Mr. Pisula oversees the investment of nearly $20 billion, including the Ohio treasury and the STAR Ohio local government investment pool. Additionally, JD is the primary portfolio manager for the State’s long-term portfolio, manages the Ohio Market Access Program, and serves as an advisor for multiple state boards and commissions. Prior to arriving at the Treasurer’s office, JD worked in the administration of Ohio Governor John R. Kasich. Michael Valo is a Managing Director of Institutional Investments in Capital Markets for Huntington. With over 13 years of investment experience, Mike works with Corporate, Government, Non-Profit and Higher Education entities to help them implement investment strategies designed to meet stated risk and return objectives while addressing unique liquidity needs. Prior to his current role, he helped build the Equity Derivatives structuring department, which has provided valuable experience in strategic investment creation. Zach Amendolea joined the office of Ohio Treasurer Josh Mandel in March of 2015. Mr. Amendolea oversees daily operations of the Liquidity Fund of the Ohio Regular Account and assists with the management of STAR Ohio. Prior to arriving at the Treasurer’s office, Zach worked as a taxable fixed income trader at Huntington National Bank. Stan Bahorek was appointed Treasurer/CFO for Columbus City Schools August 1, 2014. Immediately prior to that, he was Senior Public Funds Adviser at Meeder Investment Management in Dublin, Ohio.
Stan has over 20 years of experience as a school treasurer/CFO having served the districts of Norton City, South-Western City, Groveport Madison Local, and Worthington City Schools. His 17 years of private sector experience include working with a variety of Ohio’s public entities advising them on both debt issuance and the investment of public funds in his roles as underwriter and registered investment adviser during his time with Huntington National Bank, Ehrlich Bober, Productive Portfolios, Productive Capital Management and Meeder Investment Management.
Stan holds a Bachelor of Science degree in Marketing and an MBA degree, both from The Ohio State University with additional post-graduate work at Temple University in Philadelphia and the State University of New York at Buffalo.

Susan Willeke is an accomplished government - relations professional with more than 20 years’ experience in public affairs, communication and public speaking. Susan joined the Ohio Ethics Commission in 2005 as the Education and Communications Manager where she oversees and conducts educational and communication outreach. In that position, Susan presents approximately 200 speeches annually, develops information strategies regarding agency programs and represents the Ethics Commission to Ohio citizens, the media and the Ohio legislature. Katie Kleinfelder has worked with municipal clientele since she began her career with Seasongood & Mayer 14 years ago. She was the first woman hired by the firm as a municipal investment banker while she completed her law degree. As a Director with RBC Capital Markets, she works with a broad array of general obligation and revenue credits in Ohio including school districts, universities and colleges, cities, villages, counties and townships. Her career has allowed her to gain expertise in all sectors of Ohio public finance, and she is the company’s expert on Ohio municipalities, specifically.
Katie personally analyzed and structured over $6 billion of short- and long-term financings. She has extensive experience financing and refinancing various revenue based funding programs, including various taxable and tax-exempt, fixed and variable rate structures. Over the past five years, Katie has served a diverse list of municipal clients as senior managing underwriter including the following selected clients: City of Cleveland, Cleveland State University, the Cleveland Metropolitan School District, the City of Kettering, the City of Lima, Denison University, Lakewood City School District, Middletown City School District, The Ohio State University, Northwest Local School District (Hamilton County), and Youngstown State University.
Katie works to tailor the ideal plan of issuance considering the timing of the transaction with the current market environment, the plan of repayment, and to limit the risk of the issuer. Katie is an organized leader; her legal background has served clients well. She offers a critical eye to the bond documentation, compliance, disclosure and overall financing structure.

