Jonathan Azoff is the Director of the Office of Debt Management and Senior Counsel with the Ohio Treasurer’s office. In that capacity, he manages the debt issuance process for the various general obligation, revenue, and special obligations for which the Treasurer serves as the issuing authority. He also oversees the servicing of the State’s approximately $10.5 billion debt portfolio.
Jonathan is an advisory board member of the National Association of State Treasurers—State Debt Management Network. Prior to joining the State, he was an attorney with the law firm of Arnall Golden Gregory LLP in Atlanta, Georgia. Jonathan earned his J.D. from the Emory University School of Law and his B.A. from Tulane University.

Zach Prouty serves as the Assistant Manager of Treasury Services in the Office of Ohio Treasurer Robert Sprague. Treasury Services assists in managing the state’s banking relationships, providing operational oversight to various divisions within the office, and management of certain special projects. Zach has been in this role since January 2019.
He previously spent five years working in various legislative roles in the administration of former Governor John Kasich, including positions at the Ohio Department of Commerce, Ohio Department of Administrative Services, and the Governor’s Office.

Douglas Ferguson has been employed by the Auditor of the State of Ohio office for the past 27 years. The Auditor of State is one of the largest and most respected Governmental Accounting and Auditing organizations in the country. Doug has served in a management capacity for the past twenty three years and as a Senior Audit Manager for the past twenty years. Charlotte resides in Gnadenhutten, Ohio and holds a strong background in population health management. She previously
worked at the Army Wellness Center in Fort Bragg, NC as a health promotion technician before joining Huntington Insurance

With experience in many aspects of public finance law, Jennifer Blaser serves as bond and underwriters counsel in numerous traditional governmental financing transactions. Specifically, her focus includes working with cities, counties, townships and school districts throughout the State of Ohio to finance their capital projects. As bond counsel, Jennifer has facilitated bond and note issues for traditional governmental projects such as primary and secondary education, fire and public safety buildings and equipment, building improvements and libraries. Mary Butler-Everson is Senior Vice President of Healthcare Product Innovation, part of Treasury Management services at PNC Financial Services at the company’s corporate headquarters in Pittsburgh, PA. Mary and her team are responsible for developing identifying and launching new products and services to continually streamline the flow of data and dollars for delivers and payers of healthcare services.
