Mayor has been a Community Organizer for Youngstown State University Urban & Regional Studies Department and a Caseworker for Mahoning County Children Services Board.

His community involvement includes positions on the Board of Directors for Mahoning Valley Sanitation District, as Secretary of Wick Neighbors Inc., and as Chairman of Mahoning-Youngstown Community Action Partners (MYCAP).

Mayor Brown previously served the residents of Youngstown as President of Council, as 3rd Ward City Councilman, and as a Member of the Youngstown City School Board.

Tito Brown is married to Lynette C. Frost Brown. They have 4 children: Aaron, Camille, Clarisa, and Quentin. He and his family are members of Union Baptist Church of Youngstown, Ohio.

Brown earned both his Bachelor’s and Master’s Degrees from Youngstown State University.

Erik Collins has made a career of exceptional service, developing millions of square feet of manufacturing, e-commerce, retail and service space and crafting an internationally-recognized business retention programs with proven success. In January, he starts his newest role: Development Director for the City of Centerville.

Collins most recently served as Director of Community and Economic Development for Montgomery County, where he led the day-to-day functions of building regulations, community development, planning and economic development.

“Bringing Erik Collins to the Centerville staff is a huge victory, not only for his deep roots in economic development, but also because his values align with the City,” City Manager Wayne Davis said. “He is focused on making communities stronger by supporting business owners and incentivizing growth.”

Collins helped to develop the BusinessFirst! retention and expansion program, which has been implemented in 30 communities and counts more than 10,000 local companies visited and approximately 100 regional resource partners. The project to revitalize Uptown in Centerville, for example, was launched as the result of a BusinessFirst! business walk, a tool to create conversations between business owners and local leaders. 

“Not only is the Centerville community my home, I have worked closely with the Centerville team for several years. I have seen firsthand the hard work leading to powerful change in key areas like Uptown and Cornerstone. I look forward to joining the team and continuing to build on that momentum,” Collins said.

Collins also serves in several board and leadership roles, including the Entrepreneurs’ Center (Board of Directors), Greater Dayton Foreign Trade Zone (Chair, Board of Directors) former Board Member I-70/75 Development Association (past president), the Dayton/Montgomery County Port Authority, Ohio Economic Development Association (past board member). Collins also sits on the Board of Directors for the University of Oklahoma’s Economic Development Institute and is an instructor for the International Economic Development Council. Additionally, his service as a board member with the City of Centerville’s Community Improvement Corporation has been an excellent introduction to Centerville businesses and key players, as well as the incentives available to them.

Previous Development Director Michael Norton-Smith left the job to accept the position of City Manager in the Cincinnati suburb of Madeira, Ohio.