Mr. Laskey is a Director in the Cincinnati, Ohio Municipal Finance office of RBC Capital Markets and has worked at RBC Capital Markets since July of 2006. Andrew has worked with hundreds of local governmental entities throughout Ohio on debt offerings including school districts, cities, counties, townships as well as the State of Ohio. Additionally, Andrew has presented at numerous conferences on a variety of topics related to municipal bond issues and the bond underwriting process.
Andrew currently serves on the Board of Trustees for the Ohio Municipal Advisory Council, a repository of statistical information relating to Ohio municipal issuers and their securities. Don joined Schneider Downs in 2007 as director of the firm’s Internal Audit and Risk Advisory Services practice in Ohio. His career spans 30 years in the profession. Don delivers various risk mitigation services to the marketing including: internal audit sourcing, SOC examinations, Sarbanes-Oxley assessments, forensics and other relevant risk advisory services (enterprise-wide risk and fraud risk assessments, process improvement reviews, etc.) to clients including government, not-for-profit, public and private entities. In addition to client service, Don is a lead member of the firm’s quality advisory group, which conducts research on the profession as well as its standards and authoritative materials. He routinely conducts training seminars on the topic of effective risk mitigation for professional organizations and clients.
Prior to joining Schneider Downs, Don worked for a multi-state builder where he headed the corporate risk management function and had direct responsibility for evaluating risk in all the business units. For a span of eight years, he was with the Advisory Services practice of PricewaterhouseCoopers LLP where, having risen to director in the practice, had responsibility for managing national and multinational engagements.

He started with the office 17 years ago as a staff auditor out of the North West/Toledo Region. He managed engagement audit teams prior to taking a position within the Center. Kirk has been involved in the investment business for over 20 years. Before joining SJS in 2004, he served as Vice President with Sky Trust, N.A. as Portfolio Manager for the Institutional Asset Management division. Specializing in fixed-income strategies, Kirk has successfully served the public funds sector in its need for short-duration fixed income portfolios. Kirk is on the Board of Trustees for Toledo Area Regional Transit Authority, as well as a board member for The Arc of Lucas County. He holds the Certified Fixed Income Practitioner (CFIP) designation, and studied Business Administration at the University of Toledo, and completed his Bachelor of Science requirements with the University of Phoenix. Kirk grew up in Toledo, Ohio and from his earliest years spent his days on the ice playing hockey. He’s been coaching youth leagues for over 20 years. An outdoor lover, he enjoys running, fishing and vacationing with his wife and three children. With experience in many aspects of public finance law, Jennifer Blaser serves as bond and underwriters counsel in numerous traditional governmental financing transactions. Specifically, her focus includes working with cities, counties, townships and school districts throughout the State of Ohio to finance their capital projects. As bond counsel, Jennifer has facilitated bond and note issues for traditional governmental projects such as primary and secondary education, fire and public safety buildings and equipment, building improvements and libraries. Jennifer also serves as special counsel in connection with lease and lease-purchase financings. Patrick King joined Stifel in March 2009 after working with several other national public finance firms since entering the public finance business in 2001. Mr. King has worked on hundreds of short and long-term bond issues with a par amount in excess of $4 billion. His experience includes bond issues for cities, school districts, libraries, counties, special districts, authorities and park districts. Mr. King has made Ohio school finance a focus area of his career and has been engaged by dozens of Districts across Ohio to work on financings. Prior to his investment banking career, Patrick worked in local government in central Ohio. Patrick holds his Masters of Public Administration from The Ohio State University and a Bachelor of Arts from the University of Dayton. Patrick is a general securities representative (Series 7). As Director, she is responsible for overseeing CPIM, a continuing education program for local government fiscal officers who invest public funds, and the Department of Financial Literacy which provides resources to the general public and educational community to help Ohioans become more financially fit. Prior to joining the Treasurer's office, she was a fundraising consultant and the owner of Raising Green Productions, raising over $6,000,000 for Ohio causes and charities. Jonathan Azoff is the Director of the Office of Debt Management and Senior Counsel with the Ohio Treasurer’s office. In that capacity, he manages the debt issuance process for the various general obligation, revenue, and special obligations for which the Treasurer serves as the issuing authority. He also oversees the servicing of the State’s approximately $10.5 billion debt portfolio.
Jonathan is an advisory board member of the National Association of State Treasurers—State Debt Management Network. Prior to joining the State, he was an attorney with the law firm of Arnall Golden Gregory LLP in Atlanta, Georgia. Jonathan earned his J.D. from the Emory University School of Law and his B.A. from Tulane University.
